Philippine COVID-19 Vaccine Deployment and Vaccination Campaign

Guidance on Bayanihan, Bakunahan National Vaccination Days, Part II in Light of


Tropical Cyclone “Odette”

This Advisory is issued to provide guidance to Regional and Local Vaccination


Operations Centers (R/LVOCs), Implementing Units and Vaccination Sites on the
implementation of the Bayanihan, Bakunahan National COVID-19 Vaccination Days (NVD),
Part II in light of Tropical Cyclone “Odette” entering the Philippine Area of Responsibility
(PAR).

Based on the Philippines Atmospheric, Geophysical and Astronomical Services


Administration (PAGASA) Tropical Cyclone Advisory No. 3 issued at 11:00AM today, a
possible typhoon, with a domestic name Odette, is forecasted to make landfall in the vicinity of
CARAGA or Eastern Visayas by Thursday, December 16, 2021, afternoon or evening. The
current track and intensity forecast shows that there is a high likelihood that Tropical Cyclone
Wind Signals (TCWS) will be hoisted for Visayas, large portions of Mindanao, and several
provinces in Southern Luzon due to the threat of strong to typhoon-force winds. The highest
possible wind signal that may be hoisted is TCWS #3. Localities situated in the eastern portions
of Visayas and Mindanao may be placed under TCWS #1 as early as Tuesday afternoon or
evening.

In this regard, the National COVID-19 Vaccination Operations Center (NVOC) provides
the following directives:

1. The implementation dates for the Bayanihan, Bakunahan National COVID-19


Vaccination Days Part II for the following areas shall be moved to December 20 to
December 22, 2021:
a. Luzon: Regions V and MiMaRoPa
b. Visayas: Regions VI, VII, and VIII
c. Mindanao: Regions IX, X, XI, XII, CARAGA, and Bangsamoro Autonomous
Region in Muslim Mindanao (BARMM)

2. On the other hand, the Cordillera Administrative Region (CAR), the National Capital
Region (NCR), and Regions I, II, III, and IV-A shall proceed with the implementation
of Bayanihan, Bakunahan National COVID-19 Vaccination Days Part II on
December 15 to December 17, 2021.

3. R/LVOCs, Implementing Units and Vaccination Sites shall:


a. Reiterate and implement NVOC Advisory No. 85 entitled, “Guidance on the
Implementation of the Vaccine Contingency Plan During Emergencies, Disasters
and Other Crisis Situations” (the Advisory can be accessed in this link:

b. Prioritize the safety of constituents, healthcare workers and volunteers, and
vaccines above anything else.

All RVOCs, LVOCs, and Implementing Units are instructed to ensure the dissemination
