OPERCOM Methodology

OPERCOM is a methodology developed by TOTAL which covers Pre-

commissioning and Commissioning activities i.e. the final checks and tests
of a facility, aimed at verifying that each element complies with design and
operational specifications before transfer to the Operator. Its main
objectives are to ensure safety, guarantee the integrity and operation of the
equipment and ensure a smooth Start-Up.

OPERCOM “Systems” Approach

During the construction phase, parts of the plant reach completion at different times, it would be thus a
waste of time to wait for the whole plant to be built before starting Pre-commissioning and
Commissioning activities. Moreover, the Start-Up sequence of a plant is driven by operational
constraints where safety equipment and critical utilities are given the highest priority. To combine these
requirements, OPERCOM divides the plant into functional Systems and Sub-systems, and the basic
principle of Commissioning is applied to each Sub-system:
