CHAPTER II

DISCUSSION

A. South Kalimantan Flood 2021

The 2021 South Kalimantan flood is a flood disaster that hit several cities and regencies in South
Kalimantan, namely Banjarmasin City,[4] Tanah Laut Regency,[5] Banjar Regency,[6] Tapin
Regency, Banjarbaru City, Hulu Sungai Tengah Regency,[7 ] Balangan District,[1] Hulu Sungai
Selatan and Hulu Sungai Utara District[8][9] in January 2021. Water levels vary: 30 centimeters,
[9] 50 centimeters,[10] 2 meters,[11] even 3 meters .[1] The South Kalimantan region has a flood
emergency response status as of January 14, 2021.[12]

B. Reason
Floods are thought to be caused by high rainfall intensity, which has triggered river overflow
since January 9, 2021.[1] In Pelaihari District, river water has overflowed since Sunday, January
3, 2021.[13] However, the Director of the Indonesian Forum for the Environment in South
Kalimantan, Kisworo Dwi Cahyono, argued that the flooding was caused by environmental
degradation due to hundreds of mining holes that were not reclaimed and nearly fifty percent of
the 3.7 million hectares of land controlled by mining and oil palm companies.[ 6][14] He also
said that it was necessary to look at the upstream and downstream environmental conditions of
South Kalimantan and not just blame the rain.[15] South Kalimantan itself, since 2005, has a
land cover area of 1.18 million hectares remaining to 0.92 million in 2019. The change in land
use, coupled with extreme rains, makes South Kalimantan, which is morphometrically and
morphologically very vulnerable. against flooding.[16]

2
C. Impact and casualties
The National Disaster Management Agency (BNPB) recorded that 112,709 residents were
displaced and 27,111 houses were submerged due to this flood.[21][22]

Cross-provincial roads are submerged, disrupting economic activity.[23] The bridge at Jalan
Ahmad Yani km 55, Mataraman, Banjar, was also cut off due to the brunt of the flood.[24]

The Acting Head of Hantakan Village, Sri Wanda, stated on January 11, 2021 that five bodies
were found by residents in Hantakan, Hantakan, Hulu Sungai Tengah.[7] It is suspected that
there are still dozens of other missing victims.[25] A toddler was found dead after being swept
away by a flood in Banjarbaru on January 14, 2021.[26] The continuous rain also caused
landslides in Tungkaran, Pelaihari, Tanah Laut, and one person was declared buried on January
15, 2021.[27]

Data that BNPB collected on January 17, 2021 stated that the death toll was 15 people, with
details of Tanah Laut Regency 7 people, Hulu Sungai Tengah Regency 3, Banjar Baru City 1,
Tapin Regency 1, and Banjar Regency 3 people.

CHAPTER III

CLOSING

A. Conclusion

This great flood is likely to repeat the period of events that occurred in 1928.[15] In another
nearby place, the Lulut River, which is 1 km from the Martapura River, there was also a flood in
2006 but only a foot. However, the road was submerged for almost 2 months. At such times,
residents build platforms to sleep on, save their belongings, and the boat behind their house is
moored in front of the house or even brought into the house.

B. Suggestion

Natural events that occur sometimes are God's warnings to us so that we can improve ourselves
to the right path, therefore fix ourselves so that we avoid the wrath of God
