1. SCOPE AND PURPOSE

This work instruction defines the targets and the contents of the design review meeting which is taking
place during the tendering phase.
The main goal is to validate the technical proposal, to solve specific concerns and to manage relevant
risks.
The design review is about all the technical aspects including:
• The review of the technical dossier as prepared by the Client in the tender,
• The definition of the facilities with all its systems,
• The alternates which are proposed within our proposal,
• Technical interfaces with others.

Priority topics are usually not related to execution plan, cost, schedule, and man-hours. Such issues are
reviewed through other meetings defined in the engineering tendering phase process.
This instruction deals only with the engineering activities performed by Saipem s.a. and its partners /
subcontractors. It should be amended when the activities are performed by the associated partners
within the frame of contracts performed through consortium or equivalent organization.

4. ACTIVITIES DESCRIPTION

During tendering phase, the Design review shall be planned and implemented according to the following
activities description.
However, if proposal specific events or specificities do not require the design review development as
described in this work instruction, a derogation will then be issued by the TM for approval of the
Engineering process owner or his delegate by mean of the FORM-SSA-QUAL-017-E.

4.1 RESPONSIBILITIES
The TM is in charge of the Design review meeting preparation in close coordination with the
Proposal Manager.

4.2 SCHEDULE
This meeting shall take place well before the Engineering closure meeting in order to allow the
implementation of the actions decided during the meeting. However the meeting shall be held
when all the technical studies are sufficiently progressed in order to address properly all the
issues.
Typically, the design review meeting will be held two or three weeks before the closure meeting
(or the technical submission when technical and commercial issues are not simultaneous).

4.3 ATTENDEES
The TM shall prepare the list of attendees in coordination with the Proposal Manager and call for
the meeting (Engineering Function Manager to be mandatory informed):
Mandatory:
• The Commercial Manager,
• The PrM,
• The Onshore Project Engineering Management coordination manager or FFCC Engineering
coordination manager,
• The TM,
• The PSL and PPL.

Optional (case by case):


• The PPM,
• The Subcontract Engineer,
• The Schedule Engineer,
• The HODs for the critical disciplines,
• The CEC,
• The Estimating Department Manager,
• The Corporate Engineering representatives,
• The Partners / Subcontractors representative.

4.4 CONTENT OF THE DESIGN REVIEW MEETING


The purpose of the meeting is not to describe in details all the facilities but rather to highlight all
the critical items and to manage relevant risks.
Critical issues may include but are not limited to:
• FEED assessment (quality, maturity, level of detail, …),
• Inconsistent technical documents in the Tender,
• Very stringent specifications in the Tender,
• Severe environmental conditions (soil, earthquake, weather, etc.),
• Critical technical items,
• Technical aspects with which Saipem s.a. is not familiar with,
• Performance warranties or other contractual constraints,
• Review of quantities and benchmarking,
• Constructability,
• Fabrication, transportation and installation constraints,
• Alternates,
• Qualifications.

Nevertheless it is not mandatory to have a presentation of all disciplines. If, for some of them,
there is no critical topic (conventional scope of work, no major qualification, no alternate, etc.),
then they can be skipped for the presentation. It shall be registered “No critical topic”.

A typical agenda for the design review meeting is:


• Project Presentation (by the TM): This presentation shall be very short assuming that the
attendees, not involved directly in the proposal preparation work, have got the documentation
prior to the meeting. This presentation shall focus on the key figures of the project, on the
projects already executed which have been used to benchmark the proposal and on the
major issues which will be introduced during the meeting.

• Presentation of the disciplines: As already mentioned, it is not mandatory to have here a


presentation for all the disciplines. They may be selected considering the specificity of the
scope of work.
For each discipline the content of the presentation shall be as a minimum:
− Quality of the documentation associated with the Tender and the level of this
documentation (Basic, FEED, etc.).
− Requirement for endorsement (during the proposal phase, after the contract award) and
associated results.
− Description of the systems for which no or very limited experience is available.
− Key figures with references to projects already executed (Benchmarking). Major risks
identification and associated mitigations (Clarifications, qualification, deviations….).
− Possible alternates optimization for the discipline.

• Presentation of project alternates: The TM introduces here major alternates (modification to


the plot plan as proposed by the Client, modification to the topsides architecture for an FPSO,
new technology on a major system of the project, etc.). This presentation shall highlight the
reasons of the choice; the references for proposing this alternate, the benefits generated by
the alternate (variations of the quantities, schedule saving, etc.) and associated risks.

4.5 ORGANISATION OF THE PRESENTATION


It is suggested to select the organisation of the presentation of the disciplines in a logical way and
according to their specificity.
The recommendation is to consider the following sequence for an Onshore project:
• Process,
• Safety,
• Soil,
• Civil and structural,
• Maritime works,
• Plot plan and lay-out,
• Piping Design,
• Equipment,
• Electrical,
• Instrumentation, Controls and Telecom,
• Material (corrosion, material selection, protection, …),
• Others.

4.6 OUTPUT / FOLLOW UP


The minutes of meeting will be issued with decisions made, final risk assessment (qualifications,
selection of alternates, etc …) and the Engineering design review log sheet (see Attachment A,
FORM-SSA-ENGDGN-002-E) including following issues:
• New Identified risks and relevant mitigation actions (including new qualifications),
• Additional benchmarking for quantities,
• Additional works about base case or alternates.
• ….

The TM is responsible for relevant follow-up and close out actions.
