His mercy and grace to the author, so that the writing of the REPORT OF
INDUSTRIAL / INSTITUTION WORK PRACTICES (FIELD PRACTICES
(PKL)) at the National Land Agency (BPN) of Padang City can be completed
properly.

CHAPTER I

INTRODUCTION

1.1 Background

In an effort to prepare a skilled and educated secondary workforce

to meet the needs in various development sectors as well as improve

human resources, Vocational High School students are required to

participate in the FIELD WORK PRACTICE (PKL) program as a

comparison between the theory required from schools and agency practice.

in the field, so that the Field Work Practice (PKL) participants are given

the opportunity to practice the knowledge gained from school in the

government agency they occupy.

Rapid technological advances, as if cornering us to compete in the

world of work, indirectly require us to be able to work independently.

Therefore, vocational education institutions, especially SMKN 2 Padang,

are increasingly required to function asan institution that is able to produce

prospective workers who are ready to enter the world of work.

The work practice of this agency is carried out to find out the

actual working procedures in the world of work and to develop and apply

theories on the knowledge that has been learned from school.

1.2 Institutional Internship Objectives

The implementation of this Agency Work Practice is one of the

efforts to achieve the objectives, namely:

1. Producing students who have professional skills, namely workers

who have a level of knowledge, skills, and work ethic in

accordance with the demands of the job market.

2. Strengthening the link and match between school and the world of

work.

3. Sharpen the individual skills possessed by students in

understanding the theory obtained during learning at school.

1.3 Reporting Purpose

The aims of this report are:

1. To find out the progress of students while participating in

Institutional Work Practice activities;

2. As accountability for the tasks assigned to students in connection

with the implementation of the practice;

3. As a measure of students' ability to implement the work that has

been obtained in the relevant agencies.

1.4 Benefits of Reporting

The benefits of making this report are:

1. Notify or explain the responsibilities and duties of Field Work

Practice (PKL) activities;

decisions and problem solving;

IMPLEMENTATION OF WORK PRACTICES AT THE

OFFICE OF THE NATIONAL LAND AGENCY

PADANG CITY

2.1 Place and Time of Implementation

 The place : Padang City National Land Agency Office

 Time : 04 January to 31 March 2021

2.2 History Padang City National Land Agency Office

The Padang City National Land Agency Office is a government

agency engaged in the land sector in Indonesia, both licensed and non-

licensed. The brief history of the Padang City National Land Agency

Office is that the National Land Agency was founded in 1964 in

Yogjakarta. Then gradually, BPN entered into the auspices of the Ministry

of Agrarian Affairs and Spatial Planning. The Padang City National Land

Agency Office is under the auspices of the West Sumatra Province ATR

BPN Regional Office, which is located at Jl. Ujung Desert No.1 Purus,

Kec. West Padang, Padang City, West Sumatra.

Develop and implement land policies and policies to:

1. Increasing people's welfare, creating new sources of people's

prosperity, reducing poverty and income inequality, and

strengthening food security.

relation to control, ownership, use and utilization of land (P4T).

3. The realization of a harmonious shared life order by overcoming

various disputes, conflicts and land cases throughout the country

and structuring legal instruments and land management systems so

2.6 Field of work

The organizational structure as well as the main tasks and functions of the

Yogyakarta National Land Agency are in accordance with the provisions of

Article 7 paragraph 2 of Presidential Regulation Number 20 of 2015 concerning

the National Land Agency, as well as taking into account the Approval Letter of

the Minister for Administrative Reform and Bureaucratic Reform Number

B/2976.1/M.PANRB/ 8/2016 concerning the proposed Restructuring of Regional

Offices and Land Offices within the National Land Agency (BPN).

a. Head of Land Office

The Land Office is headed by a Head of Office. The Land Office

has the duties and functions of the National Land Agency in the area

concerned. In carrying out the tasks as referred to in Article 2, the Land

Office as referred to in paragraph (1) may be established more than 1 (one)

Land Office in each regency/city.

b. Administration

The Administrative Section has the task of carrying out guidance

and providing administrative support within the Land Office. In carrying

out the tasks as referred to in Article 5, the Administrative Section carries

out the functions, implementation, preparation of plans, programs and

budgets, as well as reporting.

c. Survey and Mapping Section

The Survey and Mapping Section has the task of coordinating,

fostering, and implementing basic measurements and mapping,

cadastral measurements and mapping, as well as thematic surveys and

mapping.

1) Basic Measurement and Mapping Sub-Section

The Basic Measurement and Mapping Sub-Section has the

task of preparing technical guidance materials, coordination,

monitoring, measuring administrative boundaries, certain areas and

areas, implementing, coordinating and fostering technical personnel

and surveyors at the Land Office in their territory.

2) Cadastral Measurement and Mapping Sub-Section

The Cadastral Measurement and Mapping Sub-Section has

the task of preparing materials for technical guidance, coordination,

monitoring, implementation of cadastral measurements and

mapping, bookkeeping and database management and information

on boundaries of land, space and water parcels, as well as

evaluation and reporting.

3) Thematic Survey and Mapping Sub-Section

The Thematic Survey and Mapping Sub-Section has the

task of preparing technical guidance materials, coordinating,

monitoring, implementing thematic surveys and mapping of land,

borders and certain areas, and implementing coordination and

coaching of technical personnel and officers of thematic surveys

and mapping at the Land Office in their Territory, as well as

evaluation and reporting.

d. Section for Determination of Rights and Registration

The Rights Determination and Registration Section has the

task of coordinating, fostering, and implementing the determination of

land rights and empowerment of community land rights, registration

of land rights, and maintenance of land rights data as well as PPAT

development.

e. Arrangement and Empowerment Section

The Arrangement and Empowerment Section has the task of

coordinating, fostering and implementing land use, land reform, and

land consolidation, as well as structuring certain areas.

1) Land Use Sub-Section

Has the task of preparing technical guidance materials,

coordinating, monitoring, implementing the preparation of land

inventories, determining land use and utilization, land use balance

sheets, guidance and publishing technical considerations on land and

land use, monitoring and evaluating changes in land use, database

management and information systems geography, implementation of

inventory and management of potential databases and sustainable

food agricultural land data, as well as evaluation and reporting.

2) Landreform and Land Consolidation Sub-Section

Has the task of preparing technical guidance materials,

coordinating, monitoring, carrying out inventory and management

of land databases for land reform objects, proposing land reform

for land reform objects, releasing land for land reform objects,

utilizing land for land reform objects and compensation for land

compensation for land reform objects, implementing land

redistribution and joint use of land, implementation of preparation

of potential objects of land consolidation, implementation of

socialization, planning, design development, promotion,

coordination and cooperation on land consolidation as well as

community participation guidance, implementation of monitoring

and data management, evaluation, handling of problems and

reporting of potential objects of land consolidation and land

consolidation, as well as evaluation and reporting. 8

3) Sub-Section for Empowerment of Certain Areas

Has the task of preparing technical guidance materials,

coordinating, monitoring, implementing area utilization structuring,

carrying out inventory, adjustments, structuring, controlling,

zoning, cooperation with government agencies and non-

government institutions, drafting land technical considerations,

monitoring and evaluation, as well as database management

utilization of areas in coastal areas, small islands, borders and

certain areas, as well as evaluation and reporting.

f. Dispute Control and Handling Section

The Dispute Control and Handling Section has the task of

coordinating, fostering, and implementing the handling of land

disputes and conflicts, handling land cases, and controlling land.

1) Sub-Section of Land Disputes and Conflicts

Has the task of preparing technical guidance materials,

coordination, monitoring, implementation of prevention, handling,

and settlement of land disputes/conflicts, as well as analysis and

preparation of proposals for the cancellation of land rights, as well as

evaluation and reporting.

2) Land Case Handling Sub-Section

Has the task of preparing technical guidance materials,

coordinating, monitoring, implementing the handling and settlement

of land cases, analyzing and preparing proposals for cancellation of

land rights based on court decisions or reconciliation results, as well

as evaluation and reporting.

3) Land Control Section

Has the task of preparing technical guidance materials,

coordinating, monitoring, implementing control and monitoring of

land use, carrying out data research and preparing proposals and

recommendations for controlling and utilizing abandoned land, as

well as evaluating and reporting.

2.7 Work process carried out

Practical work is carried out for 87 (eighty seven) working days or

12 (twelve) weeks, with the location at the Padang City National Land

Agency Office. An explanation of the work process that has been carried

out will be presented in a time format and a description of the things that

2.8 Problems encountered

This practical work activity is carried out with a supervisor and

given various tasks related to daily activities at the Padang City National

Land Agency office, besides that the author is also assigned to help

employees to overcome problems in the field of administration, for

example, such as operating PTSL applications, sewing certificates and

books. land as well as looking for documents in the office archives.

The problems faced in this activity are the limited supporting

facilities at the Padang City National Land Agency Office due to the small

and limited space. Also, due to the shortage of employees at the Padang

City National Land Agency Office, several jobs have been piled up and

have not been fully completed.

2.9 Alternative Troubleshooting

The alternative way that the author does is to maximize the

existing supporting facilities as much as possible together with other

sections in the same room. Then the author also maximizes in completing

the work given by the employee in a focused and thorough manner. So,

sometimes the author does overtime to complete all the work given. In

accordance with the work demands given by the office employee.

2.10 Benefits felt

Through the implementation of Institutional Work Practices (Field

Work Practices (PKL)) there are several perceived benefits, including:

1. Putting theory and practice into practice in school in the world of

work.

2. Gain insight into the world of work.

3. Gain experience in the world of work.

4. Increase relations and relationships with employees of the Padang

City National Land Agency Office.

CLOSING

3.1 Conclusion

In this Agency Work Practice (Field Work Practice (PKL)) the

author can conclude that In making this practical work report, the writer of

SMKN 2 Padang has carried out practical work activities in the Padang

City BPN (National Land Agency) office environment from January 4,

2021 to March 31, 2021. The author carried out activities related to office

activities in the Determination Section Rights and Registration Office of

the National Land Agency (BPN) Padang City. During the implementation

of practical work the author helps the activities carried out by the section.

During the practical work, the author gains new knowledge and an

overview of the atmosphere of the world of work in a government agency,

especially one that is a government agency of the National Land Agency

(BPN), and how the world of work assesses a SMK student, where SMK

students are considered to be able to solve all the problems that arise.

3.2 Suggestion

3.2.1 Suggestions for school

After doing the Institutional Practice, some criticisms and

suggestions that the author needs to convey to the school are to

maximize supervision to each PKL participant continuously

because some students still need supervision in adjusting to the

office environment.

3.2.2 Advice for Agencies

After carrying out Agency Practices at the Padang City

National Land Agency Office, the author feels the need to submit

criticisms and suggestions, including the following:

1. Agencies are expected to be able to build adequate office

facilities, such as workspaces that are considered too small for

some of the working sections

2. The author also hopes for the Padang City National Land

Agency (BPN) Office to increase the number of employees,

due to the very limited number of employees at Padang City

BPN.
