RESOLUTION ADOPTING THE PROVISIONS OF REPUBLIC ACT 11148, AN ACT SCALING UP

THE NATIONAL AND LOCAL HEALTH AND NUTRITION PROGRAMS THROUGH A


STRENGTHENED INTEGRATED STRATEGY FOR MATERNAL, NEONATAL, CHILD HEALTH AND
NUTRITION IN THE FIRST ONE THOUSAND (1,000) DAYS OF LIFE, APPROPRIATING FUNDS
THEREFORE AND FOR OTHER PURPOSES, OTHERWISE KNOWN AS “KALUSUGAN AT
NUTRISYON NG MAG-NANAY ACT” AS PART OF THE LAWS AND POLICIES ON HEALTH FOR
THE IMPLEMENTATION BY THE MUNICPALITY OF STA. MAGDALENA, SORSOGON

WHEREAS, Article II of the 1987 emphasized that, “ the State shall protect and promote
the right to health of the people and instill health consciousness among them”. “ The State also
guarantees the right to adequate food, care and nutrition to pregnant and lactating mothers,
including adolescent girls, women of reproductive age and especially children from zero to two
years old:

WHEREAS, Republic Act 11148 or the “ Kalusugan at Nutrisyon ng Mag-Nanay Act”


sought to scale up the nutrition intervention programs in the first 1,000 days of the child’s life
and allocates resources in a sustainable manner to improve the nutrition status and to address
the malnutrition of infants and young children for zero to two years old, adolescent females,
pregnant and lactating women, as well as to ensure growth and development of infants and
young children;

WHEREAS, Republic Act 7160 otherwise known as the Local Government Code of 1991
expressly provided powers of the Sangguniang Bayan to enact ordinances, approve resolutions
and appropriate funds for the general welfare of the municipality and its inhabitants;

RESOLVED, as it is hereby RESOLVED, to adopt the provisions of RA 11148, An Act


Scaling Up the National and Local Health and Nutrition Programs Through a Strengthened
Integrated Strategy for Material, Neonatal, Child Health and Nutrition in the First One Thousand
(1,000) Days of Life, Appropriating Funds therefor and for Other Purposes, otherwise known as
“ Kalusugan at Nutrisyon ng Mag-Nanay Act” as part of laws and policies on health for the
implementation by the Municipality of Sta. Magdalena, Sorsogon.

RESOLVED FURTHER, that in support of this resolution, DILG Memorandum Circular No.
2018-42 dated March 2018 enjoining LGUs to prioritize the allocation of local funds for its local
nutrition action plans (LNAP) that is formulated or reformulated is in accordance with the PPAN
2017-2022 and in Department of Budget and Management Local Budget Circulars (DBM-LBCs)
Nos. 2019-78 and 2020-80 pertaining to the preparation of the 2020 and 2021 annual budgets
wherein Local Chief Executives are required to prepare and submit as part of the proposed
budgets of the local nutrition plan, should be observed and prioritized;
RESOLVED FINALLY, that copies of this Resolution be furnished to the Office of the
Honorable Eduardo T. Lozano, Municipal Mayor, Chairperson, Local Nutrition Committee, to the
Municipal Health Officer, Dr. Bernard San Jose, the Municipal Nutrition Council, and all other
concerned agencies, all in this municipality, for their information and guidance.
