1. OVERVIEW – Please provide a general description of the efforts done by your office

in terms of disseminating news and information to your constituents (500-1,000 words).

The Department of Education continues to inform and empower learners, teachers,

parents, and other education stakeholders as it launches the 1st Information Leaders

Awards (ILAW) for field information officers and offices who exemplified excellence and

innovation in government communications and public service founded in the core values

of the Department.

All the documents delineated here present facts and evidentiary supports that

firmly underpin the nomination of Dr. Leorisyl D. Siarot, the Division Information Officer

of the Schools Division of the City of Mati, in the Search for Most Outstanding in

Information Dissemination (Print).

On its organization and structure, the Office presents strong, clear, and organized

material that displays logically arranged information by crafting official Division

Memorandum, press releases, statements, advisory, newsletters, and other print

Information, Education and Communication (IEC) materials. Further, the Office strictly

complies to the set standards of the Department Education Manual of Style (DMOS)—from

grammar, punctuation, and formats to language use, organizational terms, and references

—in all communication materials of the Division. Even more, the Office’s proofreading and

reviewing of the content to check for technical errors, inconsistencies, and tone prior to

reproduction for immediate dissemination to its constituents.

More importantly, the Office ensures the smooth process of providing clear and

understandable information by creating a team of editors, writers, artists, illustrators, and

other information officers to develop education advocacy materials for the target audience.

Additionally, it conducts an interview of a certain number of constituents to listen to their

input on how the information materials are supposed to be written. For example, the

Office receives feedback that writing the materials in the native language is more effective

to be understood by the target audience. And the Office initiates the walkthrough of the

writing process for the all the IEC materials before submitting for quality assurance to the

Office-designated Quality Assurance (QA) team to validate the materials in terms of

content, language, and visual layout.

On its relevance and substance, the Office ensures that crafted materials are based

on the situation, values, and beliefs of the target audience by conducting environmental

scanning to gather the background information of the target audience. Further, the Office

interviews targeted audience to examine the attitudes, values, and beliefs of the different

stakeholders in the entire educational community, and eventually crafts contextualized

and localized information materials appropriate for the community’s targeted audience.

Furthermore, the Office accepts continuous feedback through constant interviews

and inviting targeted audience to provide clear and written feedback and are relayed to the

designated boxes in the schools that will offer constructive criticism of the Office’

presentation and organization of information, accuracy and content of the materials

presented, and appropriateness and availability of platforms to reach the public.

On empowerment and impact on people, the Office’s initiatives in information

dissemination helped the constituents understand the Department’s Basic Education-

Learning Continuity Plan and created positive engagement and support and collaboration

from stakeholders by accomplishing the significant project works.

Through its information and communication materials, the Office finalized write up

and provided updates to stakeholders on the status of programs and projects, specifically

the Department’s Basic Education-Learning Continuity Plan, to provide feedback and

generate continuous support in the Division of the City of Mati.

Further, the Office pioneered the partnership between the different local radio and

tv station to broadcast the Department’s Basic Education-Learning Continuity Plan and

reinforce the learning programs for learners and parents in the Division of the City of

Mati.

More importantly, the Office initiated school-based and community-based reading

programs and spearheaded Bayanihan sa Division during Disaster-response activities and

COVID-19 Pandemic in the Division of the City of Mati.

But above all the awards and recognitions, Dr. Siarot stood tallest with his personal

qualities and character where he serves as a model of morality and integrity as attested by

his superiors, his colleagues, and even from the community where he belongs.

Witnessing first-hand his unconditional passion and commitment as a dedicated

public servant, the Schools Division of the City of Mati firmly believes that Dr. Leorisyl D.

Siarot, the Division Information Officer of the Schools Division of the City of Mati, in the

Search for Most Outstanding in Information Dissemination (Print).

Division.

 Crafting modules for Psycho-Social Intervention Program for learners from

Kinder to Senior High School.

 Giving plaques and certificates of recognition and appreciation to all

stakeholders for their contribution and partnership with the Schools Division

of the City of Mati.

LEARNERS MEDIA-EMPOWERED: Handog Airtime Program Radio and TV-

Based Instruction

 Through its information and communication materials, the Office pioneered the

partnership between the different local radio and tv station to broadcast the

Department’s Basic Education-Learning Continuity Plan and reinforce the learning

programs for learners and parents in the Division of the City of Mati by:

 Securing deed of donations for 648 Hours Airtime Learning Program from the

local radio stations and amounting to ELEVEN MILLION, ONE HUNDRED

SIXTY THOUSAND (PHP 11,160,000) airtime cost.

 Securing deed of donations for 176 Hours Airtime Learning Program from the

city’s local TV station and amounting to TWO MILLION, FIVE HUNDRED

EIGHTY THOUSAND (PHP 2,580,000) airtime cost.

READING AND WRITING EMPOWERMENT: Converging Local Stakeholders on

Brigada Pagbasa Advocacy

Strategies Done:

 Through its information and communication materials, the Office initiated school-

based and community-based reading programs in the Division of the City of Mati

by:

 Institutionalizing the Sangguniang Kabataan Barangay-Based Reading

Program and Strengthening Youth Reading Literacy in the TWENTY-SIX (26)

Barangays of the City of Mati through City Resolution No. 237, s. 2020.

 Providing reading materials for Brigada Pagbasa to SK Councils in the City of

Mati.

 Empowering SK Badas of Mati City to emerge as the National Winner for

Most Outstanding SK Project 2021 in Education Category.

 Training Brigada Pagbasa Partners with 400 NSTP volunteers, 50 SK

officials, and 100 Youth for Peace volunteers.

 Providing technical assistance on script writing for radio and TV-based

instructions in the Brigada Pagbasa implementation programs.
