Steel Structure Works

:SCOPE

To ensure the management for the erection work on customer job site safety, correctly and comply
Applied to all job site with products supplied by E3M FOR METAL INDUSTRIAL.

:SPECIFICATION REFERENCES
- Egyptian code of practice for design and construction reinforced concrete ECP 203-
2017.
- ACI 304, 318.
- Code of Standard Practices for Steel Building and Bridges section 7 ((AISC)
- Project specification volume III, division 3, section 033000
- Contract /IFC drawings.
- Manufacture’s recommendation according to approved Material Submittals.

- Project HSE Plan and Procedures.

RESPONSIBILITIES
The direct personnel responsible for the works are Section Engineers; the section engineer is responsible
for compliance by his subordinates with the contents of this method statement, for ensuring that all
.parties involved in supervision of the works are in receipt of all relevant information

The section engineer will ensure the required degree of safety to personnel and protection to property
.is maintained at all times

The Project Manager / Construction Manager shall be responsible to:

o Communicate this method statement to all Engineers, Senior Surveyor,

Surveyors, supervisors and employees.
o Provide them with the information they need to carry out their responsibilities.
o Enforce the application of this document once it has been effectively
communicated to employees.
o Responsible for the safe execution of the works.
o Project Engineer shall be responsible to:
o Implement and maintain a successful completion of the work.

o Ensure that this method statement is being implemented correctly.

o Ensure that sufficient resources are allocated to enable full compliance with this
document.
o Ensure that all construction works are being carried out as per project
specifications and IFC drawing.
o Keep all his personnel fully aware of the quality control principles and he shall
provide all support to the project Quality Control Department.
o Responsible for the safety and the quality of work carried out by all site
personnel under his control including sub-contractors and suppliers.
o Interpreting contract drawing and specifications and being familiar with all
provisions of the contract and any revisions or amendments.
o Records and control of production documentation.
o Ensure that staff under his control areas are experienced and trained in their
relevant disciplines.
o Designate the competent person to carry out or himself carry out jointly with the
HSE Officer of the area the daily excavation inspection and complete the
checklist and co-sign it with the HSE officer of the area.
Supervisor / Foremen shall be responsible to:
o Directly be in charge in the execution of activities.
o Takes instruction from the Superintendent and communicates directly to
Foreman, Workforce and drivers.
o Ensure also that the working area is safe for the workers and equipment.
o Daily and for each task conduct a STARRT briefing to his work crew to ensure
that the task is properly explained, the hazards associated with each step are
identified and the control measures for these hazards are identified and
implemented.
o Conduct daily Toolbox talks to his workers.
HSE officer shall be responsible to:
o Ensure that toolbox talks are conducted as per HSE plan by the activity
supervisor.
o Monitor against the implementation of the requirements of this Method
Statement.
o Provide the required training for the site personnel involved.

o Advise the construction personnel regarding compliance with the project HSE
Plan and Procedures.
o Monitor to ensure compliance with procedures with respect to equipment’s and
related certifications and permits. Stop work activities in case non compliances
are observed and notify the engineer in charge to rectify.

QA / QC Engineer shall be responsible to:

o Discuss inspection schedule and the result with those responsible for works and
recommended necessary corrective actions if applicable.
o Discard or reject products, material and equipment not meeting specifications.
o Inspect test and sample materials or assembled parts or products for defects
and deviations for specifications.
o Observe and monitor production operations and equipment’s to ensure
conformance to specifications and make order necessary process or assembly
adjustment.
o To check and ensure that the work is done as per project specification, method
statement and as per approved shop drawing.
o To ensure that all approved and inspected materials are used.
o To raise NCR and initiate corrective actions if the work done is not as per
approved specification, method statement or as per approved shop drawing.
o Witnessing of all site inspections within their discipline.
o Coordinate all site inspection with the sub-contractors designated site engineer
or section engineer.
o Ensure all work is correctly prepared prior to inspection being undertaken.
o Review all inspection reports for compliance.
Senior Site Engineer: -

o Assigning site engineers to specific task and ensuring that tasks are performed
according to the projects plans and specifications.

Laboratory Technician: -

o Sampling of fresh concrete samples as applicable.

o Maintenance of materials prior to testing.
o Testing of hard concrete specimens and reporting of results.

Site Engineers: -

o Notifying Quality Control Engineer when work is ready for

inspection Liaison with Mechanical, Electrical and Plumbing trades
foremen for marking out and installation of embedded items.

Surveyor: -

o Make exact measurements and determine property boundaries.

Provide data relevant to the shape, contour, gravitation, location,
elevation, or dimension of land or land features on or near the
earth's surface for engineering, mapmaking, mining, land
evaluation, construction, and other purposes.

Erection Superintendent
o Reporting
o The Erection Superintendent is to report to the Site Manager and
Project Manager
o Main Responsibilities
o Monitoring the Erection team to make sure the Erection work was
processed in line with project
o schedule, designed quality and approved safety procedures.
o Follow the ITP, checklist to carry out site inspection with the
Erection Team to make sure all
o inspection steps were done adequately.
o Liaise closely with the Civil contractor to raise timely any of
disagreement was found.
o Sign off acceptances with Client inspector for the E3M’s works
done on site
o Prepare Site daily report for his scope of works.

Erection Team

o Reporting
o To report to the Erection Superintendents.

o Main Responsibilities
o Process the Erection work in line with project schedule, designed
quality and approved safety
o procedures.
o Follow strictly all instructions of Erection Superintendents.
o Prepare adequately, qualified labors, machines, equipments to
process the Erection effectively.
o Organize and monitor all team members about every aspect.
o Prepare toolbox meeting, safety training course to train team
members about safety.

Team Leader (Sub-installer)

o Every day morning, enter the Safety Tool Box Meeting with the Safety
Officer before starting the Work.
o Organize the work for groups in day to day operation.
o Performs 100% pre-checks and pre-inspections before the Site
Supervisor do the official checks and inspections.

WORK EXECUTION PROCESS

Job Site Planning & Preparation-1

o Make sure there is space and firmed pathway for truck delivery,
crane truck erection operation. The suitable truck & crane capacity
must be clarified.
o Survey the wind direction to have plan for roof material storage
and installation direction.
o Decide the plan for unloading and material storage. Choose a firm
and dry location. Materials shall be stored in designated areas for
each building and clearly identified for their location in that area.
o Make sure that materials supply and storage schedule is
appropriate and not conflict with the installation schedule and
other sub- contractors' schedules.

o Register the available power & water supply source locations at

the site. Make sure there is a safe method to lead the supply to the
working area.

Receiving of Material at Site-2

o All delivery to site shall be informed by production people to the site

manager 24 hours earlier to have plan for unloading.
o A delivery note is always enclosed with the supplied materials to
clarify name of project, location, building number, type of materials,
quantity, date of delivery, etc….
o Upon arrival of materials at the storage yard, the material controller
will match delivery notes and shall verify the consignment. The
material controller, then, report to the site supervisor the received
material list and quality condition.
o Unloading can be done manually or with cranes. A spreader should be
used for lifting long components. Lifting nylon or cloth belts with
suitable SWL shall be used for unloading the materials to minimize
the damage. Be sure to hook belts to component with the right no. of
points and position so that the load of component itself do not
damaged or broken.
o Always attach a tag line to the lifting component.
o All materials receipt at site shall be visually inspected by site
supervisor for any damage. Remedial works to the damage shall be
taken immediately, if possible, to avoid any delay to erection.

Sequence of Erection -3

The structural frames and other parts of the item such as (Banners, hunger,.etc.)
can be erected in various ways which will

:depend on the following key factors

o The type of structures such as: small clear span, large clear
span, low rise building, high building, taper I structure,
open-web structure, etc.…
o The availability of equipment such as cranes, winch,
manually lift, etc.…
o The site conditions.
o The experience level of the erectors.
o The individual job conditions.
o The sequence/method of erection shall be studied and
planned so that execution can be carried out in a safe,
economical and efficient manner.
o There are certain erection practices which are in general use
and have proven sound over the years.

.Below is typical instruction applied for a single/double span structure

o The manager has the authority to use drilling throw

case of galvanized
