Chapter 1

The Problem and its Background

1.1 Introduction

Human Resources, or HR, is often referred to as the "heart" of a company.

HRs are in charge of all of the primary employee-centric needs. They ensure that the

workflow runs smoothly and that everyone is aware of the company's policies and

requirements. In recent years, HR has shifted its focus away from traditional 'fire and

hire' work and toward employee engagement, management, and all aspects of an

organization. They have evolved in response to the changes that have occurred

around them.

Not every company recognizes the importance of human resources in their

operations. They undermine their work and pay less attention to their personal

development. However, to clear doubts on that, I will be discussing how essential

HRs are for an organization in the long run. When we discover how important the

HR we try to use our research to determine the problems of some companies or

school that want to develop a program that will benefit to them and we came to CPF.

The issue at (CFP) Center for Positive Future is that they still use manual

records for new employees, which can be difficult to locate and lose. There are

some uncompiled documents in reports that are still there, and they are not very

organized in their financial accounts, so we get to the main concept of this project is

to develop a program that will help them to manage the records and report in every

aspect of the organization. And also to calculate, generate and have salary slip so

they can determine their payment.

1.2 Background of the study

Employing organizations and their environments have become increasingly

complex in the current context of globalization. HR executives are looking to

technology and the information it provides to assist them in making decisions that

will lead to the overall success of the organization. It means that if they develop

system that will support them they become more strategic, flexible, cost-efficient,

and customer-oriented. And also by the help of IT by developing the system it

decrease the manual work of HR which is a big factor for them. They argue that

information technology has the potential to reduce administrative costs, increase

productivity, shorten response times, improve decision-making, and improve

customer service all at the same time.

In the present context of globalization, employing organizations and their

environments have become increasingly complex. HR executives are looking to

technology and the information it provides to help them drive decisions that will lead

to success of the organization as a whole (Wilcox, 1997). Snell, Stueber, and Lepak

(2002) observe that HR can meet the challenge of simultaneously becoming more

strategic, flexible, cost-efficient, and customer-oriented by leveraging information

technology. They point out that IT has the potential to lower administrative costs,

increase productivity, speed response times, improve decision-making, and enhance

customer service all at the same time.

1.3 Objective of the Study

1.3.1 General Objective

The general objective of the study is Human Resource Management systems

provides a consolidated database for application tracking, employee demographics

also had a location for all of your personnel data, including the most up-to-date

statistics on your organization’s hiring. Employers must be paid and employment

taxes must be filed. They are used to track working hours, calculate earnings,

withhold taxes and other deductions, print and deliver checks, and pay government

employment taxes.

1.3.2 Specific Objectives

2. It provides a database for application tracking, employee demographics,


compensation and benefit options, time tracking, and more.

3. Accurately calculate compensation including overtime. Withholding the


appropriate amount of payroll taxes from each applicable payroll tax’s wages.

4. Generating these reports will assist the admin in updating details regarding
important payroll information.

5. Salary Monitoring and Deduction Management.

1.4 Conceptual Framework

This is the representation that will serve as a guide for procedures. The

diagram shows the flow of the study. The proponents used the input-output-process

(IPO) of the Human Resource Management system to create this diagram.

Researchers used the Agile technique. The Agile approach is well known

among software developers because it's easy to use. It is efficient in utilizing a short

time system. The model is documentary and planning based so it performs well for a

project in which quality management is a major concern. The agile method is flexible

so the researchers can apply any project development to the system.

1.5 Significance of the Study

The Administrators, Human Resources, and employees, as well as CPF

employees, are among those who will benefit.

Employee records and reports can be managed by administration and human

resources. It is simple and convenient for them to submit salary reports for

employees, which will keep CFP employees up to date on their pay and records.

They can also easily track their records by searching for the employee id, which will

bring up their records.

 Admin or the employer- user of the system could manage and monitor their

employee’s information and status. In this process they were able to assign

the field of work of their employee as well monitor their outputs and range of

service.

 will have to manage the bonuses that they give to their employees that is

based on performance of the employees nd their information. The system will

ease this process because this will save the important information as well as

calculate the fair salary for the employee.

 Human Resource – the person who add employees information be encoded

to the system. The system then will monitor its details to validate it and then

saves the data. The HR can see the list of company details.

 Can update the record of the company details. can view the list of payroll

details. HR can create a payroll to their employees.

 Managing all the deductions from the salary of their Employees. These

deduction were done payment for the employees’ benefits and taxes.

 CPF– Center for Positive Future is that greatly benefits them, especially when

it comes to a faster process in the system where you can easily add, update,

and delete employees. They help HR by reducing manual labor. CPF allows

employees to easily know their salary and generate it so they can keep track

of it.

 Employee – As you can see the employees information should be encoded

to the system. The system then will monitor its details to validate it and then

saves the data. It can easily save and update that’s the better approach of the

system to them.

 Future Researchers – This work may be further expanded by future

researchers and developers doing the same sort of study that performs a

human resource management system

1.6 Scope and Limitations

1.6.1 Scope

Assist the CPF School with their manual report and manual add, update, and

delete for employees. We want to assist administrators by reducing paper work for

reports and having an easily and computed system, and we want to assist CPF

employees, particularly teachers, by having testing to determine if they can actually

do their work in our system. If it was user-friendly and appealing to them. When they

engage in the system, they are pleased that our system can assist them, and it was

simple because we have well-detailed identifiers to figure out our system attributes

and the main functions have images to help them visualize how to use the

system.they say that our system was good and helped them with their work, so we

are grateful that they tried to use our system and that we were able to help the

school that was also renovating for a new building. This would help them a lot

because their employees are getting a lot and they want their job to become easier,

which is why we created the system.

1.6.2 Limitations

This study is all about how the researchers make a system that can help the

CPF to have system which is the Human Resource Management system. When the

system starts, our system's limitation was that we did not have security for our

database, which is critical for employee security. The limit of the database means

that we, as researchers, are unable to test or try the maximum number of employees

that the system can support; we can only try to run and create examples to see if

they work. Also, for employee search, all of the buttons in our system have search,

and we only use ID numbers that begin with 1 or auto increment the search

employee has not been able to create the unique type of auto or random numbers

that we require, so we choose only numbers.

Technical

 Employee Information Management - This module provides a consolidated

database for application tracking, employee demographics, compensation

and benefit options, time tracking, and more. It’s also the central location for

all of your personnel data, including the most up-to-date statistics on your

organization’s hiring and retention patterns.

 Report Monitoring - Its role is to accurately calculate compensation including

overtime. Withholding the appropriate amount of payroll taxes from each

applicable payroll tax’s wages.

 Generate Performance Reports - It’s useful for keeping track and securing the

leave information of the employees. This can also can assist in problem

solving and avoid conflicts. Generating these reports will assist the admin in

updating details regarding important payroll information.

 Salary Monitoring - This module will help the admin to oversee the creation

and distribution of paychecks or electronic bank transfers. It will also resolve

the payroll inconsistencies to bring the payroll accounts into balance.

 Deduction Management - The deduction management will help the admin in

managing all the deductions from the salary of their Employees. These

deduction were done payment for the employees’ benefits and taxes.

 Generates Payroll Reports - This module will automatically secure the

system’s payroll transactions for monitoring all of their activities.

Operational

 NetBeans – is an integrated development environment for Java. NetBeans

allows applications to be developed from a set of modular software

components called modules.

 SQLite– is a relational database management system (RDBMS) contained in

a C library. SQLite uses a dynamically and weakly typed SQL syntax that

does not guarantee the domain integrity. This means that one can, for

example, insert a string into a column defined as an integer.

 A web browser or simply browser - is an application used to access and view

websites. Common web browsers include Microsoft Edge, Internet Explorer,

Google Chrome, Mozilla Firefox, and Apple Safari.

 SQLite Online - is a C-language library that implements a small, fast, self-

contained, high-reliability, full-featured, SQL database engine. SQLite is

the most used database engine in the world. SQLite is built into all mobile

phones and most computers and comes bundled inside countless other

applications that people use every day.
