during the Commission’s consideration of that item, please fill out a Speaker Request Form and

Business to be transacted at said meeting, and the only business to be transacted is as follows:

Members of the public are entitled under the Brown Act (Government Code §54950 et seq) to address the Commission on any matter
within the City’s subject matter jurisdiction. The Act prohibits the Commission from taking action or discussing items not on the

The Consent Calendar contains items considered routine and/or which have been individually scrutinized by Commission members
and require no further deliberation. There will be no separate discussion of these items unless an item is removed from the Consent

SUBJECT: 3(b)--Parks Maintenance Activity Report for October 2021

Recommendation

Accept the attached Parks Maintenance Activity Report for October 2021.

Operational Events

In addition to the ongoing monthly maintenance of the City’s parks and trails, the following
operational events took place:

October 1 – Staff replaced a 1 ½” irrigation valve at Cypress Rotary Fountain Island.

October 4 – Staff replaced a bathroom fan, painted the restroom, and replaced three trees at the
Downtown Promenade. Staff replaced a 1 ½” irrigation valve on the Cypress Avenue medians
and a 1 ½” irrigation valve at RABA office on Highway 273.

October 8 – Staff and Bethel City Project volunteers worked at Enterprise Park, Rivercrest Park,
and the Corporation Yard.

October 5 – Staff poured concrete for the Nur Pon sign and painted benches near the umbrellas at
the Downtown Promenade. Staff repaired the Little Free Library at Rolling Hills Parks and
replaced fence boards at Vista Ridge Park. Staff repaired the restroom door at the Lake Redding
boat ramp.

October 11 – Staff performed confined space entry at City Hall Signature Fountain.

October 12 – Staff repaired the Little Free Library at Rolling Hills Park again. Staff replaced the
sink in the Redding Aquatic Center restrooms.

October 14 – Staff poured concrete for two benches at the Diestelhorst Bridge and the
Sacramento River Trail. Staff attended a training for the new UV filter system at the Redding
Aquatic Center.

October 15 – Staff repaired a lateral line irrigation break at Beltline Substation and repaired the
lock on the restrooms at Caldwell Park. Staff also prepped for a volunteer day at Mary Lake.

October 18 - staff repaired the beaver dam relievers at Mary Lake, installed a new drain pipe,
and cleaned out the drainage ditch at RABA office on Highway 273.

October 20 – Staff replaced a 1” irrigation valve at Waverly Park and repaired a leaking toilet at
Enterprise Park. Staff replaced three sink faucets at Enterprise Park and pumped out the sewer
pump at Riverfront Park.

October 21 – Staff repaired the Little Free Library at Rolling Hills Park again.

October 22 – Staff repaired the door on the Little Free Library at Northridge Park and replaced a
fence panel at Parkview Park. Staff and Bethel City Project Volunteers worked at the California
Soccer Park and Clover Creek Preserve.

October 25 – Staff replaced a 1 ½” irrigation valve at the Cypress Avenue medians. Staff
repaired and unclogged the french drain at Rolling Hills Park and repaired storm damage at
Clover Creek Preserve.

October 27 – Staff attended training for their pesticide applicators licenses.

Tree & Fuels Crew:


Pruned 82 trees, removed eight trees, and ground 11 stumps.
Weed whacked 10 acres, fuel reduction of 71.5 acres, and 0.5 acres chemically treated.

Turkey Trot:
The annual Turkey Trot will be virtual again this year. The community can participate in the
Turkey Trot by tracking their course on any running app and posting pictures between November
20th and November 27th. For more information, go to www.shastaregional.com or follow Shasta
Regional on social media.

Grasshopper Sports:
Grasshopper baseball and soccer finish up the month of October, with 96 children participating.
At the end of each session, parents are emailed a survey to get feedback about the program. This

is what we heard from one parent.
“It was wonderful! The coaches were great and worked with the kids so patiently and
constructively. Our five-year-old is looking forward to his next class!”

Tiny Tots Read for the Record:


On October 28, Tiny Tots joined millions of children in reading the story of Amy Wu and the
Patchwork Dragon, written by Kat Zhang. Read for the Record is a fall campaign to engage
million of participants to increase awareness for early literacy and make high-quality books
accessible for all children. Books and other fun materials were provided by First 5 Shasta so that
each child could take a book home with them to share with their families.

Youth Basketball:
Sign-ups have opened for youth basketball. We will be hosting this year’s program out of Alta
Mesa and Shasta Meadows school gyms. We have not been allowed access to many of the gyms
that we have used in the past due to COVID. Every school and district is in the process of writing
their policies. This season we hope to have about 280 participants, which is down from about
600 in 2019. Even though fewer kids will be playing, we will make the season successful and fun
for the participants.

Youth Volleyball:
The fall volleyball season is off to a great start as teams of 3rd through 8th graders began playing
games in October. All practices and games will be held at Alta Mesa School. The City of
Redding Recreation staff coaches all teams for this program.

NFL Flag Football:


This program takes place at Enterprise and Caldwell Parks with both paid staff members and
volunteer coaches. The season will conclude on November 13th.

Pickleball:
The first Redding Recreation - organized league on the new pickleball courts ran from
September 30th - October 28th. This league is following-up on some informal weekend
tournaments that the local pickleball group has held.

Redding School District's After School program at MLK:
Eighteen youth are enrolled, a very strong number compared to previous years. Center staff
provides homework assistance and tutoring, clubs, and enrichment activities.

Tutoring- Tutoring continues to grow with 30 students. Staff recently hired a retired teacher
with over 20 years of experience to work with our 3rd-8th grade students. Staff is seeking a tutor,
who is strong in math and science, to work with high school-aged youth.

Kids Night- One of our most popular programs, 30 youth are registered and ten are on our
waitlist. Participants play active games, do arts and crafts, and are given a healthy dinner.

Art in the Park: Friday, October 28-Sunday, October 30, 2021:


A free Halloween-themed interactive, instagrammable art installation along the Sacramento
River Trail in Caldwell Park.

Hogwarts Express: Saturday, October 30, 2021:


Take a magical journey through the world of Harry Potter as Caldwell Park is transformed into
the Wizarding World! This interactive event features the shops of Diagon Alley, Hogsmeade
Village, classes in Potions & Mythical Creatures, Muggle Carnival Games, and so much more!

Operation Reindeer: Saturday, November 4, 2021:


Calling all those who believe! Santa needs your help! While Mr. and Mrs. Claus were on
vacation, the Grinch snuck into the North Pole and turned all of Santa's reindeer loose to stop
Christmas! The elves tracked Dasher and Dancer to Mt. Shasta in Northern California, but they
need your help to find the other eight missing reindeer. We need all the Christmas magic and
those who believe in using their super-sleuthing skills to track down Rudolph, Vixen, Comet,
Cupid, Prancer, Donner, and Blitzen. Use your family sled (or car) to locate all eight reindeer
before the clock stops.

Recommendation

Recommend the City Council approve a Joint Use Agreement with Pacheco Union School
District (District) for Gymnasium and Fields at Proposed School Campus in Shastina Ranch
development.

Background
The City has long desired to share athletic facilities with schools. It is a very efficient approach
to constructing and maintaining facilities and provides easy access for residents. The Parks
Master Plans since 2004 and the 2019-2022 Action Plan all prioritized joint use arrangements.
The City and Pacheco Union School District have been in dialogue about the opportunity for a
new campus for their District in the city limits for many years. The nearest school is Alta Mesa
School. Currently, the District includes Prairie Elementary and Pacheco Middle School. The
District’s attendance boundaries reach north of Rancho Road. The Shastina Ranch area will
consist of over 800 homes. During the entitlement process, land dedications and reservations
were added to conditions for development to form a 13.7-acre school site.

The proposal is for the City to contribute 7.55 acres of land to the District. The District will
construct and maintain the facilities in perpetuity with no additional contribution from the City.
The City will pay the developers approximately $150,000 for the “reserved” portion of land, and
the “dedicated” part of the land would have yielded $550,000 in fees if there was not a
dedication. Thus, the value of the City’s land and fees is approximately $700,000.
The District has many steps to complete before a school is built. The first is to secure the entire
parcel of land. The site and acreage meet the state requirements for a new campus. It could be
ten years or more before a campus is built.

SUBJECT: 6. Consideration of Amended and Restated Lease (C-5682) with Advance


Redding for the Redding Civic Auditorium

Recommendation

Recommend the City Council approve the Amended and Restated Lease Agreement (C-5682)
with Advance Redding for the Civic Auditorium for a 10-year term, expiring in December 2031.

Fiscal Impact
The projected annual lease revenue is $120,000 for calendar years 2022, and 2025 through 2031.
Calendar years 2023 and 2024 will be adjusted by the U.S. Bureau of Labor Statistics West
Coast Mid-Size Cities B/C June-July Consumer Price Index (CPI). The estimated cost of capital
projects assigned to the City is $4,825,000 over the life of the agreement.
Background/Analysis
The Civic Auditorium (Civic) opened in 1970 to host concerts, trade shows, business expos and
serve as a rental venue for large private and corporate events. In 1982, a Transient Occupancy
Tax (TOT) was approved and used to fund the Convention Center and Tourism Bureau
operations. By 2011, the subsidy for the Civic’s operational costs totaled $1.4 million after
operating revenues. As a result of the Great Recession, the City was eliminating positions and
reducing services. A Request for Proposals (RFP) was issued to solicit a third-party operator for
the facility. Advance Redding was one of two proposers.
In October 2011, the City of Redding entered into a lease agreement with Advance Redding for
the operation and management of the Civic. The term of the lease began in January 2012, for a
minimum of 4.5 years, with an option to extend to 9.75 years. In September 2015, the lease was
amended to extend through September 30, 2021, and reduce the rent schedule through October
2016, with CPI lease adjustments for the subsequent years.
Anticipating the pending lease expiration, on February 16, 2021, staff recommended and Council
assigned members to a committee convened by the Community Services Director to work with
Advance Redding to examine operations, costs, and capital needs. The committee was
comprised of City staff, two representatives from the Community Services Advisory
Commission, two City Council members, and representatives of the Advance Redding Board.
On August 4, 2021, Council approved a lease extension to December 31, 2021, allowing the
committee additional time to develop the attached lease proposal. The committee met four
times.
Highlights of the terms of the lease agreement include:
• A 10-year term, expiring in December 2031;

• Annual lease rate of $120,000 years 2022, and 2025-2031;
• Annual lease rate adjustments based on CPI in years 2023 and 2024;
• Reduced annual lease rate of $60,000 if the Bethel School of Supernatural Ministry
(School) provides notice of terminating sublease agreement. Reduced rate allowed up to
twelve months prior to sublease termination;
• Assignment of capital project obligations; and
• An updated Special Events calendar.

Anticipating the future move of the School to a new facility, Advance Redding requests a
reduction in the annual lease rate to allow them time to build up programming and the necessary
reserves to attract additional high-quality performers and attractions to the venue. As the
extended closure, program cancellations, and ticket refunds due to the Covid-19 Pandemic,
greatly impacted Advance Redding’s revenue and cash flow, the two-year CPI-adjusted rate will
start in 2023. Recently, all past due rent payments were paid.
The list of capital improvements is substantial for the aging building, and includes restroom
updates, a new HVAC system, replacing the interior carpet, exterior doors and windows, and
parking lot repair. The City has responsibility for all the projects, except for upgrading the
auditorium seating system, which will be completed by Advance Redding. As community
discussions regarding the property's future are underway, dates for project completion will be
agreed upon by both parties by January 1, 2025.

programming in other California cities.

Since 2011, Advance Redding has worked to maximize the use of the venue. Viability for a
venue of this kind, in a community of our size, requires a variety of functions and uses. Advance
Redding has successfully retained and attracted live entertainment, trade shows, banquets, etc. In
2019, Advance Redding hosted 42 ticketed events, 8 tradeshows, 7 banquets, 6 conferences, and
a variety of other local events. Each of these events has a unique impact on community and the
local economy. Advance Redding estimates the annual economic impact to the community from
the events they host to be approximately $46 million. Specifically, as it relates to Transient

Occupancy Tax (TOT), the Civic reports generating an estimated 27,000 room nights a year,
which translates to approximately $375,0000 per year in TOT funds.
Approval of the lease extension would allow the iconic Civic Auditorium building to host high-
quality and diverse entertainment while providing a functioning community gathering space.
This project is categorically exempt pursuant to Section 15301, Class 1, of the California
Environmental Quality Act, related to existing facilities.
