CHAPTER – 1
EXECUTIVE SUMMARY

1.1. INTRODUCTION
Madhya Pradesh Road Development Corporation Ltd. (MPRDC) has decided to implement the Project
and has determined to take up Feasibility Study for Two Laning of selected stretches of State Highway
network of Madhya Pradesh for safe and efficient movement of traffic. To meet the requirement,
MPRDC has appointed AICONS Engineering Pvt Ltd as consultant vide Letter of Acceptance No.
AICONS/MPRDC/FS/PKG-2/2018-19/65 dated 29/08/2018 and Agreement No 449/2018 dated
24/09/2018. The date of Commencement of Services has been frozen as 06.10.2018 to prepare the
Feasibility Report for the proposed improvement and up-gradation of the roads. The project package-2
consisting of 8 roads detailed are given below:

1.2. OBJECTIVE & SCOPE OF THE CONSULTANCY SERVICES


The objective of this report is to undertake existing alignment review of the Project Highway
for the purpose of firming up the Authority’s requirements in respect of development and
construction of the Project Highway and Project Facilities and enabling the prospective
bidders to assess the Authority’s requirements in a clear and predictable manner with a view
to ensuring:
 enhanced safety and level of service for the road users;
 superior operation and maintenance enabling enhanced operational efficiency of the
Project Highway;
 minimal adverse impact on the local population and road users due to road
construction;
 minimal adverse impact on environment;
 minimal additional acquisition of land
The scope of services comprise of:

The broad areas of Consultancy would be


 Traffic surveys and demand assessment
 Alignment Report and proposals
 Finalization of proposed Bypasses and realignments
 Preparation of Schedules after approval of the KD-2 stage
 Survey & Investigation of bypasses on the alignment after approval of KD-2
1.3. PROJECT STAGES
The project mainly comprises of 8 Stages from QAP/IR to FEASIBILITY REPORT,
STAGE 1: Inception Report: Submitted
STAGE 2: Report on Alignment and traffic survey results: Submitted
STAGE 3: Indicative GAD of structures: This stage report
STAGE 4: Draft Feasibility Report and Schedules to the Concession Agreement and
Financial Analysis: This stage report
STAGE 5: Report on Land Plan Schedules and Utility Relocation
STAGE 6: Report on Environment, Social Impact Assessment and Forest clearance
report
STAGE 7: Final Feasibility Report
STAGE 8: (a) Project related clearances from concerned departments
(b) Completion of services including assistance during bid process

1.4. STRUCTURES OF THE REPORT


The main report is consisting of following chapters:

4. Traffic surveys and analysis,
5. Improvement proposals,
6. Socioeconomic Profile,
7. Cost Estimates,
8. Conclusion and recommendations,
All data collected from field has been provided as a separate volume (appendix) with the main
report.

1.5. PROJECT LOCATION & BACKGROUND


The project Road Chhapiheda-Nalkheda traverses through Rajgarh district the state of
Madhya Pradesh.
The proposed Chhapiheda-Nalkheda road is located in Rajgarh District of Madhya
Pradesh. Madhya Pradesh, in its present form, came into existence on November 1, 2000
following its bifurcation to create a new state of Chhattisgarh. The undivided Madhya Pradesh
was founded on November 1, 1956. It is one of the 29 states of India. It is a state in central

India. Its capital is Bhopal. Nicknamed the "heart of India" due to its geographical location in
India, Madhya Pradesh is the second largest state in the country by area. With over 72 million
inhabitants, it is the sixth largest state in India by population. It borders the states of Uttar
Pradesh to the northeast, Chhattisgarh to the southeast, Maharashtra to the south, Gujarat to
the west, and Rajasthan to the northwest. Madhya Pradesh, because of its central location in
India, has remained a crucible of historical currents from North, South, East and West. The
state is located between 21.2° N & 26.87° N latitude and between 74°02' E - 82°49' E
longitude. The total area of the State is 308,252 sq. km. The state has several rivers such as
Narmada, Tapti, Chambal, Shipra, Parbati, Sone, Betwa, Ken etc.
The project Chhapiheda-Nalkheda road traverses through Rajgarh districts of Madhya
Pradesh. Rajgarh is located at western part of Madhya Pradesh. It borders the state of
Rajasthan, and the districts of Shajapur, Sehore, and Bhopal. Rajgarh District extends
between the parallels of latitude 23°27' 12" North and 24°17' 20" North and between the
meridians of longitude 76°11' 15" and 77°14' East. The total geographical area of the District
is 6,154 sq.km. It is 145 Kms from the state capital Bhopal. The district lies on the northern
edge of the Malwa plateau, and the Parbati River forms the eastern boundary of the district,
while the Kali Sindh River forms the western boundary. The district has 7 tehsils, Rajgarh,
Khilchipur, Jirapur, Biaora, Narsinghgarh, Sarangpur and Pachore. The district is bounded by
Rajasthan state to the north and by the districts of Guna to the northeast, Bhopal to the east,
Sehore to the southeast, and Shajapur to the south and Agar malwa to west. It is part of
Bhopal Division.

1.6. PROJECT DESCRIPTION


The Project road (Chhapiheda-Nalkheda) starts from T-Junction with MDR (LHS- Pachore
and RHS- Jirapur) connecting Khata Khedi, Kandeli, Pipalya Mochi, Tolighata and terminates
at the start point of approach of High Level Bridge constructed over Kalisindh River.
The existing road has Single lane carriageway of width varying from 3.0 to 3.5m. Pavement
surface condition is very poor. The existing pavement surface is having bituminous surface.
Earthen shoulder exists on the both side of the carriageway. Width of the shoulders is varying
between 1.0 to 2.0 m.

1.7. SUMMARY OF INVESTIGATIONS AND EVALUATIONS


This relates to the most suitable alignment for the project road sections and for optimum
upgrading of existing road based on field data and detail study involving traffic, topographic,
pavement and road condition and socio-economic aspects. Special attention has been given
for augmentation of capacity for intended level of service in design period. A few appropriate
design applications have been considered for operational efficiency and road safety.
Pavement design includes flexible pavement through all along the project road. Alignment
options have been developed for the highway sections mostly concentric to existing alignment
minimizing land acquisition on capitalization of existing ROW. Road side religious structures,
graveyards, missionaries etc. have been mostly avoided by adjusting the alignment suitably
and/or by eccentric widening. All major junctions/intersections have been analyzed with
respect to vehicular movements and vehicular turning movements based on traffic study for
providing appropriate grade/grade separated intersections for cross/turning traffic.
Realignment has been fixed in providing the requisite geometrics to cater to the design speed.

1.7.1. Design Standards


1.7.1.1. Terrain Classification
The project road lies in plain terrain. The geometric standards relevant to plain & rolling
terrain as contained in IRC: 73-1980 and IRC SP: 48-1998 for hilly terrain been adopted.
1.7.1.2. Design Speed
The ruling design speed for this project has been adopted as 80/100 km/hr. in plain terrain and
the same has been used to determine the various geometric design features. But at certain
curve locations ruling design speed for this project has been adopted as 40/50 km/hr. to avoid
acquisition and demolition of residential, commercial and other structures in the project road.
1.7.1.3. Cross-sectional Element
2-Lane road is proposed as per ROW availability in project highway. Cross falls adopted is
2.5% for the Bituminous Pavement. The cross fall of the paved shoulders has been kept the
same as that of main Carriageway, 3.5% for Hard shoulders & 3.5% for Paver Block. The
width of shoulders in open area is varies up to 1.5m hard shoulder and in built-ups it varies up
to 1.5m paved shoulder. Typical cross sections are attached at the end of this report.
1.7.2. Improvement Proposals
1.7.2.1. Proposed Lane Configuration
2-lane with hard shoulder has been proposed for the project road in open country. Except in
major Built-ups like Chhapiheda & Nandani village Rigid pavement of 2-Lane with paved
shoulder cum paver block flooring including drain in Built-ups has been proposed. Proposal
and widening scheme is given in table below:

1.7.2.2. Shoulders
Width of earthen shoulders in project road is varies from 1.0 to 2.0m. In proposal hard
shoulder of 1.5m width is provided in open country and 1.5m paved shoulder & paver block
flooring varies (min. 1.5m) with V-shape PCC drain as per ROW availability in built-up.

1.7.2.3. Traffic & Pavement Summary


Present AADT (Annual Average Daily Traffic) have been presented in the table below.
Traffic expected on the project road has been calculated and then projected for 15 years after
completion of construction (up to year 2035). Summary of traffic has been shown in the table
below.

1.7.2.4. Structure Summary


There are 20 culverts (3 Slab Culverts, 14 HPC & 3 VCW) on the project road section. All the
poor conditioned structures have been proposed for reconstruction.
Chainage wise detail of existing structures & proposals has been provided in the
“Improvement Proposal” Chapter. The summary of structure proposal is provided in the table
below:

As per site requirement New HP Culvert shall be constructed for drainage arrangement at
junctions as per standard. Pipe culverts shall be constructed for Junction Locations as
mentioned below.

Providing and laying of a reinforced cement concrete pipe duct, 300 mm dia, across the road
(new construction), extending from drain to drain in cuts and toe of slope to toe of slope in
fills, constructing head walls at both ends, providing a minimum fill of granular material over
top and sides of RCC pipe as per IRC:98-1997, bedded on a 0.3 m thick layer of granular
material free of rock pieces, outer to outer distance of pipe at least half dia of pipe subject to
minimum 450 mm in case of double and triple row ducts, joints to be made leak proof, invert
level of duct to be above higher than ground level to prevent entry of water and dirt, all as per
IRC: 98 - 1997 and approved drawings

1.7.2.5. Road Side Drainage:


Drainage system including surface and subsurface drains for the Project Road shall be
provided as per Section 6 of the Manual. Following sections should be provided with lined
drains on both sides:
