RATIONALE
The Covid – 19 pandemic has brought drastic changes in different sectors of the
country. In the education sector, it has shifted the traditional conduct of classes to
new normal set – up. It has introduced different learning modalities and strategies to
learners and teachers to achieve essential curricular goals. In student leadership, the
Department of Education has continuously proposed various measures to have
student representation even amid the pandemic. Its efforts will bring concrete and
practical leadership skills, knowledge, and attitude to the youth of this generation.
As stated in DepEd Order No. 47, s. 2014, the Department recognizes the
significant role and contributions of the Supreme Pupil Government (SPG) and
However, due to the threats posed by the Covid – 19 pandemic, the role of
student leaders has been minimal. Together with the opening of classes this school
year 2021-2022, the Department issues the Interim Guidelines on the Conduct of
Student Government Elections for School Year 2021 – 2022 under the New Normal

I. ANNOUNCEMENT OF ELECTIONS
- The Classroom Advisers must schedule a classroom election on
September 28, 2021, that would elect the following:

These are the election methods that may be used by the Classroom Adviser to conduct
the class election:
I. ANNOUNCEMENT OF ELECTIONS
● Coordination of SPG/SSG Comelec with Class Advisers
- The SPG/SSG COMELEC shall announce the conduct of elections
and activities amongst Class Advisers, informing that each elected
President of the class will be the representative and participant of
this school year's SPG/SSG elections.
- With the help of the General Advisers, guidelines of the SSG
Elections and others will be sent to the class advisers.
● Announcement of SPG/SSG Elections amongst Class Presidents
- The Class Adviser shall send election notice and schedule of
activities to the Class President through the online platform/s that
the COMELEC will utilize to conduct SPG/SSG elections this school
year.
- The class advisers will send the procedure of candidacy (provided by
the SSG COMELEC) to the class presidents.
- The External Affairs Division will post the announcement of election
and candidacy on Facebook, with the procedure attached.
- The External Affairs Division is tasked to make an SSG COMELEC
Facebook Page that will be the platform to announce the election,
answer queries, and others.
- All Facebook posts must be approved by the SSG COMELEC Chair
and the SSG COMELEC Advisers.
This will be shared among class advisers and afterward with the
class presidents.
SSG COMELEC Officers and Members are barred to be official candidates for the SSG
elections; hence it is highly encouraged not to elect an SSG COMELEC Officer or Member
as the Class Mayor.
The COMELEC shall collect and collate candidates' information and answers
from the components of the Election Paraphernalia listed above. Accordingly,
they shall finalize and come up with the election's Official List of Candidates.
V. Campaign
- The SSG COMELEC shall make an official group platform on
Facebook, to be handled by the EAD and IAD.
- All student voters of TNHS are welcomed to the Facebook group.
- In this group platform, the campaign of official SSG candidates is
strictly monitored. Any campaign material posted somewhere will be
asked to be turned down immediately, except in profile pictures.
- Participation of outside stakeholders is prohibited.
- The EAD will post the tally of votes publicly via Facebook.
- The CPAD will notify the candidates via Gmail of the tally of votes.
