Summary of Audit Observations and Recommendations for
Sonbhadra District

This report provides information about the audit route, location characteristics of the blackspot
(BS) in Sonbhadra district. The identified BS were distributed in a total of 35 districts of the
Eastern part of UP. The districts are Ambedker Nagar, Sonbhadra, Aurraiya, Ayodhya,
Azamgarh, Bahraich, Balia, Balrampur, Banda, Barabanki, Chandauli, Chitrakoot, Deoria,
Etawah, Fatehpur, Ghazipur, Gonda, Gorakhpur, Hamirpur, Jaunpur, Jhansi, Kannauj, Kanpur
Dehat, Kanpur Nagar, Kaushambi, Lalitpur, Mahoba, Mau, Mirzapur, Pratapgarh, Prayagraj,
Sant Ravidas Nagar, Shravasti, Sonbhadra and Sultanpur respectively.

1. Summary of Sonbhadra district BS


In Sonbhadra district one blackspot has been audited. The BS location is on SH 5A road meeting
with one MDR and one VR. BS 212 is a crossing section (Unsignalised intersection) on Lumbini-
Duddhi State Highway No-5A which is a junction of three different road categories such as SH
5A, one MDR named Kone Road and VR. Table 1 presents the typological details of the audited
blackspot in the district, whereas Figure 1 illustrates the spatial distribution of the audited
blackspot.

The BS is analyzed based on the location typology and area type characteristics. The location
typologies are considered based on BS at an intersection. The audit observations are provided
for this representatives based on the conducted audit. In addition, the audit was only conducted
for the daytime. Based on the audit observations, the road safety measures present and the road
safety measures missing at the BS were recorded. Hence, summarization of the audit observation
helped in formulating the recommendation to be incorporated at BS. The recommendations are
based on the current IRC standards and where the IRC standards and specifications are missing
the international best practices are recommended.

2. Summary of audited BS Tishi Bhaduha (BS 212)
BS 212 is a crossing of SH 5A with one MDR named Kone road and one Village Road
respectively. The location is a four-legged junction where one divided SH 5A (lane width is
8.75 m) meets two lane MDR and single lane VR. The coordinate of the BS location is
24.42456236, 83.05941418. Figure 2 illustrates the location and Figure 3 depicts the activities
at and around BS 85.

2.1 Crash Details


At BS 2126 has total 11 fatalities and 11 crashes have been recorded.

2.2 Activities
High speed vehicular activities are prevalent along the SH 5A of BS 212. High pedestrian
activities are found due to the presence of roadside shops/vendors/dhaba and service center.
The adjacent land use of roadside settlement generates vehicular and pedestrian traffic on each
road.

2.3 Probable hazardous situations


The probable hazardous situation observed at BS-212 are as follows:
● Risk of serious road crashes due to unchannelized vehicular movement at intersection.
● Non-standard speed calming measures are taken on SH 5A road. Also, no speed calming
measures are present on minor road such as on MDR and VR.
● Sight obstruction due to presence of shops at the intersection corner.
● No measures were taken to facilitate pedestrian movement/crossing at the intersection.
Pedestrians are facing conflict from oncoming vehicles while crossing the road.
● Road signages present at the BS are inadequate.
● Absence of proper lighting makes the spot dangerous for the night time traffic.

2.4 Summary of the audit observations

2.5 Recommendations

Measures such as sequential application of speed calming measures on NH 5A would bring


more safety through channelizing the traffic. Lighting also needs to be improved for better
nighttime visibility. Standard speed calming measures should be provided on MDR and VR.
The recommendations are listed as following:

 Sequential application of interventions on SH SH 5A as per IRC:99-2018 such as:
 Set of bar markings as per design speed.
 Provision of speed table both for speed calming and pedestrian activisties.
 If speed table is not provided then rumble strips (6 nos) should be provided at a
suitable location. Then pedestrian facilities should also be provided after the
rumble strips.
 One set of rumble strip should be provided on MDR and VR to reduce the speed
of vehicles coming from minor road.
 Provide proper lighting at the intersection for nighttime at the intersection.
Catseyes should be provided for better visibility at night time.
 Provide adequate road markings and signages as per the IRC: 35-2015 and IRC:
67-2012 respectively.
