5.0 LEADERSHIP AND RESPONSIBILITIES

5.1 Responsibility, Accountability and Authority


Responsibility, Accountability and Authority of Project Team Members
The responsibility, authority and interrelation of personnel who are accountable to manage,
perform, and verify work affecting the environment is defined as follow:

i. Senior Manager / Manager (Project)


The Senior Manager / Manager (Project) shall serve as a HSE Committee Chairman and has the
responsibility and authority for:

a) Know, understand and implement all policies, activities, procedures, instructions as


relevant and required by the HSE management system.
b) To fulfill the company’s contractual obligation to the clients.
c) To plan, manage, coordinate, monitor and control project operations & engineering and
guide project engineer under his supervision.
d) To plan, coordinate and monitor subcontractor’s activities at project sites periodically.
e) To ensure all works are in accordance to customers engineering standards and specification
are complied on assigned or individual projects.
f) To ensure inspection and testing are adhered according to clients and regulatory
requirements.
g) To ensure that applicable health, safety and environmental legislative, regulatory and
related requirements are fulfilled at project site.
h) To monitor, control and improve HSE performance at project site.
i) To take stop-work action against any unsafe act and unsafe condition.
j) To rectify hazards pointed out by Safety Personnel or any other person.
k) Responsible for the prevention of accidents in his project site.
l) To join investigate and report all accidents and near misses.
m) Join Grand Toolbox Meeting (weekly basis) at project site.

Accountability:
a) Accountable for the health, safety and environmental performance at workplace.

Authority:
a) To issue Non-Conformance Reports (NCR) on non-conformances identified.
b) Recommend deletion of any sub-contractor whose work is not up to the standard
requirements.
c) Recommend deletion of any suppliers whose or products are found problems.

ii. Senior Engineer / Engineer (Project)


The Senior Engineer / Engineer (Project) has the responsibility and authority for:
a) Know, understand and implement all policies, activities, procedures, instructions as
relevant and required by the HSE management system.
b) To coordinate and liaise with clients, suppliers, manufacturers and subcontractors on HSE
issues.
c) To plan, coordinate and monitor subcontractor’s activities at project sites periodically.
d) To maintain good housekeeping and implement environmental and safety practices all time.
e) To ensure inspection and testing are adhered according to clients and regulatory
requirements.
f) To ensure that applicable health, safety and environmental legislative, regulatory and
related requirements are fulfilled at project site.
g) To take stop-work action against any unsafe act and unsafe condition.
h) To rectify hazards pointed out by Safety Personnel or any other person.

iii. Senior Site Supervisor / Site Supervisor (Project)


The Senior Site Supervisor / Site Supervisor (Project) has the responsibility and authority for:
a) Know, understand and implement all policies, activities, procedures, instructions as
relevant and required by the HSE management system.
b) To implement project operations and SPCSB standard and regulatory requirements.
c) To supervise, monitor and control daily works at the project site and adhere to SPCSB
standard and regulatory requirements.
d) To coordinate and monitor subcontractor’s activities at project site.
e) To maintain good house-keeping and implement health, safety and environmental
practices.
f) To ensure site and machinery condition are adhered according to SPCSB standard and
regulatory requirements.
g) To participate in project site HSE Committee.
h) To take stop-work action against any unsafe act and unsafe condition.
i) To rectify hazards pointed out by Safety Personnel or any other person.
j) Responsible for the prevention of accidents in his work site.
k) To join investigate and report all accidents and near misses.
l) To inspect work sites, tools and equipment regularly with HSE Team.
m) Join and conduct daily Toolbox Meeting at project site.

Accountability:
a) Accountable for the health, safety and environmental performance at workplace.

Authority:
a) To issue penalty on non-compliance activity on site.
b) To assist PM/PE to identify non-conformances on site.
iv. HSE Officer
The HSE Officer shall assume the responsibility and authority for:

a) Advise project and site team on HSE issues and administer area HSE record keeping
system.
b) Monitor compliance to project, client and regulatory requirements and initiate corrective
action through the line management organization.
c) Prepare and issue monthly HSE Report.
d) Maintain sound working knowledge of applicable HSE legislation and advise site
management accordingly of non-compliance.
e) Direct the activities of field HSE staff
f) Develop and implement HSE awareness training, emergency response and occupation
health services procedure.
g) Take stop-work action against any unsafe act and unsafe condition.
h) Investigate and report all accidents and near misses.

Accountability:
a) Accountable for the health, safety and environmental performance at workplace.

Authority:
a) Identify Non-Conformances on site.

v. Site Safety Supervisor (SSS)


The Site Safety Supervisor has the responsibility and authority for:

a) Comply with legal and other requirements applicable to the organization.


b) Ensure that applicable health, safety and environment legal and other requirements are
fulfilled.
c) Monitor and control subcontractor’s safety and health practices.
d) Enforce the use of personal protective equipment, and continuously improve safety and
health practices at workplace.
e) Conduct weekly safety and health inspection.
f) Monitor provision and efficiency of firefighting equipment and first aid kits at work.
g) Assist the site personnel and workers on day-to-day implementation of the HSE
management system.
h) Join and conduct daily Toolbox Meeting at project site.
i) Take stop-work action against any unsafe act and unsafe condition.
j) Join investigate and report all accidents and near misses.

Accountability:
a) Accountable for the health, safety and environmental performance at workplace.

Authority:
a) To issue penalty on non-compliance activity on site.
b) To assist HSE Manager/HSE Officer to identify non-conformances on site.
