1.0 TITLE

This Method of Statement describes the method and scope for Survey Works.

2.0 SCOPE OF WORK

The scope of work shall include the following :


Application or Installation of waterproofing materials, accessories and other related works to complete,
including testing where warranted.

4.0 General Description


This section shall include the following ;
This method statement shall describe the measures and proper ways of application
of the waterproofing membrane inclusive of sealed joints and flashings as required
forming a concealed waterproofing system for the project.
This method statement shall include and provide the protection for the roof and
canopies.
Work shall be carried out as per IFC drawings and project specification
4.1 Plant and Equipment

Only appropriate plant and equipment shall be used to ensure the following
criteria are met ;
1. Suitability to location and type of work ;
2. Competency of personnel involved in the actual operation ; and
3. Always maintained in good working condition.
The following equipment shall be utilized for and during the execution of the works ;

5. Knife or blade cutter
6. Trowel
7. Wheelbarrow
8. Roller Brush
9. Ordinary Brush
10. Drill (aluminum flashing)
11. Scaffolding system
12. Wheelbarrow or any other means of transporting the materials to the site from
the storage area, i.e., bobcat or forklift

4.2 Materials
Delivery and handling of major materials shall be handled in a careful manner with
deliberate scheduling to the shaded or covered storage area dry, clean and clear
of any other material or equipment that can cause damage or harm, of normal
room temperature for proper care and protected from damage due to excessive
heat and free form any other combustible materials, spark or flame. These shall
be recorded accordingly. At no time shall these materials be exposed to weather
except the estimated material quantity required corresponding or proportionally
to the required or utilized manpower to be used on a particular given time. All
excess materials shall be properly placed back into the storage room and all cut or
rubbish materials shall be disposed of or removed immediately from the work area
to keep it clean.
All materials delivered to site shall be initially inspected and shall be found to be
free from damage or defect, bearing the manufacturer’s name, brand or any
identity that shall prove it is the NG/SEC approved material.

4.3 Site Planning and Preparation

● Proper preparation shall be conducted in a very deliberate manner and


according to approved or IFC drawings and technical specifications or as
per manufacturer’s written instructions. As per PTS, only a SEC/NG and
manufacturer’s approved specialty contractor shall execute the works.
Hence, careful preparations must take place so the specialty contactor
shall not be delayed in his execution. Sufficient support shall be
extended to the specialty contractor with regards to other tools not
part of scope of work, delivery to site. Quality of work shall always be
considered in order to come up with a systematic method of execution
and a more conducive atmosphere of work performance with quality
and safety in mind at all times. The system should contain all critical
aspects including material delivery and handling, safety signage and
training, access, etc. especially at night or extended hours subject to
approval by NG/SEC upon written request.
● Prior to any execution, the concrete surface shall be properly cured and
prepared to avoid voids or bubbles that may occur. Such preparation
shall be according to the manufacturer's written instruction. Broom
finish concrete is not acceptable. All sharp edges or protrusions shall be
properly ground smooth or chamfered according to drawings.
● Surface to receive shall be dry, cleaned of all dust and debris, smooth,
free of form release agents, oil, grease, dirt, laitance, loose materials,
debris, and other contaminants.
● All hollow areas and honeycomb, voids and all other similar surface
defects shall be properly rectified and be filled with approved concrete
fillers. Cracks shall be sealed by an approved sealant as recommended
by the manufacturer.
● Form ties shall be cut flush with surfaces.
● Rough surfaces shall be purged with a well-adhering coat of cement
mortar.
4.4 Work Methodology
The work methodology shall be divided into sections in order to elaborate the
various steps required to ensure that proper work execution is followed and
shall be according to IFC drawings, NG/SEC specifications and standards and
as per manufacturer’s instructions.

4.6 Roof Deck and Canopies (Horizontal)

a. Ensure that all material samples of all major materials that shall be used along
with its technical data shall be submitted to NG and SEC for approval prior to
any placement of order and any actual execution.
b. Ensure that any and all materials delivered to the project and eventually to site
that shall be used are the approved materials bearing the manufacturer’s name
or brand.
c. After blinding has been placed on top of double tee or hollow core slab as well
as with canopies, the concrete surface shall be prepared smoothly, free from
cracks, voids, hollow portions or honeycombs. It shall be thoroughly cleaned and
cleared of all dust and debris, form release agents, oil, grease, dirt, laitance,
loose materials, debris and other contaminants that can adversely affect the
bonding between membrane and concrete prior to application of primer.
d. On the joints between the lean concrete and the parapet, cants strips or beveled
strips at 40mm x 40mm angle shall be provided to allow the easy transition of
application of the waterproofing membrane.
e. Application of approved primer with sufficient time for drying or as per
manufacturer’s instruction. A representative of the manufacturer shall be
present at the site from the beginning to ensure that proper application is done, at
least until the first layer of membrane is applied.
f. Two layers of 4mm thick modified bituminous membrane shall be laid on the
blinding concrete fully torched using cylinder fed propane gas torch.
g. One layer of waterproofing membrane shall be laid directly over the horizontal
surface of lean concrete or blinding with a minimum of 100m end laps and
150mm side laps.
h. Trowels shall be used to seal the seams of the membrane and knife or blade
cutter for cutting. In cutting, ensure that the sheet is cut properly with the right
dimension to save for future use.
i. The membrane is then placed in the correct torching position then re-rolled for
about half of its length without changing its orientation. Torching shall be done
in the proper manner and timing, not over-heating or otherwise. (Please see
photo below)
a. The membrane is then un-rolled again and torched on pressing the melted area
against the substrate.
b. Repeat till the entire length of the membrane is bonded firmly onto the surface
then the second membrane is laid in the same way with an overlap of 150mm
at the end and 100mm at the side.
c. In the second layer, it would be better to start laying the membrane in the
opposite direction to ensure no space or gap has occurred. Laying in the same
direction as the first layer is also acceptable, or depending on the
manufacturer’s instruction.
d. An extra length of minimum 300mm of the horizontal membrane shall be left
to carry up the vertical surface of the parapet for closure.
e. After completion of actual waterproofing works, the top end portion being
exposed shall be protected by an aluminum flashing approved by NG/SEC and
applied with approved sealant.
f. Likewise, after all works are completed, there shall be a water leak or flood test
to be conducted for 72 hours at a minimum of 75mm head of clean or potable
water. The first 24 hours shall be monitored as initial leakage test and water
shall be retained for another 48 hours for the final test.
g. After testing has proven satisfactory, water shall be drained properly only by
cutting carefully at the floor drain (scupper drain) area with a smaller diameter
than the drain pipe and folding the excess downward into the pipe. A
perforated dome-type cover shall be placed on the floor drain pipe.
h. Always follow the elevations and percentage slope and directions indicated in
the drawings.
i. Prior to and after testing, the roof shall not be open for traffic of any kind in
order to protect the newly installed waterproofing except to those working on
the waterproofing and inspectors from NG/SEC and HHC engineer in charge.
j. Waterproofing protection shall be done by placing a 50mm thick screed,
properly sloping towards the floor drains. The whole area shall be covered by
precast concrete tiles 400mm x 400mm x 25mm thick.

5.2 Organization, Responsibility & Supervision Management

Management will provide adequate controls to provide a safe workplace,


and will provide adequate resources and training to its employees to
encourage fire prevention and the safest possible response in the event
of an emergency.

I. Project Manager

 Administers the fire prevention and protection policy.


 Implement & monitor the fire protection incentive scheme.
 Is accountable for all construction operations and aware of the requirement of the
contract document and relevant subjects of Govt. Workman regulations.
 Keeps abreast of field activities, problem areas and arrangements for counseling of
Supervisor/ Foreman as necessary.
 Communicates safety accident reports, etc., to client representatives.
 Implement Supervisor/ Foreman training activities, conducts weekly staff meetings and
make sure that all employees receive adequate safety training.
 Ensures work at site is inspected daily in order to meet minimum requirements of safety.
 Define responsibilities for every key personnel.
 Establishes a reporting system in case of accidents.
 Reviews all accident investigation report to ensure corrective action is taken at once.

II. ES & H Manager

 Is knowledgeable of specific client regulations and enforce them.


 Knows the requirement of contract document and relevant subject of Govt. Workman's
regulations.
 Control emergency situation.
 Ensure that accident reports are prepared, reviewed and distributed.
 Maintains discipline at site.
 Assist Project Manager in communicating safety status & accident report etc., to client.
 Maintain close liaison with client representatives.
 Recommends ideas for safety improvement.
 Ensure work as per standard with minimum risk.
 Gives proper instructions to Foreman/Workmen regarding safer working.
 Assist in fire protection training and conduct weekly safety meetings.

III. SITE MANAGER

 The Site Manager reports directly to the Project Manager. Site Manager is
responsible for :
 Organization and control of site development and overall execution safely and
meeting the customer‘s quality requirements ;
 Interfacing with safety, quality control, engineering, planning and procurement
departments
 Coordination and scheduling of construction work ;
 Assuring that the workforce as well as all Subcontractor’s workforce are qualified
in their assigned responsibilities and are capable of performing all assigned
duties right the first time.
 The Construction Manager is responsible for notifying the QC Manager of the
schedule of work being completed and requiring inspection and/or testing.
 The Construction Manager is responsible for arranging for repair, rework,
replacement, etc. necessary to correct any irregularity or deficiency of work or
products and to notify the QC Manager that corrections are complete and ready
for re-inspection/re-testing.

IV. QUALITY CONTROL MANAGER (QC MANAGER)

 The QC Manager is assigned by the Quality Manager and has the responsibility
and authority to verify implementation of Project drawings, specifications and
standards.
 The QC Manager shall have the organizational freedom and authority to
investigate work in order to assure compliance to specified Quality System
Requirements.
 The QC Manager will report directly to the Quality Manager and has complete
authority to take any action necessary to ensure conformance with the contract
documents.
 The QC Manager has equal authority and status in all aspects as the Project
Manager with full authority to instruct the removal and replacement of any
defective work in the project.
 The QC Manager shall have no job related duties other than the quality control
of the OCC activities, and responsible for the implementation of theapproved
quality control program and ensuring conformance with the
requirement of the contract specification and drawings.
 The QC Manager is responsible for the preparation of all quality control
inspection and testing procedures required of the implementation of the
approved QC program and conformance with the contract specification.
 The QC Manager responsible for reviewing all construction drawings to ensure
that they contain the necessary quality related requirements prior to release for
construction and review of all as-built drawings prior to final acceptance and any
revision to the contract specs prior to use.
 The QC manager will coordinate with 3rd party independent testing laboratories
in the performance of necessary tests and review of all test results.
 The QC Manager shall verify that all test reports from laboratory and field testing
comply with the contract requirements.
 QC Manager shall issue Non-Conformance reports when deviations from
contract requirements are identified during construction of the work, receipt of
storage of materials and equipment, fabrication, installation or testing and
implement and maintain a filing system for all QC procedures, records, reports.
 QC Manager is responsible for obtaining, reviewing and retaining the quality
records received from the supplier, manufacturers, fabricators and the like to
ensure availability of date for assessment of quality.
 QC Manager is responsible for maintaining this Document through periodic
review to ensure that its content accurately reflects the requirements of the
Quality Plan.

V. QC ENGINEERS :

 The QC Engineers are independent of the construction production staff, and will
report directly to the QC Manager. QC Engineers will be qualified, experienced
and approved by the Client.
 The QC Engineer will perform the inspection and testing activities directed by the
QC Program Procedures and/or the QC Manager and shall record results of
inspection and tests on the inspection format along with checklists and attached
in the Daily QC Report.
 The QC Engineer shall coordinate and collect the test report conducted by a third
party technician for laboratory analysis of concrete samples, slump &
temperature test, soil compressive test and let the client field engineer to sign
and approve the raw data test reports.
 The QC Engineer shall prepare a daily QC report, recording all in-process
inspection conducted daily, as per the daily schedule of activities in every
discipline at site.
 QC Engineer, upon receipt of request for inspection from OCC fieldEngineers
thru E- mails and/ or written communication requesting inspection ofspecific
completed area of activity, before requesting client inspection, QCEngineer
must conduct internal inspection and if satisfied the result, he shallsend
request for Inspection (RFI) to the concern client field Engineer.
 A QC Engineer should attach in his request (RFI) the approved drawings, sign &
attach the inspection checklist and to have the approved Method Statement &
ITP of concern work activity.

VI. ENGINEERS (ELECTRICAL, CIVIL & MECHANICAL)

 Monitor implementation and adequacy of the construction/installation


procedures established for the project.
 Receipt of all the technical documentation on site.
 Filing, reproducing and distribution of all technical documents required for
performance of the Work.
 Updating and revision of the drawings according to amendments and
modifications carried out in the field.
 Depending on the project complexity, the field Engineer is assisted on field by
Document Controller.
 field Engineers, must communicate with the QC Engineer thru Emailand or
written communications, minimum one day before the requiredinspection
date, if the work activity is ready for inspection by the client fieldEngineers.

 Ensures work as per standards.


 Ensures maintenance of instruments in proper condition.
 Gives proper instructions to Foreman/ Electrician/ Workmen regarding safe
working.
 Motivates testing team to work safely.
 Take necessary precautions before commencing any activity.
 Perform daily monitoring of work and safety regulations.
 Control emergency situation.
 Maintain close liaison with Safety Officer and QC Engineer.
 Recommend additional training when necessary on fire protection issues.
 Safety Officer
 Implements all the safety aspects.
 Coordinates with ES & H Manager.
 Conducts daily safety inspection and motivates the work force to work safely.
 Conducts periodic inspection of tools, equipment and ensures right tools are
used for specific jobs.
 Checks availability of First Aid Kit, Fire Extinguishers and safety equipment.
 Ensures that work permit procedures are followed in restricted areas.
 Is familiar with NG/SEC work permitting procedure.
 Gives feedback for safety improvement.
 Ensures workers wearing safety gears like safety belts, safety gloves, safety
shoes, hard hats etc.
 Displays Emergency telephone numbers at appropriate places.
 Checks for provision of all the warning signs and warning tapes at the
construction site.
 Conducts investigation of accidents, analyzes causes and recommends
preventive measures.
 Maintains record of all injury and property damages.
 Ensures that the operators are trained, qualified, authorized and licensed.
 Checks for availability of safety stickers for heavy vehicles, which are working in
the restricted areas.
 Investigates all accidents immediately within his area of responsibility and
submit an accident report immediately to SEC Project Manager.
 Daily site inspection will be conducted on the following activities/ tools and
equipment :
 Condition of various equipment and tools used
 Fire extinguishers provided
 Personal Protective Clothing and Equipment
 Proper Housekeeping
 Conduct Safety orientation for new employees.
 Periodic checking of welfare facilities such as Toilet, washing facilities, Drinking
Water, etc. and maintain hygienic living conditions at Camp and site locations.

VII. First Aid Officer

 The first aid officer should be well experienced in first aid practices and NG/SEC
safety rules.
 Will be responsible for fast treatment of any burns, injuries or any type of
accidents.
 Conduct periodic inspections of all employees and check any signs of illness.
 Ensures the availability of first aid kits in good conditions.
 Inform any injury or accident to the Safety officer and write a report about the
injured employee.

VIII. Foreman (Electrical/Civil/Mechanical)

 Ensure Safety policy.


 Maintains discipline.
 Directly deals with emergencies.
 Attends weekly safety and fire prevention meetings.
 Continuous monitoring of the work site.
 Knowledgeable of client and company rules and regulations.
 Set an example.
 Maintains liaison with Engineer/ Foreman and Safety Officer in resolving safety
issues.
 Investigate accidents & near misses.
 Report on safety violation conditions to supervisors and allows corrective actions
through instruction given to violators.
 Render disciplinary action where appropriate

IX. All Employees

 Comply with Client and company policies.


 Report hazards.
 Report injuries.
 Report accidents/ near misses.
 Be physically fit and mentally alert.
 Operate vehicles/ equipment in a safe and prescribed manner.
 Operate or repair equipment only when authorized.
 Follow personnel safety and conduct rules at all times.
 Use personal protective equipment when required.
