1 INTRODUCTION
1.1 PURPOSE & SCOPE

This document defines the Work expected by the Employer from the Contractor for the supply and
installation of the PV module mounting structures for the Power Plant.
The services include all the necessary Equipment, Works and services listed and
Described in this document, constituting the Work and in particular :
▪ Engineering, procurement, fabrication, on-site supply and assembly of all anchoring devices
and foundations for the PV module mounting structures;
▪ Engineering, procurement, fabrication, on-site supply and assembly of structures
Mounting of PV modules ;
▪ The installation of the photovoltaic modules provided by the client on the structures;

1.3 IDENTIFICATION OF C L I E N T REQUIREMENTS

The client's requirements are each presented with :


▪ An identifier
o The requirement identifier allows clear tracking of requirements and the level allows
them to be categorised into three types
o The identifier will be constituted as described in the example below:
RQ_Title_XX
o Example: RQ_VideooSurv_01 for a monitoring system requirement.
▪ A concise description
▪ A high standard
o Level 1 is the obligation to follow the requirement. If a Level 1 requirement is not met, the
Contractor shall be required to redo its work, at its own expense, to meet that
requirement.
o Level 2 is a strong recommendation. In the event of non-compliance, the Contractor
must prove the usefulness of the non-compliance and must obtain confirmation of
acceptance from the Employer.
o Level 3 is used in the case of an optional but advisable requirement.

1.4 LEGAL AND DOCUMENTARY FRAMEWORK

This part of the document describes the normative and technical framework to be followed in the
project. The Contractor shall carry out the Works on the basis of the documents provided by the
Employer and in accordance with national standards and legislation, as well as international
standards.
If a deviation from the specified standards or reference documents defined below is required it must be
approved by the Employer before any purchase or work is commenced.
In case of contradiction between the client's reference documents and the standards, the
prioritisation will be as follows:
▪ National standards and legislation.
▪ European standards
▪ International standards
▪ Reference documents provided by the Project Owner

2 DELIVERABLES

2.1 CALCULATION NOTES AND DESIGN PLAN

The Contractor shall be responsible for the design of the Works, and shall include in its services the carrying
out of the studies and the production of the drawings necessary for the construction.
In particular, the Contractor shall:
▪ Drawing up all the execution plans and specifications for the Works as well as the corresponding
summary plans;
▪ Carry out the technical consistency of the documents provided by the companies when the
documents for the execution of the works are drawn up partly by the Subcontractor, partly by its
subcontractors.
Where the studies and plans are partly or wholly carried out by the subcontractors, the Subcontractor shall
ensure that the documents they have drawn up comply with the provisions of the Project and, in this case,
shall give them his approval.
The design notes and drawings shall be sufficiently precise and detailed to allow a proper understanding
of the work and shall be approved by an independent Control Authority appointed by the Employer
for the Project, if required.
As part of its work, the Contractor shall produce all documents, reports, detail drawings, execution
drawings and calculation notes justifying the compliance of the Works with these specifications of the
Employer, with the rules of the trade, with the reference documents provided by the Employer and with
the Standards and regulations applicable to the Project.
As a minimum, the Sub-Contractor shall produce all documents, drawings, diagrams and calculation notes
listed in document 1.3 "List of documents to be provided by the Sub-Contractor".
The Contractor shall provide validation - by an independent Control Office appointed by the Employer
- of all studies and calculation notes necessary for the execution of the foundations and structures
before the start of the manufacture of the foundations and structures.

2.2 D O S S I E R DES OUVRAGES EXECUTES ( DOE)

The Contractor shall, after construction, compile and supply the as-built documents (DOE), both in hard
copy and digital form.
This file will consist of the following documents
▪ As-built drawings ;
▪ Calculation notes ;

▪ Plans of recollection ;
▪ Technical data sheets for materials and equipment;
▪ Operating and maintenance manuals ;
▪ Reports of various tests.
The documents will be delivered in PDF format, with the additional provision of source files in DWG format
or any other format compatible with AutoCAD for drawings.

The subcontractor is responsible for the mounting and fixing of the PV modules.

DESIGN AND CONSTRUCTION SPECIFICATIONS

DESIGN

attachment of the photovoltaic modules.
RQ_Concept_06 The structures - and therefore by extension the panels attached to 1
these structures - must be able to withstand any environmental
load considering the properties of the site (soil, climate, wind, ...)
and the design loads.
RQ_Concept_07 Structures should be designed so that each component is 1
accessible for inspection, testing, cleaning, and repair.

RQ_Concept_08 The foundations should preferably be driven steel piles. 2

RQ_Concept_09 Foundations should be designed to avoid the formation of an 1


electrolytic couple between the foundations and the structures,
which would lead to corrosion on either part.

RQ_Concept_09 A 10 mm diameter hole for earthing must be present on one pile 1


per row. Equipotentiality of the structures must be ensured.

RQ_Concept_10 Geotechnical monitoring of G2/G3 works in accordance with the 1


NF P 94-500 standard "Geotechnical engineering missions -
Classification and specifications" and the standards and regulations
cited in section 1.3.

RQ_Concept_10 The structure must comply with the Eurocodes applicable to the 1
project site.

MANUFACTURING

RQ_Fabric_01 Structures must be protected against corrosion for a minimum of 1
20 years and be guaranteed for the same period. The manufacturer
of the structure shall provide a report and certificate to ensure that
the chosen corrosion protection is sufficient for the site conditions.

RQ_Fabric_02 Structures must be made of hot-dipped galvanised steel 2

RQ_Fabric_03 All materials (steel, aluminium, etc.) used must be new and comply with 1
the applicable standards.
RQ_Fabric_04 The materials used are : 2
▪ For piles: S355 J2 ;
▪ For profiles: S 235 J2, S235 J3, S 235 K2, S 355 J2, S355 J3 or S 355 K2;
▪ For stainless steel parts: Z2 CND 17-12 ;
▪ For tubes and hollow sections: S 235 J2, S 235 J3, S 235 K2, S 355
J2, S 355 J3 or S 355 K2.

RQ_Fabric_05 Structures must have a minimum galvanisation quality of Z600 for 2


metal (approx. 80µm thick) or equivalent or better protection.

RQ_Fabric_06 The Contractor may use a Magnelis coating 3

RQ_Fabric_07 Steels intended to be hot-dip galvanised must comply with class II as 1


described in standard NF A35-503

RQ_Fabric_08 Bolts and nuts in contact with galvanised parts must be hot-dip 1
galvanised themselves.
RQ_Fabric_09 The holes and punched holes must be deburred. According to the 1
execution standard NF EN 1090-2
RQ_Fabric_10 If the galvanised parts are assembled with fishplates, the pre-drilling
will be carried out in the workshop, and the complete drilling will be
carried out on site.

RQ_Fabric_11 If joints are made by welding in the workshop, then the Contractor 1
must meet the following requirements:
▪ The filler metals must comply with the NF EN 1090 standard;
▪ The qualification of welders must be in accordance with NF EN
ISO 9606-2.

RQ_Fabric_12 The Contractor shall deliver 3 additional pieces of each structural 1


element in order to have spare parts and to be able to repair the
structures during the operation phase.

TRANSPORT

RQ_Transport_01 All items should be transported with due care to avoid damage. 1
The vehicles used must be of the appropriate size to ensure that the
largest items are correctly placed.

RQ_Transport_02 All parts must be handled with the utmost care to avoid damage to 1
the parts and their coating.

RQ_Transport_03 Any fragile parts - due to their shape - should be made rigid during 1
transport by means of metal brackets or wooden wedges.

RQ_Transport_04 Transported items must be methodically placed and anchored to 1


prevent damage.
RQ_Transport_05 During the unloading operation at the Site, each item must be 1
stored on a support to avoid contact with the ground.
RQ_Transport_06 Each part delivered must be checked thoroughly and be in perfect 1
condition.
Otherwise, any repairs deemed necessary shall be carried out by
the Contractor. Such repairs shall not significantly alter the strength
of the material.
RQ_Transport_07 The Employer shall be entitled to reject any delivered parts which 1
it considers defective. The Contractor shall replace them without
any possible dispute.
Only the inspection office is entitled to estimate the damage and
to recommend the necessary measures to remedy the situation.

3 INSTALLATION OF STRUCTURES AND MOUNTING OF PV MODULES

3.1 SCOPE OF WO RK

The Contractor is responsible for the installation of the PV module mounting structure, including the
foundations, and the mounting of the PV modules on the structure.

INSTALLATION SPECIFICATION

LAYOUT AND LEVELLING

RQ_Implant_01 The Contractor shall check the layout and/or levelling of the 1
foundations of the structures or the levelling of the ground in the case
of metal foundations before proceeding with the installation.

RQ_Implant_02 The Contractor shall carry out a minimum of 60 pull-out tests 1


evenly distributed over the area to be covered by the structures, or
more if required by the Control Authority.
RQ_Implant_03 The location of the structures must comply with the recommendations 1
in Annex 1.7, in particular the structures must not be located in
areas protected by the Environmental Impact Assessment and the
CNPN file.

ON-SITE ASSEMBLY

RQ_Montage_01 An explanatory note should be provided explaining how the PV 1
module structures and PV modules will be implemented and the
arrangements for ensuring that the structures are perfectly
mounted.
The following points should be detailed:
▪ Pre-assembly in the workshop and/or on site,
▪ Condition of assembly of frames and modules,
▪ Assembly conditions,
▪ Safety equipment used during assembly.
RQ_Montage_02 During the assembly phase, the Contractor must not damage the 1
surface treatment of the material used (e.g. do not drill into
anodised aluminium or stainless steel without an identified after
treatment).
RQ_Montage_03 No welding operations should be carried out on Site. 2

RQ_Montage_04 The elements must be assembled without deforming the parts. 2

RQ_Montage_05 The assembly of the elements must be done by high-strength bolts, 1


which must be marked.
The strength class of the bolts must be 8.8 or 10.9.

RQ_Montage_06 The elements must be aligned and leveled, according to the 1


tolerances allowed in Eurocode 3.

RQ_Montage_07 Reconditioning of galvanized parts and reconditioning of damaged 1


galvanized areas shall be accomplished, after preparation, by
applying a zinc coating at least equal in thickness to the original
protection:
▪ Either a zinc-rich coating paint (minimum 92% zinc dust by
weight of dry solid content) applied by brush;
▪ Either by metallization or thermal spraying of zinc with a
spray gun.
Under no circumstances should galvanising be carried out with
cold galvanising spray.

RQ_Montage_08 The PV modules must be installed in accordance with the Supplier's 1


operating instructions.

2. Scope of work

2.1. Summary of the scope of work :

▪ Design of the structure, supply (including DDP delivery) and installation (including spare parts)
▪ Foundation design, supply (including DDP delivery) and installation (including spare parts)
▪ Make the pots to validate our sizing
▪ Unloading, storage and installation of modules and structure (including grounding clamp modules)
▪ Supply and installation of table labels
▪ Design of the inverter support, supply, storage and assembly on the construction site until delivery
to the electrical subcontractor (other subcontractor).
▪ HSE management (including waste management)
▪ Quality control

2.2. General implementation

▪ The Contractor shall design, supply, deliver, construct and commission all materials (excluding
modules), equipment and services necessary to provide a reliable PV structure (including foundations
and installation of customer supplied PV modules) that meets or exceeds the requirements detailed
in the applicable laws, the reference standards listed in Chapter 2.4 and the specifications of this
document, and which is collectively known as the Work
▪ The Contractor shall undertake all investigations, studies, design optimization, procurement,
transportation, construction, installation, adjustment, testing, commissioning and services required
for the Works.
▪ The subcontractor must perform the work between 03/12/2022 and 12/06/2023, which is 191 days.
▪ All Work shall comply with safety requirements, the Contractor's technical specifications and the
recommendations given by manufacturers and suppliers of equipment and materials. All Work shall
be carried out in such a way as not to invalidate any warranty on the Plant's equipment or materials.
▪ Unless excluded in this document, all work, equipment or services specified in this document are the
sole responsibility of the Contractor and are included in the Contract Price. In particular, the purchase
and transport of the modules to the site are excluded from the scope of work of the Subcontractor.
The unloading of the PV modules, their appropriate storage at the site (in accordance with the
suppliers' recommendations) and their distribution at the site prior to installation are part of the
Subcontractor's work, as well as the management of waste associated with the work to the waste
containers installed by the Subcontractor.
▪ The Subcontractor, if selected and contracted, shall complete and submit to the Subcontractor the
documentation required in Annex 1.11-B, which shall be presented to the end customer.
▪ In the event of a contradiction between the two requirements listed in this document, the more
stringent of the two shall apply.
▪ The requirements listed in this document do not release the subcontractor from its contractual
obligations under the contract.

2.3. Design requirements

▪ All calculations, studies, surveys and simulations necessary for the realisation and optimisation of the
design of the works will be included, with the exception of studies already carried out by the project
owner prior to the signing of the contract (such as preliminary geotechnical studies, environmental
impact studies, topographical studies, etc.). This includes, but is not limited to
o Criteria for the selection of the type of foundations and calculations for the dimensioning of
the foundations (100% pre-drilling can be considered if necessary).
o On-site testing
o Pull-out tests
o Layout
o Detailed project planning, including the design phase, with delivery milestones.
o Choice of foundation types and cross-sections
o Full technical documentation, including spreadsheets, for approval by a specialist engineering
company before manufacture and installation.
o Criteria for the selection of structure types and design calculations of load-bearing structures
o Detailed drawings of the different tables to be installed
o Detailed project planning, including the design phase, with delivery milestones.
o Choice of structure types and sections
o All data sheets for approval of materials by the subcontractor, the client, the client's technical
advisors and the lenders' technical advisors.
o Full technical documentation, including spreadsheets (or any other documents required by
the inspection office), for approval by a specialist engineering company prior to manufacture
and installation.
▪ All equipment and components of the Structures shall be new and unused, in perfect condition, free
from defects and in accordance with the latest available (at the date of the Notice of Execution)
applicable legislation, regulations and Reference Standards.
▪ All equipment, materials, components or sub-components of the structures must be selected by the
contractor or its suppliers to have a high level of quality, reliability, durability and performance.
▪ The Contractor shall provide the Work in such a way that the structures will adequately withstand
exposure to rain, sun, sand, snow, moisture, high and low temperatures, earthquakes, lightning,
subsidence and other adverse environmental conditions for a 25-year life span, in accordance with
applicable standards and site conditions.
▪ The contractor must ensure that the mechanical design of the structures it proposes is compatible
with the module manufacturer's specifications and the mechanical characteristics of the modules.
▪ The Contractor shall ensure that the structures it proposes are compatible with single-sided modules
as specified in Annex 1.8, which means no or minimal shading on the rear of the modules. The
manufacturer shall specify the shading on the rear of the module in its tender.
▪ The height from the ground to the lowest point of each panel shall be 800 mm at any point.

The subcontractor will calculate the length of the pile and the depth in the ground using the geotechnical
reports of GINGER BTP CNI2.RJ.382 - Photovoltaic Farm - Mali G2AVP+a, and the results of its pull-out test
campaign.
The entire design must be validated before manufacturing or installation begins. If the subcontractor
provides for any operation prior to validation, it will be at his expense.

Armorgreen will send the design and calculations to the customer's technical advisor for validation. The
subcontractor must ensure that his design proposal and the dimensions of the structure are approved by
the control office. The subcontractor undertakes to provide all documents required to obtain this
approval.
All tests necessary for the dimensioning of the foundations will be the responsibility of the subcontractor
and entirely at his expense. These tests will follow the recommendations of the Boden & Wasseur
geotechnical reports if they are applicable to the technology used. These tests will be carried out by an
expert company with proven certifications (ISO 9001, or other certification sent to Armorgreen for
approval). A minimum number of tests will be carried out to allow external approval by an independent
company.

During the installation works, the subcontractor will carry out, at its own expense, all necessary tests to
demonstrate the adequacy and compliance of the installation of the foundations and structures. These
tests will be carried out by an expert company with proven certifications (ISO 9001, or other certification
sent to Armorgreen for approval).
If these control tests could not be carried out due to the technology used, the contractor must provide
evidence that each foundation can withstand normal loads (e.g. measurement of installation torque).

2.4. Interfaces

The contractor must coordinate the work of subcontractors with all other parties, companies and
authorities. Particular attention must be paid to the plant's interfaces with other parties.
3.1.1 Communication with third parties

▪ The Subcontractor is required to cooperate with and report to the Subcontractor (who reports to the
Employer's Representative, the Lender's Technical Adviser, the Employer's Technical Adviser and the
Independent Surveyor or Independent Certifier specified below:
o Project Manager's Representative: the representative appointed by the Project Manager to
act on behalf of the Project Manager in relation to the Contractor under the E
o 3 Contract.
o Lender's Technical Adviser (LTA): an independent engineer appointed to act on behalf of the
financing parties to carry out design, construction and commissioning reviews and validation
of payment milestones.
o Project Manager's Technical Adviser (or Project Manager's Engineer): a technical adviser
appointed to act on behalf of the Project Manager in relation to the project and the
agreement.
o Independent expert or independent certifier: an independent company that can be appointed
by the project owner if necessary to carry out specific tasks. )
▪ Regardless of the review, comments and validation of these entities, the subcontractor remains
responsible for the proper design, verification and approval of all aspects of the structures it supplies
and installs (including the installation of PV modules).
3.1.2 Communication with the module manufacturer

▪ The subcontractor leads and manages the technical relationship with the module manufacturer
regarding the design of the structure (including the installation of the modules). The client must
nevertheless be kept informed of all communications.

▪ The subcontractor must proactively obtain from the module manufacturer the relevant technical
information that has not been provided by the subcontractor or the client and that is necessary for
the correct design and construction of the plant (such as frame specifications, manufacturing
tolerances, packaging specifications, etc.)

2.5. Reference standards

Installations (including structures) must comply with the reference standards, which include the latest
available version of the standards listed below (non-exhaustive list), local codes, regulations and
guidelines and applicable IEC standards, it being understood that in the event of conflict, local regulations
take precedence:

3. Studies

▪ The Contractor shall carry out all studies necessary for the proper design, construction, operation and
maintenance of the works. The following studies must also be carried out (non-exhaustive list):
o On-site studies or surveys, such as geotechnical, hydrological (if necessary), topographical or
grubbing tests, if they are necessary to complete the preliminary studies carried out by the project
owner and listed in the list of studies.
o All geotechnical, construction, civil structural, stability studies and calculations in accordance with
Eurocodes and local codes until full approval by a competent third party.
▪ If necessary, the contractor should appoint locally certified firms and consultants to carry out the
design and studies.

4. Approvals and compliance

Without limiting the Subcontractor's obligations under the Contract, the Subcontractor shall undertake
the following approval and compliance activities in connection with the Work:
1 Obtaining all necessary approvals for the construction, including, where applicable
o Construction certificates
o Operational work permits
o Import and transport permits
o Authorisations for the transport, discharge and/or disposal of chemicals or effluents
o Any permits or approvals related to the facilities required during the works.

2 Obtaining all safety approvals required by the relevant government agencies for the construction
and energisation of the Contractor's equipment and works.
3 The Subcontractor must comply with French labour legislation and must transfer to the
Subcontractor all required documentation listed in Appendix 1.11. The Subcontractor shall not
commence work on site without prior approval of the documentation by the Subcontractor.

5. Existing site

▪ The Subcontractor accepts the site in its current state and that the Subcontractor or the Client will
not carry out any additional work or surveys on the site. This acceptance includes the underground
part of the site.
▪ The contractor must have a thorough knowledge of the site and underground conditions.
▪ The Contractor is aware of the possible adverse weather conditions that the site may/will face and
has adapted its equipment and personnel to carry out the work within the agreed timeframe without
any price changes or delays.
▪ The Subcontractor is responsible for the scope and completeness of the site surveys and
investigations. If insufficient, incomplete or inconsistent geotechnical, hydrological (if required),
environmental or topographical data is provided by the Employer, it is the responsibility of the
Subcontractor to undertake the necessary additional surveys and the Subcontractor shall not be
entitled to any change in price, time or warranty in this situation.

6. Project management and HSE

6.1. Project Management

▪ Prior to the start of construction, the Contractor must prepare a comprehensive project management
plan detailing the project organisation, organisational chart, nominated local consultants and design
offices, and subcontractors (if any).
▪ Before construction begins, the subcontractor must provide a detailed method statement for the
work.
▪ Staff must have adequate experience and skills in relation to their responsibilities and work.
▪ Before, during and after the execution of the work, the subcontractor must respect and execute the
HSE rules of the client.

6.2. Logistics, traffic management and import

▪ Prior to the start of construction, the subcontractor must carry out a full logistical assessment,
including
o The expected traffic for the project
o Logistics infrastructure,
o The public road network,
o Access to the site,
o The base camp needs,
o The needs and specifications of the storage area.
o Measures to be taken by the contractor to ensure that the project does not impact on road
safety.
o Summarise in a logistics and traffic management plan
.
▪ The subcontractor must take all necessary measures to ensure traffic safety:
• On the website,
• On the private road leading to the site, (if applicable)
• As well as the interface between the public road network and private roads for access to the site.
▪ The Contractor must take all necessary steps to ensure that plant materials and equipment are
transported, unloaded and stored appropriately in accordance with industry best practice and
manufacturers' recommendations (including PV modules not supplied by the Contractor).
▪ Depending on the location of the plant and the local environment, the contractor should provide
intermediate storage or buffers, either on or off site, of adequate size to ensure continuous supply
during construction.
▪ The storage areas, whether on-site or off-site, will be secured and monitored 24 hours a day upon
receipt of the modules on site: However
o Subcontractor will be responsible for the material he installs on working days. Via a transfer
of responsibility.

▪ The Logistics and Traffic Management Plan will be submitted to the Contractor for comment prior to
the commencement of construction and will be maintained by the Contractor during construction.

6.3. Planning

▪ The subcontractor is obliged to avoid simultaneous activities.


▪ Taking into account the local environment, the contractor must provide preventive measures (special
machinery, equipment or materials) to minimise the impact of expected adverse conditions, such as
heavy rainfall, sandstorms, etc.
▪ The subcontractor must perform the work between //2022 and //2023, i.e. days.
▪ The subcontractor has to unload, store and install the PV modules, the estimated delivery schedule is
as follows:

6.4. Reporting

▪ The contractor must report weekly (in the weekly report) any events or situations that may affect the
project schedule, detailing the impact on the planned timescales and the planned corrective actions,
as well as any health, safety or environmental incidents.
▪ The reports must be prepared in accordance with the requirements of the Contractor and the
Employer, and the Contractor must submit them:
o A weekly update of the project schedule, with a forecast for the following weeks. This weekly
report should include the progress of each section/sub-section of the work as a percentage of
the original schedule, in excel format.
o Each month a detailed report describing the progress of the project with all the necessary
indicators (S-curve etc.) of progress. In the event of a delay in the planned schedule, the
subcontractor must detail the planned corrective actions and their impact on the schedule.

▪ The Subcontractor shall promptly provide additional information as requested by the Project
Manager, the Lender's Technical Advisor or any other competent authority.

6.5. Health, Safety and Environment (HSE) and Environmental Management Plan (EMP)

Particular attention will be paid to HSE considerations.


▪ The subcontractor must comply with all aspects of the client's HSE guidelines.
▪ The Contractor must implement a comprehensive health, safety and environmental management
plan that complies with applicable laws and the Employer's HSE guidelines.

- Work at height. In particular, stepladders are prohibited under French law for repetitive work
such as that which the subcontractor will be carrying out. The subcontractor must provide
alternative equipment to carry out the work, such as the PIRL (Platerforme Individuelle
Roulante Legère). An example of a PIRL is shown in the photo below.

6.6. Quality management and control

▪ Prior to the commencement of construction, the Contractor must establish a comprehensive quality
plan, based on industry best practice, to be applied during construction to the Contractor, its
subcontractors and suppliers. This will include details of the overall chain of custody, quality
objectives, the inspection and testing process, non-conformance actions and quality audits. It should
cover all aspects of the work and all requirements specified in this document.
▪ The Quality Plan and associated test reports and results must be made available promptly to the
subcontractors, the Project Manager and the Technical Advisor.
▪ The Contractor shall have access to all reports of internal or external quality controls carried out on
site during Construction. The quality checks shall be carried out in parallel with the construction.

6.7. Waste management

The Contractor shall place all waste in specific disposal containers for :
- Wood waste
- Cardboard waste
- OIW (all other waste)

The subcontractor must separate all the waste it produces, including that generated by the packaging of
the modules, and place it in the appropriate waste container.
All waste must be separated by the contractor between wood, cardboard and OIW (non-hazardous,
unsorted waste e.g. paper, plastic, wood etc).
The site must be kept clean throughout the duration of the work. On completion of the work, the site
facilities must be cleaned.

7. Facilities and site preparation

7.1. Site facilities during construction

▪ The Contractor shall provide and install appropriate site facilities for all work in accordance with local
regulations, applicable laws and the HSE Plan. These facilities must be of adequate size for the use of
the Subcontractor and its subcontractors, ( Item to be discussed)
▪ All necessary safety devices and measures, including employee safety, must comply with local
regulations, applicable laws and the HSE plan.
▪ Appropriate equipment, suited to local conditions and the environment, should be used.
▪ All consumables required for the work and the operation of the site installations (water, electricity,
etc.) as well as their connection work are to be borne by and at the expense of the subcontractor via
a pro rata account
▪ The site must be kept clean throughout the duration of the works. On completion of the works, the
site facilities must be cleaned and all materials must be taken to the specific waste containers
provided by the contractor. All waste must be segregated by the Contractor between wood,
cardboard and OIW (all other waste).

7.2. Site preparation (clearing of vegetation)

▪ The site will be prepared by the road and utilities contractor prior to the start of the installation of
the structure.

7.3. Route specifications

The civil engineering contractor will build the internal roads during the construction of the PV site, as
indicated in the attached general plan. The subcontractor has no guarantee that the internal roads
will be completed when he starts his work, he must consider that they will not be usable.
If the subcontractor damages the roads during the work, he must restore them to their original
condition.

7.4. Fence specifications

▪ The entire perimeter of the plant will be fenced off by the contractor (roads and utilities) during
construction with welded mesh roll fencing. The subcontractor is not guaranteed to have the fencing
completed when he starts his work.

7.5. Requirements during the construction phase

▪ The site must be kept free of waste.


▪ The client project manager must inform the contractor, with 2 weeks' notice, if additional vegetation
is to be cleared in an area where the contractor is to install the structures.
▪ Roads should be maintained in good condition and repaired whenever necessary.
▪ All roads, paths, tracks that have been damaged by the construction of the photovoltaic plant, as well
as the site areas, will be restored at the end of the construction.

8. Modules

8.1. General

▪ The Contractor shall only install modules that comply with the module data sheet and have a power
rating equal to or greater than that specified in the general installation specification.
▪ The subcontractor shall comply with all aspects of the module manufacturer's module installation and
operation manual.
▪ The contractor should ask the module manufacturer to validate the fastening system and the relevant
parts of the structure and array design. In particular, the Contractor should ensure that its structure
allows the grounding of the modules (using the appropriate clamping system, an external system such
as a Terragrif or similar). This validation should not impact on the binding project schedule. The
Contractor may forward any comments or questions to the module manufacturer.

8.2. Interface to the module power supply

▪ The customer pays the module manufacturer directly for the supply Before the contract start notice,
the customer must provide the subcontractor with :

▪ The subcontractor must support and assist the customer with the module manufacturer in logistics
and delivery management.
▪ The subcontractor unloads, stores and inspects the module boxes on delivery.

Beyond this quantity, the Contractor shall offer the Contractor and the Client a complementary
solution for storage on site or in a warehouse. This solution shall not be implemented until formal
acceptance by the Contractor. The cost of this additional solution shall be borne by the Customer for
modules delivered in advance of the module delivery schedule and by the Contractor otherwise.
▪ In all cases, the subcontractor must store the module in accordance with the module manufacturer's
installation manual. In particular, the modules must be adequately protected from rain and on dry
ground.
▪ The subcontractor receives the module on site on behalf of the subcontractor and the customer and
ensures their safe unloading, handling and security upon delivery.
▪ The subcontractor must keep these documents on site and provide them to the client (project
manager) on request.

8.3. Installation of modules

The subcontractor shall install the modules in accordance with industry best practice, the module
installation manual, the module manufacturer's recommendations and the client project manager's
engineering.

▪ In particular, the subcontractor shall implement specific handling instructions and sufficient training
of the workforce taking into account the specificity of the Modules, the skills and experience of the
workers and the recommendations of the Module manufacturer. The Contractor shall have visually
inspected each Module before the start of its installation and shall regularly check that the Modules
are not damaged by the way they are handled and installed.
▪ In the event of breakage or damage caused by the subcontractor or other subcontractors to more
than 5 of the modules, the subcontractor shall replenish and replace the damaged modules at its own
expense.
▪ The manufacturer should scan the serial numbers of the modules and issue a report defining the
location of each PV module on the construction site, by array.

8.4. Quality control of modules

3.1.3 General requirements

▪ In addition to the quality controls carried out by the module manufacturer, the subcontractor must
control and inspect the quality of the modules during unloading and installation, in accordance with
industry best practice.
▪ The purpose of the subcontractor's quality controls is to ensure that :

4. there is no additional damage to the modules due to incorrect handling or installation,
5. Prior to provisional acceptance, all modules are functioning optimally in accordance with their
contractual specifications,
3.1.4 Visual inspection of the module on delivery

▪ After delivery by the module manufacturer, the subcontractor shall visually inspect the boxes as soon
as possible and within a maximum of 48 hours after delivery and five (5) working days after delivery
for the modules according to the agreement. Any rejected modules shall be set aside and the
subcontractor shall gather evidence for the claim to the client project manager. Visual damage
detected after this period will be considered to be related to the installation of the module and will
be charged to the subcontractor.
▪ The rejection criteria for the visual inspection for quality control upon delivery of the module are as

9. Metal structures

Note: For the avoidance of doubt, the term "tracks/structures" in this document also covers
tracks/structures founded below the ground surface.
9.1. General specifications for design and installation

▪ The design of the foundations and structures must comply with the reference standards and in
particular with the Eurocodes, for a life span of 25 years.
▪ Compliance of the foundation and structural design with the applicable reference and standards is
the responsibility of the Subcontractor and must be verified by a competent third party appointed by
the Employer and possibly another third party appointed by the Subcontractor. The Subcontractor
shall provide all documents and information necessary to demonstrate such compliance.
▪ In addition to compliance with the reference standards, the contractor must demonstrate that the
structures and foundations are designed to withstand the extreme winds expected at the site (based
on historical data) and snowfall, in accordance with Eurocode criteria.
▪ The design of the structures should be in accordance with the findings and recommendations of the
geotechnical investigations and pull-out tests carried out on site and should be adapted to the
topography of the site in accordance with Appendix 1.10. The recommendations may be modified
after the G3 G2 studies to be defined.
▪ The design of the structures must take into account the soil and subsoil conditions as described in the
geotechnical investigation in accordance with Appendix 1.10. Structures must be adapted to the Site
environment (such as extreme weather events). In particular, the design of the foundations must be
calculated in relation to the highest possible groundwater level.
▪ The installation of structures must comply with the applicable standards, the recommendations of
geotechnical studies and the manufacturer's recommendations.
▪ The sizing of structures should be compatible with the size of the module, taking into account the
dimensional tolerance of structures and modules and the effects of expansion.
▪ The subcontractor recognises that the modules use bifacial technology and therefore proposes a
suitable structure that has very limited or no shadowing on the rear side of the module.
▪ The Subcontractor acknowledges that the Subcontractor will install on 20 piles inverters with the
characteristics listed in chapter §10 (in particular the weight and the appropriate installation system).
If necessary, the Contractor may offer to install an additional pile to support half the weight of the
string inverters (xx kg). The contractor will install 1 support pile per inverter to support the cables and
sheathing from the ground to the inverter.
▪ The design and installation of the structures must allow for accurate tilting, positioning (in 3
dimensions) and alignment of the modules with each other. The maximum tolerance for tilt and
azimuth angles in relation to the theoretical values is +/- 1°.
▪ The design of the structure shall be in accordance with the module installation manual. In particular,
the module fixing solution must be validated by the module manufacturer, and the module earthing
solution must be validated by the Project Manager's design office or any entity contracted by the
Project Manager to do so.

9.2. Protection against corrosion

▪ All parts of the Structures supporting the modules must be adequately protected against corrosion
for a period of 25 years, in accordance with applicable standards, such as ISO 1461, and taking into

account local environmental conditions (including the presence of air pollution in urban/industrial
areas or salty air in coastal areas).
▪ The steel parts of the Structures should be protected by hot-dip galvanising or a superior coating (such
as zinc/aluminium/magnesium Magnelis). The thickness of the galvanising should be checked during
manufacture and before despatch from the factory.
▪ All screws, bolts and small materials must be adequately protected by a coating suitable for local
environmental conditions and of high quality (such as Geomet or ZnNi coating).
▪ The factory's quality plan should include regular checks of the corrosion protection (thickness,
quality), especially before shipment and on receipt at the site.
▪ On driven piles, the top of the pile should be protected after driving with a durable coating paint (the
piles should be clean and dry before painting if this is necessary for the application of the coating
paint and if required by the warranty).
▪ At the time of Provisional Acceptance, all parts of the Structures shall be completely free of corrosion.
In the event of traces of corrosion, the parts concerned shall be replaced. The application of a durable
coating paint is accepted for limited traces of corrosion of less than 1 cm² (except for screws and bolts
showing corrosion at the site acceptance, which must be replaced in all cases). Beware of the risks of
galvanic corrosion (between 2 different metals or coatings): In particular, direct contact between
aluminium and stainless steel, between copper and steel (stainless or galvanised), between copper
and aluminium, between brass and steel (stainless or galvanised) or aluminium, should be avoided.

9.3. Spare parts

The Subcontractor must deliver before mechanical completion :


- 1 complete 2 & 2 complete 2 structural unit (structures, supplies and module installation system),
- 0.5% of the clamps of the installed module,
- 0.5% of the module grounding system if different from the module clamp (Terragrif or equivalent),
as spare parts for the customer.

10. Inverters

10.1. Inverter support system

▪ All inverters and/or individual equipment will be supplied, transported, installed and commissioned
by the Contractor.
▪ The external inverters xxx will be installed by the subcontractor on the structures.
▪ For the design of the inverter support system, the contractor has to take into account that the
modules use bifacial technology and therefore the contractor has to propose a suitable support
structure that has very limited/no shading on the rear side of the module.
▪ The subcontractor must provide support systems to fix the inverters to the structure, The
manufacturer must respect the inverter installation manual and the technical specifications annexed

12. Grounding

12.1. General description of the earthing system

▪ PV modules containing metal parts (rails or frame) must be earthed to the structures by the contractor
using copper cables, clamps or earthing clamps (Terragrif or equivalent), if required by local
regulations. The contractor is responsible for the engineering, validation, supply and installation of
this earthing solution.
▪ All tables in a row must be connected by the contractor. All rows must be connected to the grounding
network by the contractor.

13. Testing and As Built

▪ The torque of each fastener must be checked and marked during installation using a torque spanner
(with calibration certificate).
▪ All the tests described shall be described in an Annex _Structural Tests and Annex -Tests) shall be
carried out as a minimum by the manufacturer (subcontractor) who shall provide the project manager
(client) with the appropriate quality documents to be filled in as proof of the tests carried out. The
subcontractor shall notify the client project manager of the tests so that he can be present during the
tests if he so wishes.
▪ The Subcontractor shall provide, prior to acceptance of its work by the Project Manager (Client), at
least the as-built documentation listed in a
▪ Annex "As-built documentation". The as-built documentation can be edited in English or French.

14. Guarantees

3.1.5 Title and third party rights

The Manufacturer represents and warrants that the Materials and Equipment subject to this
Contract shall, at the date of signing of the Provisional Acceptance Certificate, be free from any
charges, taxes, restrictions on transfer or third party rights relating to such items created by or
through the Subcontractor or any sub-subcontractor or supplier. To clarify

3.2 Manufacturing warranty

3.2.1 From the time of provisional acceptance and during the warranty period of the installation,
the manufacturer shall remedy or repair any defect that appears or is notified by the
customer in any equipment or other part of the work (the "performance warranty").

"Defect" means, in respect of any part of the Equipment or any part of the Works, that such
Equipment or other part of the Works is not of the required quality or in accordance with
the relevant specifications, is not properly assembled, is not fit for purpose or is otherwise
affected by defects in design or workmanship, or does not meet the terms of the relevant
manufacturer's warranty.

Without prejudice to any other rights and remedies to which the Project Manager (Client)
may be entitled under this Contract, the Project Manager (Client) reserves the right, after
prior notification to the Manufacturer, to entrust another manufacturer/subcontractor
with the performance of such repairs or replacements, at the expense of the Contract
Supplier (provided that such costs are justified and reasonable), in the event that the
Manufacturer fails to carry out such repairs or replacements within 20 days of notification
of the defect. The Subcontractor shall be responsible for the cost of calling out,
transporting, tooling, and all costs of removal and return of materials, equipment, etc.,
including the cost of replacement of any item, if necessary, or repair of such items in the
manufacturer's shop, the labour and materials required to make adjustments and repairs
necessary to ensure the proper functioning of the installation, provided that such defects
are due to causes not attributable to the Customer, Force Majeure, or to third parties other
than persons belonging to the Sub-Contractor's group or any Sub-Sub-Contractor or
manufacturer of the Sub-Contractor, or any agent, employee or representative of the
foregoing

During the warranty period of the plant, if, after repair and/or modification of a piece of
equipment, it remains defective, it can be rejected by the project manager (customer), it
must be replaced by the supplier.

During the warranty period of the installation, if : (a) 10 per cent or more of the same
equipment, parts or components of the Works are found to be defective the manufacturer
shall be informed by the Customer or the Customer's technical contact the manufacturer
shall promptly carry out a thorough investigation and provide a detailed written report to

the Customer as to whether the relevant equipment (excluding modules) installedby the
subcontractor meets the terms of the manufacturing warranty.

3.2.2 The manufacturer must provide the following guarantees:

(i) A 25 year manufacturer's product warranty on the Structures (the metal structures
supporting the Modules, including foundations and all fasteners),

(ii) A 25-year guarantee on the galvanisation of the structures.

In each case from the date of provisional acceptance between the Manufacturer and the
Customer. The Sub-Contractor shall ensure, at no cost to the Customer, that all
manufacturer's warranties are directly for the benefit of the Customer or are otherwise
transferable to the Customer in accordance with clause 3.4. The Sub-Contractor warrants
that any Equipment replaced within its warranty period shall have a new warranty period
as defined above from the date of replacement.

3.2.3 This manufacturing warranty does not cover repairs or replacements which will be made
as a result of improper or negligent use of the equipment by the customer, the
subcontractor or third parties other than the subcontractor's affiliates or any sub-
subcontractor or manufacturer of the subcontractor, or any agent, employee or
representative of the foregoing.

3.3 Design guarantee

3.3.1 From the date of provisional acceptance, the Subcontractor warrants that the design of the
Works is of the required quality and conforms to the relevant specifications. The warranties
set forth in this Clause 3.3valid with respect to the design of the Works for a period of 25
years from the date of provisional acceptance.

3.3.2 During the warranty period of the structures, the subcontractor shall repair or, if necessary,
replace with new parts, and install at its own expense, those parts and components of the
structures that prove to be defective due to factory design defects.

3.4 Assignment of manufacturers' warranties

The subcontractor's guarantees must either :

- be delivered directly to the customer,

- Insofar as such a guarantee is issued to the customer, the subcontractor shall transfer it to the
customer without restriction or other required consent and shall assign it to the customer
immediately, at the latest on the date of provisional acceptance between the customer and the
subcontractor.
