0.A General Items (IMPORTANT READ CAREFULLY)
Contractor's Unit rates must include:
0.A.1 Site mobilization prior to commencement of construction works and as described in sheet (D.0.B
Mobilization)
0.A.2 Supplying, installing, commissioning & testing all items and all the required materials to complete the
job in accordance with the specifications provided in this BoQ and the UNOPS international standards
(attached in the bid documents), as long as no contradictions exists with the Israeli TEKEN and Tofes 4
requirements. If any conflicts exist, contractor price to include implementation of activities according
to Israeli TEKEN.
0.A.3 Fulfilling building permit conditions and requirements relevant to the scope of this bid.
0.A.4 Complying with Israeli Laws and Regulations
0.A.5 Coordination with Local Authorities and costs (if any) needed to transfer the already issued Tofes 2 by
Al-Nayzak to the contractor's name.
0.A.6 All needed coordination, testing and certification by authorized entities (ISOTOP or equivalent) for all
works as needed to secure obtaining TOFES 4.
0.A.7 Coordination and securing any permissions needed from local authorities to facilitate any types of
works as needed, including but not limited to; removal of obstacles, diversion of roads, temporary
services, using heavy equipment...etc.
0.A.8 Testing of samples and materials as needed by an approved and certified Israeli laboratory, prior to
installation and/ or pouring, while following standard procedures for testing according to approved
Quality Management Plan, UNOPS International Standards, Israeli Teken and Local Authorities
requirements. Seeking formal approval of UNOPS engineer to proceed.
0.A.9 The running costs of the temporary water, electrical power connections which are already secured at
site.
0.A.10 Coordinating with Israeli Authorities as needed for obtaining permits, approvals, certificates, Tofes 4
and others as needed.
0.A.11 Preparing and submitting detailed work/shop drawings including surveys and investigations, to be
approved by UNOPS Engineer before commencement of any types of work were applicable and/or
upon engineer's request.
0.A.12 Site sign boards as described in D0.B Mobilization Sheet; establishment, supplying, installing,
maintenance and removal
0.A.13 Submitting the original catalogues with technical data sheets, certifications and calculation sheets for
all different systems components according to the required parameters and engineer's instructions in
addition to the certificate of origin.
0.A.14 O&M Training and Manual:
- Necessary trainings and briefings to Al-Nayzak maintenance team and facility manager on the
systems installed in the facility.
- Manual must contain information and strategies designed to guide Users in the normal use and
maintenance of the installed equipment within the facility such as HVAC system, fire alarm system, fire
fighting system, CCTV, etc. Manuals must contain detailed information on the control requirements,
scheduling information, and operating procedures necessary to successfully initiate and run the
facility. It also provides maintenance personnel with the information necessary to maintain the facility
effectively operated. It must contain brief descriptions on the key systems installed in the facility
0.A.15 Preparation of “As-built Drawings” (softcopy and hard copies in CAD and PDF Systems) in accordance
with tender documents.

0.A.17 Project's documentation and logistics; transportation, document control including all documentation
needed for obtaining Tofes 4, communications, etc.

- Number of workmen in different categories and the number of Foremen.
- Particulars of materials and goods brought to the site.
- Particulars of machinery & equipment brought to or taken out of site.
- H&S Site Inspections

- Site tests
- Laboratory tests
- Any other important records.
0.A.19 Project management and engineering team; full technical/managerial engineering team of all needed
specializations will be responsible of management, supervision, follow-up, QA/QC and HSSE as
described in tender documents and to fulfill Local Authorities requirements in construction projects.
0.A.20 Protecting and safeguarding the existing landscape, facilities and any types of works existing in the
project site location during mobilization, construction, initial taking over and during conducting any
maintenance works until the final taking over.
0.A.21 Taking all necessary measures to protect and minimize environmental hazards including pollution,
noise, dust and all requirements as per Israeli Environment Department.
0.A.22 Cost of collecting, relocating/moving and dumping debris and landfill in an authorized dumping
location.
(Owner previously signed contract with MISC Contracting and Investment CO (Abu Shusheh) for
licensing procedures requirements; contractor to sign the agreement with the same dumping company
as required by Municipality. Contractor's unit prices of the items in this BoQ to include the cost of
relocating and dumping the debris and landfill. Contractor to ensure documentation of all relevant
certificates of weight and others.
0.A.23 Cost of collecting, relocating and dumping waste as per the signed contract between Al Nayzak and
OFEC LTD. Cost of absorbing 278 ton of waste (22,768 NIS) to be paid back by the contractor to Al-
Nayzak. Relocating/ moving the waste- as well as renewing of the agreement (due to expiry date or
additional quantity over 278 ton if needed) will be under the full responsibility of the contractor and
the contractor's unit prices of the BoQ items shall include any additional costs. Contractor to ensure
documentation of all relevant certificates of weight and others.
0.A.24 Insurances as described in the tender documents. (6,028 NIS/ month)

0.B Mobilization (IMPORTANT READ CAREFULLY)
Items under this section will not be priced independently; all costs generated by the following items are included
in the unit rates of the different items in the Bills of Quantities.
In addition to the mandatory site facilities stipulated in the General Conditions of Contract, the Contractor must
provide:
Connected adequately sized prefabricated three rooms (two rooms 4.0mx5.5m, one room 3.0x3.0 m) for the
exclusive use of UNOPS Supervision Staff and client:
- One room for PM with new furniture (desk and extension, a comfortable office chair, meeting table, filing
cabinet, and eight meeting chairs,
- One room for UNOPs engineers with two large desks, one large extension for drawings, two comfortable office
chairs, four meeting chairs, and two filing cabinets.
- One room (3x3 m) for the client with one desk , a comfortable office chair, small meeting table, filing cabinet,
and four meeting chairs
The offices shall also include the following:
0.B.1 - Heating and air-conditioning system.
- One Printer heavy duty colored (A3 and A4), 4 in 1.
- Adequate and separate female and male sanitary units, furnished and equipped at all times with hand liquid
soap and napkins.
- Adequate and equipped kitchenette.
- Electrical & drainage connections.
- Suitable Internet connection (minimum 50 Mega)
The contractor will cover all charges, running costs, telephone bills, maintenance expenses, and all other costs to
maintain the existing UNOPS site office facilities functional during the construction period.
The contractor shall prior supplying and installing the office and sanitary units submit a shop drawing for the
location and the layouts for UNOPS approval.
The contractor is obliged to move these offices to other location on sites if and as needed.
0.B.2 An office girl/ boy full time for the daily cleaning, hospitality, and other services for UNOPS office.
Contractor shall construct a fence around the construction site of the facilities equipped with safe gates for
pedestrian and vehicles with locks. The fence should comply with the specifications and height as per the local

authorities requirements. The fence shall be equipped with signs including HSSE signs according to local
authorities requirements and UNOPS HSSE manual and approved plans.
Offices and adequate sanitary facilities for the contractor team and workers at a place approved by the engineer

exclusive use of site visitors to be kept in UNOPS Office at all times, and including minimum:

Minimum 6 Safety Helmets (Hard Hats) and 6 safety vests.
Two harnesses and land yards.

The erection of all site facilities and the furnishing of all equipment as required and necessary to carry out the
Works under this Contract. The site facilities shall include all site installations, temporary offices, safety

signboards as required. The Contractor shall make his own arrangements for his site compounds and shall set
them up at the locations agreed with the Engineer.

0.C Preambles for Mechanical and Fire Fighting Works
1. General:
1.1 1.1 Each section referred to in the bills of quantities shall be read in conjunction with the respective section and
with all other sections of specifications.
1.2 1.2 The bills of quantities, specifications, schedules of equipment, drawings and all other contract documents are
complementary to each other.
1.3 1.3 It is highly advisable that the contractor read the preamble prior to quoting his prices.
1.4 1.4 It should be understood that the unit rates of the bill of quantities items cover all needed materials,
workmanship, equipment, accessories … etc. needed to complete the work, regardless to whether they are
stipulated in the items' description or not.
1.5 1.5 It is the responsibility of the contractor to check the locations and quantities of the materials and equipments
which should be executed in accordance with the contract drawings.
1.6 1.6 The unit rate of the materials and equipment - supplied by the contractor - should be as specified under each
item concerned in the B.O.Q.
1.7 1.7 Manufacturers of equipment, materials and other accessories - supplied by the contractor - should be as
specified in the list of approved manufacturers or equivalent.
1.8 1.8 Equivalent items should be equal in quality, standards, application and price.
1.9 1.9 Owner reserves the right to increase or decrease the quantity of works specified in the Bill of Quantities,
regardless of the percentage of change in quantities, without any change in unit price or other terms.
2. Principle of Measurements:
2.1 Galvanized, black steel, copper and PEX pipes shall be taken net according to their actual length and measured in
meter run for each individual diameter and material including all needed fittings.
2.2 U.P.V.C and H.D.P.E pipes shall be taken net according to their actual length and measured in meter run for each
individual diameter and material including all needed fittings.
2.3 Galvanized sheet metal ducts shall be taken net (inner dimension) according to their actual square meter area,
including opening in walls, duct wooden frames, foam insulation, hangers, all needed fittings and accessories.
2.4 Thermal insulated pipes shall be taken net according to their actual length and measured in meter run for each
individual size and material including all needed accessories.
2.5 2.5 Thermal insulation of ducts shall be taken net according to duct actual square meter area, Including all
needed fittings and accessories.
3. Rates:
The unit rate of each item mentioned in the B.O.Q. shall include the following:

3.11 Civil work required and related to mechanical installations such as:
- Excavation and backfilling.
- Cutting and making holes through walls and slabs for passage of pipes conduits and ducts.
- Equipment concrete bases and supports.
- Pipe sleeves, fixing of pipes, duct hangers, wooden frames.
- Water proofing, cleaning, protection and painting.
3.12 Cleaning and proper protection for all equipment plants, electrical installations and structures during mechanical
works.
3.13 Identifications, tags, labels, nameplates, and charts for mechanical systems.
3.14 Disposal of waste materials resulting from mechanical works.
3.15 Electrical and control connections for the mechanical equipment where required between equipment MCC's.
3.16 Water Meter Installation:
Include pipes, connection to domestic cold-water network, protection box with box, water meter, isolating
valves, pressure reducing valve, excavation, Backfilling and all required fittings and accessories needed to
complete the work as shown on drawings and as per specifications.

3.17 Sanitary Fixtures:


Include connection to domestic hot & cold-water supply and drainage network and all required fittings and
accessories needed to complete the work as shown on drawings and as per specifications
3.18 Manholes, Interceptors and Trenches:
Include all works and materials such as excavation, backfilling, reinforced concrete, blinding, base, walls, cover,
benching, iron steps, plastering, caulking, framework shuttering etc. and all required fittings and accessories
needed to complete the work as shown on drawings and as per specifications.
3.19 Water Manifolds:
Include manifolds, cabinets, main ball valves, terminals valves, drain valve, brackets, automatic air vent,
installation, fixing, connecting, testing, excavation, Backfilling and all required fittings and accessories needed to
complete the work as shown on drawings and as per specifications.
3.20 Expansion Tank:
Include isolating valves, relief valve, nitrogen filling connection, pressure regulating valve, base frame, pressure
gages and all required fittings and accessories needed to complete the work as shown on drawings and as per
specifications.
3.21 Pumps:
Include electrical and mechanical connections, isolating valves, globe valves, check valves, strainers, pressure
gauges, pressure relief vent air release valves, flexible connections, concrete base, anti-vibration pad, control
panels and all
required fittings and accessories needed to complete the work as shown on drawings and as per specifications.
3.22 Fire Hose Cabinet:
Include hose reel, landing valve, globe valve and cabinet and all required fittings and accessories needed to
complete the work as shown on drawings and as per specifications.
3.23 Hot Water Storage:
Include mechanical and electrical connections, factory applied thermal insulation, isolating valves, shell tube heat
exchanger, pressure relief valve, automatic air vent, drain valve, temperature sensor, control system and all
required fittings and accessories needed to complete the work as shown on drawings and as per specifications.

3.24 Solar Collectors:
Include, heavy duty painted galvanized steel stand, isolating valves, automatic air vent, safety valve, temperature
sensor, pressure gages, temperature thermometers, control system and all required fittings and accessories
needed to complete the work as shown on drawings and as per specifications.

3.25 Galvanized, Black Steel and Copper Pipes:


Include all pipe works, fittings and joints such as isolating valves, regulating valves, elbows, bends, tees,
reducers, unions, expansion joints, flanges, anchoring, sleeves, puddle flanges, safety valves, balancing and
measuring tape, sockets, hangers and supports, expansion joints, automatic air vents with isolating valves,
excavation and backfilling, chasing in walls, painting, pipe protection against corrosion, as required per
specifications and drawings.

3.26 PEX Pipes:


Include pipe sleeves (pipe in pipe), all pipe fittings and joints such as brass elbows with its UPVC housings, nuts, O
rings, nipples and sockets, fixing, hangers, supports, adapters, excavation and backfilling, chasing in walls, as
required per specifications and drawings.
3.27 U.P.V.C and H.D.P.E Pipes:
Include all pipe works, "Y" branches, elbows, bends, tees, expansion joints with fixing point (For HDPE), adaptors,
reducers, unions, anchoring, sleeves, hangers and supports, excavation and backfilling, chasing in walls and all
required fittings and accessories needed to complete the work as shown on drawings and as per specifications.
3.28 Protection for Embedded Pipes:
Include protection for all embedded galvanized pipes and fittings (cold water and fire fighting pipes) either in
walls or underground with tar and hessian and all required fittings and accessories needed to complete the work
as shown on drawings and as per specifications.Insulation for Embedded and Concealed Pipes:
Include insulation for all embedded and concealed black steel and galvanized pipes in shafts and false ceiling
voids and all required fittings and accessories needed to complete the work as shown on drawings and as per
specifications.
3.29 Heating Water Boilers:
Include burners and boilers, Stainless steel flew heat exchanger, temperature rising facility with shunt pump,
control panel, safety valves, air release vents, lockable right angle cast steel stop valve with valve operating chain,
drain valves, gauge glasses with protectors, pressure gauge with combined shut off and drain cock and siphon
water, boiler thermostats and thermometers on supply and return headers, inspectors test gauge connection
with cock, water level isolation valves, level controllers, C-channel support with vibration isolation, insulation,
labeling, hangers, supports , all related connection and civil works and all required fittings and accessories
needed to complete the work as shown on drawings and as per specifications.

3.30 Digital Thermostat /Humidity control:


Digital thermostat / humidity LCD room control complete with room temperature, desired temperature display,
room relative humidity, desired relative humidity, programmable, trouble indicator. Include electrical
connections and all required fittings and accessories needed to complete the work as shown on drawings and as
per specifications.
3.31 Water Reservoir:
Include mechanical connections, in tank wall pipes installation flanges for all water services, fill and suction main
pipes with isolating valves, electrical float valves, mechanical diaphragm float valve, three stainless steel ladder,
six vapor sealed cast iron covers, and all required fittings and accessories to complete the work as shown on
drawings and as per specifications.

Preambles:
Excavation for foundation, trenches...etc. must be as per the actual
dimensions shown on drawings, and to be measured from Natural
Ground Level or Reduced Level (which is lower),i.e.
- From Reduced level when reduced level is lower than natural ground
level.
- From N.G.L when N.G.L is lower than the reduced level .
Allowance for working space is not applicable, unless it is clearly
specified in the special conditions.
Excavation for foundation of retaining walls is to be measured from
Lower Reduced level, or from lower Natural ground level
Price to include removal of site obstacles, rocks, trees ...etc. and
removal of all debris from site to an approved location according to
local authorities. Including any necessary rerouting of infrastructure
works, such as piping, conduits, etc. Price also to include maintaining all
trees that are not obstructing the buildings, boundary wall, courts and
roads.
Each layer of Backfilling shall be tested separately, on the contractor's
expense, and approved by UNOPS engineer prior to applying the next
layer.
Coordination with all local authorities to facilitate the works, removal of
obstacles or for diversion of roads, services... etc, is the contractor's
responsibility and are deemed to be included in his rates.
Selected excavated soil shall be classified and retained, to back fill with
suitable fill material and to place agricultural soil as where needed as
shown in the drawings and as instructed by the engineer. The extra and
unsuitable soil shall be removed, on the contractor's expense with no
extra cost.
Prior to commencement of site leveling or any excavation, the
contractor shall obtain engineer's written approval on the contour grid
of 5m* 5m map, checked jointly by the contractor and the engineer, the
excavation profiles and sections showing all levels and dimensions, and
the calculations of excavation quantities.
Excavation shall be in cubic volume, the net measurements of the
excavated elements as shown in the drawings, no allowance shall be
made for increase in bulk after excavation.
Rate of excavation shall include:
- Excavation to any depth, in any shape, in any type of soil , below water
table level and keeping excavation free of water (if any)
- Leveling, ramming, trimming and grading excavation bottoms.
- Planking and strutting.
- Cost of lab tests of works and materials.
Contractor should study site and soil investigation report and he should
visit the site. Excavation and backfilling is directly related to site & soil
investigation report
1.1 Excavation
Excavation in any kind of soil, including solid rock, concrete or asphalt .
The price includes Excavation support, surface treatment and disposal
of excavated material outside the site, in accordance with
specifications, and according to local Authority Requirements.

Preambles

Preambles
The contractor shall, when pricing the rates of this bill, take into
consideration including and allowing for the costs or expenses of all
requirements stipulated in the preambles, drawings and technical
specification of the tender.
The prices must include all the steel and aluminum studs and sections,
all the screws, rock wool and all necessary items to complete the job.
All is done according to drawings and details.
For False Ceiling Works
1. Suspended ceilings are measured flat.
2. Rates for suspended ceiling shall be deemed to include for all
stepping, bulkheads of all heights, edge trims/moldings, decorative
moldings, light coves, suspension system, etc.
3. Rates for suspended ceilings shall include but not limited to the
following:
