Sub:- TTD – S.V. Ayurveda Hospital, Tirupati – Contract period to the


Sulabh workers to be expired on 30-11-2020 – Engaging workers on
work contract mode through open tenders for maintenance of
sanitation / cleaning work in and around the Hospital or to continue
the existing contract period for one more year from 01-12-2020 to
30-11-2021 with the existing terms and conditions – Works
Committee recommended to go for open tenders and permitted to
continue the existing system for 2 months – Regarding.

Note:

1) The S.V.Ayurvedic Hospital, T.T.D., Tirupati has engaged the Sulabh


workers in the year 2019, i.e., from 01-12-2019 to 30-11-2020 for
maintenance of sanitation works like cleaning of rooms, wards, toilets,
moping of the doors, removing of cobweb and also house-keeping with
other sanitation/maintenance of works, etc. in and around the hospital with
men and material. The contract period is going to be expired on
30-11-2020. Hence, the file submitted for extension of the contract period
till the finalisation of the tender process.

2) On submission of the file for extension, the Executive Officer, T.T.Ds., is


opined and suggested that the Board have been objecting to give on
nomination basis continuously as the workers engaged are also put to loss
of certain benefits like, ESI and PF, while the TTD is also not getting the
price advantage, which is otherwise possible through open tenders to
engage under the work contract mode. Hence, it is ordered to place the
suggestion before the Board through Works Committee for a decision in the
matter.

3) The S.V.Ayurveda Hospital is located in ground floor and 1st floor which
consists the out patients wards (OP) – 11 and in-patient wards (IP) – 13
and there are 77 toilets, 55 bathrooms, X-Ray unit, Pathological Laboratory,
Panchakarma Units, Physiotherapy, ECG and Operation Theaters. The
Hospital is having 240 bed strength and the census of out-patients / in-
patient is around 500 per day and 38 consulting physicians are attending
the OP blocks from S.V.Ayurvedic College, TTD, Tirupati which requires
hygienic atmosphere.

4) The Area of the Hospital in Sq.Mts. is as follows:

5) The cleanliness of S.V.Ayurveda Hospital, TTD is being maintained for the


period from 01-12-2019 to 30-11-2020 with the Sulabh workers supplied by
M/s Sulabh International Social Service organization, Andhra Pradesh
through works contract mode on nomination basis with quoted amount of
Rs.4,20,080.00 (Rupees Four lakhs twenty thousand and eighty only) per
month and Rs.50.41 lakhs per year which includes men, material and GST
@18%.

6) In view of the above submission the following is placed before the Works
Committee for its recommendations and there on to place before the TTD
Board with the recommendations of Works Committee for approval.

(a) To accord permission to continue the existing contractor


M/S. Sulabh International Social Service Organisation,
Andhra Pradesh with the existing terms and conditions for
one more year, i.e., from 01-12-2020 to 30-11-2021;

(or)

(b) To go for open tenders to engage the workers under the


work contract mode duly insisting the contractor to pay
minimum wages along with other benefits such as EPF and
ESI to the workers for maintenance of sanitation/cleaning
work in and around the S.V.Ayurvedic Hospital, T.T.Ds.,
Tirupati for a period of one year on trial basis;

(c) If (b) is agreed, to permit the continuation of existing


contractor M/s Sulabh International Social Service
Organisation, Andhra Pradesh until the finalisation of open
tenders.

7) The Works Committee in its meeting held on 16-11-2020 vide Item No.(1),
Sl.No.25 has recommended as follows:

“Proposal at para (6) (b) is recommended for approval. Further


recommended to take up the tender process by Engineering
Department to fix up agency. The supervision and operation of
the agreement including payment shall be carried out by the user
department. The tender process and fixing of new agency shall
be completed in 02 months time and till such time, the existing
system may be continued”.

8) Hence, the subject is placed before the TTD Board with recommendations
of the Works Committee for taking a decision.
