EXECUTIVE SUMMARY
Bagasbas waterpark and beach resort is a themed waterpark that
offers unique kind of experience where you can see different replicas of the
popular tourist attraction in the Philippines inside the beach resort. Our
company come up with this tourism product because we want to help the
local to highlight their place as well-known tourist destination in the province
of Bicol. Particularly our resort to make it more popular and establish it for
the improvement of the tourism and hospitality in bicol since there are not
enough tourism destinations in that locality. Since Bagasbas Beach in Bicol is
attracting a lot of tourist for its consistent wave quality for surfing, the long
stretch of wide beach is rarely really crowded and the access is free, with
local shops, amenities, and dining along the road. Gentle slope provides
excellent wading and swimming for all ages has been the reason why we
want to establish a new tourism product in Bicol Philippines. Bagasbas Water
Park and Beach Resort is a way for your perfect vacation. Our product is
unique because of the architectural design, with replicas of other tourist
destinations and inflatable pools and slides in the beach and other fun
activities offer to guests if they want to enjoy and explore the beauty of the
beach. Also with the goal of providing excellent services suitable for
individuals seeking relaxation, comfort and memorable experiences in the
hospitality and tourism industry, to provide the tourist market with the
quality personal required by the tourism industry, and to produce
expeditions and memories that would satisfy each and every single of the
customers. Also making difference in the lives of the people we serve.
Evaluate current cultural, economic, and social issues affecting the tourism
and travel industry and to participate in both local and regional community
service by providing general lectures, consultation, and training program.
The Bagasbas Water Park Beach Resort considered the 4P’s of
Marketing strategy as our way to understand what we can offer to our
customers; it is also a plan for a successful product offering. It also helps us
to know whether our product is suitable to our target market and how to
promote our product and services to the customers. It serves us our guide
on planning, developing, and executing effective marketing strategies, to
build up the company and ways to success by connecting to our customers’
satisfaction as well as to improve our management. The place is in
Bagasbas, Daet, Camarines Norte which is known for beach and waves
wherein surfers love to go. The products we offer are pools which are all
inspired by the famous tourist destinations in the Philippines like Mayon

iv

STI College Ortigas-Cainta
Cainta, Rizal
Volcano, Banaue Rice Terraces and famous waterfalls in the country, there
are also inflatable slides, cabana and cottages, which are suitable for our
pricing strategy (discriminatory and psychological pricing). We offer our
guests with the same product but charged with different prices. And we
promote through content marketing, video marketing, social media
marketing and influencer marketing. The production of the Bagasbas Water
Park Beach Resort is where the layout and construction of the
accommodation to be offered for our guests is calculated. We have ensured
that all the products we offer to our guests should make them comfortable
and that they should enjoy their stay at our resort. We also make sure here
that all the bedrooms, cottages, and other amenities we offer to guests are
capable of lasting and should be durable no matter how many more guests
use it.
Manpower model is the most essential to our business which is
Bagasbas waterpark beach and resort. Because they are the ones acting to
grow the business and Manpower affects everything in a business from
production to client relationships and they cannot maintain operations
without it. And bagasbas waterpark beach and resort has a total of 29 staff
and everyone has a duty to run and grow the business. Manpower estimation
definitely helps an organization to manage its human resources in a better
way and more effectively with dynamic situations. That is why Bagasbas
Water Park and Beach Resort will hire a total number of 29 employees. And
of course, every manpower has a requirement to be part of the growth of
our business. So, the basic requirement of the manpower is they need to
submit a resume to get an idea of their personality and they should have a 3
to 5 years work experience and they must have the ability to do their job to
our company. And, they have a physical abilities and skills to do their job.
And some employees are having a work at night and weekends and other
employees are not. It does not mean that schedules are fixed; it depends on
the season or on the number of guests. If there is an urgent need or an
emergency, they will work whatever shifts they need. And of course, we
ensure that they can refresh and recharge so that they have the strength to
work in the next day or schedule.

There are three direct competitors that our resort will be

competing, which is the calgauas, lighthouse, and candelaria. which is

they offer the same product as we offer to our target market but as we

observe their rates are somehow higher than the rates of our product

which is our edge and we can attract more of our target market

because of our added activity which is our inflatable slide in our beach

area and also the theme and the design of our pools which can be our

greatest asset among our competitors.

Manpower Shifting Schedule

Figure 47

Shifting Schedule is a great deal of flexibility with an employee's

schedule. As you can see the work schedule, some employees are

69
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
having a night and weekend shift and other employees are not. It

doesn't mean that the schedules are fixed, it depends on the season or

on the number of guests. If there's an emergency, they will work

whatever shifts they need. And of course, we ensure that they can

refresh and recharge so that they have the strength to work in the

next day or schedule.

Training Scheme

1. Orientation

Like in most industries, training in the hospitality industry begins at

orientation. It’s crucial to have an orientation session to introduce new

hires to company culture and guidelines. Orientation sets the

groundwork for all that is to come, and should be an overview of:

2. Employee handbook

New team members should be given access to an employee handbook

at orientation. Make the handbook comprehensive by including

instructions for every role so that employees can cross-train or jump

into another role if someone is out.

Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
The handbook is useful as both an initial training tool and as a

reference guide, so make it easily accessible to employees by:

 Having paper copies available in the back office at each location

 Emailing a digital version of the handbook to all existing

employees

 Keeping digital copies on a dedicated drive

 Notifying employees of the handbooks’ accessibility through your

company’s digital communication channels.

When team members can easily access the employee handbook, they

will be more likely to adhere to company guidelines.

3. Technology

Technology is an important part of the hospitality industry, and it's

what keeps operations efficient — when employees know how to use it

effectively by making technology training part of the on boarding

process.

Even with hospitality experience, new hires may not be familiar with

the latest hospitality technologies, like touchpad POS systems, app-

based team communication tools, and scheduling tools.

70
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
Follow these steps to ensure that your staff know how to use your

hotel or restaurant’s tech tools properly:

 Give a live training session using the software

 Provide employees with any training material or resources from

the technology provider

 Include instructions and troubleshooting in your employee

handbook

 Keep all technology training and instructional material available

on the company's dedicated cloud drive

When employees know how to use hospitality technology properly,

they will be able to perform more efficiently.

4. Shadowing

Do not put new staff on the front lines without having them shadow

more experienced employees first. Reading about how to be a server

or front desk manager is different from experiencing it. Shadowing lets

new hires see their training in the hospitality industry put into action in

a low-pressure situation.

Create shadowing requirements based on the complexity of skills that

need to be mastered and employee experience. For example, a newbie

71
72
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
housekeeper may need to shadow a veteran housekeeper for 20 hours,

while an experienced housekeeper may only need five hours of

shadowing to master the hotel’s processes.

Create assessments at the end of each shadowing program so that

new hires can exhibit what they have learned. If they have not

mastered all the skills necessary to complete the job yet, they will

need to spend more time shadowing an experienced staff member.

5. Manager coaching

The manager as a coach is a new concept in leadership. It helps to

create a workplace in which employees see managers as coaches who

observe their performance to help them improve, rather than critical,

unapproachable bosses.

If you’re a manager, make subtle mindset shifts to coach your team.

Inspire your employees by asking the right questions and providing

feedback. Like an athletic coach, a manager coach watches team

members to see how they’re performing individually and as a team to

improve outcomes for both.

Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

6. Courses

Continuing education is the key to keeping hospitality skills fresh.

When you invest in your staff’s professional development, you make

them feel like valued members of your team, which

decreases employee turnover.

Create a professional development budget and let staff use it for

courses and conferences that will sharpen their skills. You can also give

staff access to an online database of the best hospitality training

courses from Typsy to let them gain new expertise anytime, anywhere.

For example, a waiter could use online courses to learn management

skills that can help them apply for a promotion.

Make sure to continually monitor staff performance and progress to

see who might need further hospitality industry training. Training your

staff with an online platform like Typsy gives you incredibly useful

insights as to who on your staff is really engaging with the material -

and who might need some extra support or encouragement.

73
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
It's absolutely vital to prevent staff

from becoming disengaged from their work - aside from anything else,

staff turnover is incredibly expensive!

7. Training hospitality staff on-the-go

There are very few desk jobs in the hospitality industry. Hospitality

professionals are always on-the-go, and their training should be able

to keep up.

Make it easy for staff to access manuals and resources from their

phones.

Here are some tips for making restaurant and hotel hospitality training

resources accessible on-the-go:

 If you make your videos for training hospitality staff, upload them

to your hotel or restaurant’s cloud-based drive and use your

employee communication tool to announce their presence, or

upload them to training platforms like Typsy using their Custom

Content feature

74
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
 Share login credentials for your company’s hospitality industry

training courses via the employee communication tool

 Upload employee handbooks to the drive and keep several printed

copies in the office so that employees can borrow them when they

do not want to read on their phones

Whenever possible, look for tools that staff can access on-the-go and

on the cloud rather than only through a computer at work.

Table 18

This table shows the pre-operating training expense of 29

75
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
training expense is very important, Companies can track expenses for

each type of training and determine how they can minimize those

costs.

Training Expense per Employee measures the average cost of

training a single employee over a certain time. While training costs

should be controlled and kept at reasonable levels, spending in this

category must be weighed against the company's strategy in

developing talent and overall capabilities throughout the organization.

High quality training and employee development programs can boost

workforce productivity, morale and work quality while also reducing

employee turnover rates.

Securities and Exchange Commission (SEC)

Local and foreign investors that intend to establish corporations,

partnerships or associations in the Philippines are required to register

their business entities with the Securities and Exchange Commission

(SEC) before they can conduct business activities and participate in the

country’s securities market to buy or trade shares of stock, bonds,

interests in a company, and other types of financial assets. Registering

your business with SEC is mandatory not only to legitimize its juridical

entity but also to enable it to legally engage in business, issue

receipts, trade financial assets, and be entitled to certain rights under

the country’s corporate and investment laws. Provided under Section 3

of Presidential Decree No. 902-A, the SEC has absolute jurisdiction,

supervision, and control over all corporations, partnerships, and

associations that are grantees of primary franchises and licenses or

permits issued by the government.

Barangay clearance

Barangay clearance certifies that your business complies with the

requirements and standards of the barangay where it is situated.

TIN number

88
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
Every Filipino individual and business is required to pay their taxes to

the Bureau of Internal Revenue (BIR), and your new enterprise is no

exception. All Philippine-based businesses must submit a tax

statement at the end of the year, which is why having a business TIN

is crucial.

Community Tax Certificate (CTC)

It is a proof that an individual is a residence of the municipality and

that he/she has paid the necessary dues arising from income derived

from business, exercise of profession, and/or ownership of real

property in the area. Profit and non-profit corporations and other

entities operating in the municipality must also secure a CTC.

DTI

This certifies you have the authority to use your business name and

that no other business is using the said name. Remember that without

all the other pertinent business documents like barangay clearance,

TIN, and other licenses, this certificate is useless.

Mayor’s Permit/ Business permit

Similar to the barangay clearance, the mayor’s permit or business

permit ensures that your business complies with all the ordinances of

89
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
the city or municipality you operate in. This is important because each

municipality or city has its own set of ordinances.

BIR

The Certificate of Registration is secured when a business or company

is opened. With this, the business can print official receipts, register

books of accounts, pay business-related taxes, and provide a Tax

Identification Number (TIN) to each of its employees.

SSS

According to the Social Security Act of 1997, this requires all

businesses -- be it private, professional, and informal -- to provide

social insurance for their employees. This act, signed RA 8282,

provides better benefits packages, coverage expansion, and the option

for flexible investments. With SSS, private employees are protected

against disability, old age, sickness, and death.

DOLE

All businesses registered in the Philippines hiring 5 or more employees

must register with the Department of Labor and Employment (DOLE).

The DOLE protects the rights and welfare of workers in the Philippines.

It is of importance to register with DOLE to avoid labor cases filed

against your company. It is easy to file a labor case with the National

90
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal
Labor Relations Commission (NLRC), a government body and part of

DOLE who investigates, settles, and resolves disputes between

employers and employees. Businesses involved in the manpower

industry (local and overseas) and educational institutions are also

required to register with DOLE to comply with their business

registration.

DOT accreditation

The DOT accreditation seal certifies any tourism-related establishment

that complies with minimum standards for business operations that

ensure the safety, comfort, and convenience of tourists.

Sanitary Permit

Food and Non-food business establishments are required to secure

sanitary permit to make sure they observe the standard of the

Sanitary Code of the Philippines. Workers /in said establishments are

also required to secure health cards.

Environmental Permit

Environmental licenses might cover areas such as emissions or the

disposal or use of certain materials or substances. In general, these

licenses function to regulate the pollution or prevent the destruction of

natural resources.

91
Tourism and Hospitality Management Department
STI College Ortigas-Cainta

 Water Discharge and Contamination: Industries that release

waste into storm water may be required to obtain permits that

regulate how contaminated water is treated before it is released

into storm drains. Additionally, any activity that could

contaminate ground water may also be regulated through

permits.

 Hazardous Materials: Permits and licenses may be required for

the transport, storage, treatment, handling, or disposal of

hazardous waste or other materials. Local agencies may also

require a permit for yearly inspections of sites that store or

produce hazardous materials.

 Air Pollution and Emissions: To regulate air quality and pollution,

businesses may be required to obtain a license to operate or

install equipment or to use certain solvents or chemical

processes.

Fire permit

The Fire Safety Inspection Certificate (FSIC} issued by the Bureau of

Fire Protection serves as an assurance that a certain facility, structure

or building/occupancy has been duly inspected and deemed complying

to the Fire Code of the Philippines or RA 9514. Fire safety inspections

Cainta, Rizal

The start of the project will be in January 2022 and this is where

the planning begins and brainstorming of the researchers from

gathering best ideas to finances and the ultimate goals which is the

Bagasbas waterpark and beach resort. For the month of February, this

is the ocular visit of the place where the business will be built because

it is important to know that the property or investment remains in the

best conditions before buying. For the third month, this will be the

purchasing of the land and arranging the documents and permits. It is

important to ensure that the project plans to comply with local

standards for land use, zoning, and construction. These standards are

intended to ensure the safety of current and future owners and to

provide enforcement of zoning and land-use policies. The constructions

will begin in April 2022 to April 2023, it will take for at least one year

to build the resort, from the tourist destinations replicas, cottages to

the buildings to achieve the fancy and attractive resort. For the month

of May 2021, after the construction of the resort will be the start of

designing and buying the furniture and equipment that will be use in

the whole resort things like inflatable pools and such. In the next

month which is June is the training of life guards and other employees

103

and then for the last month is training of operation departments. The

first week of August is the opening of the resort

SOCIO-ECONOMIC ASPECTS OF THE BUSINESS

Environmental Preservation Contribution

Bagasbas Water Park and Beach Resort will implement the

Priority Programs that was implemented by Department of

Environment and Natural Resources:

1. Intensified Environmental Protection: Clean Water

For clean water, the priority activities are the following:

*Monitoring of the compliance of firms/industries;

*Conduct of classification of waterbodies; and

*Designation of WQMAS

The program is implemented based on the established

environmental laws specifically RA 9275, the Philippine Clean Water

Act (CWA) that provides for a comprehensive strategy to address the

degradation of our waterbodies. It mandates the Bureau to formulate

104
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

and implement policies and strengthen partnerships with stakeholders

to improve water quality in all parts of the country. It encourages

pollution prevention and waste minimization at source and provides for

the use of economic incentives and public disclosure to ensure

compliance.

2. Intensified Environmental Protection: Clean Air

For clean air, our priority activities are the following:

*Monitoring of the compliance of firms/industries;

*Operationalization of air shed governing boards; and

*Calibration and maintenance of air quality monitoring stations

The program covers the full implementation of Clean Air Act. The

objective of the Clean Air Program is to come up with a comprehensive

national program to achieve and maintain air quality that meets the

National Air Quality Guidelines for Criteria Pollutants throughout the

Philippines, while minimizing the possible associated negative impacts

on the country’s economy. Thus, in order to effectively monitor and

105
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

regulate all sources of air emissions, the Clean Air Program is divided

into three sub programs: (1) Motor Vehicle Emission Management

Program, (2) Industrial Emission Management Program, (3) Roadside

ambient and general ambient air monitoring. This is to effectively

manage the three sources of air emission namely mobile, stationary,

and area sources.

3. Intensified Environmental Protection: Solid Waste Management

For solid waste management, our priority activities are the following:

*Closure of dumpsites; and

*Establish of material recovery facilities (MRFS)

The Philippines has endeavored to improve its management of

solid waste through the passage of RA 9003 or the Ecological Solid

Waste Management Act that provides for a systematic, comprehensive

and ecological waste management program to ensure the protection of

public health and the environment. It mandates the bureau to provide

secretariat support to the National Solid Waste Management

Commission in the implementation of the solid waste management

106
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

plans and prescribes policies to achieve the objectives of the National

Ecology Center that is in charge of information dissemination,

consultation, education and training of various local government units

on ecological waste management.

Economic Contribution

For the economic contribution the researchers agreed that they

will not going to put up a restaurant inside the resort in order for the

local restaurant business nearby the resort can accommodate the

future customers of the resort for them to increase their income also

to help them as well. With this the local businesses in the nearby area

of the resort can increase their income.

Corporate Social Responsibility

This part presents the programs and activities that the

establishment will participate to improved societal conditions of

stakeholders

107
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

Bagasbas Waterpark and Beach Resort aimed to promote

sustainable tourism that is why the researchers are participating in

tourism related activities, projects and engaging in charity works to

show the researchers’ support in promoting sustainable tourism. To

provides a community with jobs, goods, services and pay taxes for

better roads. The resorts have taken an additional step to demonstrate

their commitment to stakeholders and society as a whole by creating

programs and activities to improve the living conditions of the locals in

the area. Also they want to achieve the highest standards of social and

environmental performance, public transparency, and legal

accountability and strive to use the power of business to solve social

and environmental problems.

Below are the following projects that Bagasbas Waterpark and Beach

Resort are participating with:

Industrial Carbon Footprint Reduction Projects

Environmental responsibility initiatives aim at reducing pollution

and greenhouse gas emissions, and the sustainable use of natural

resources.

108
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

*Measuring emissions - by calculating the Carbon Footprint of all

human activities using free Carbon Footprint calculators. Knowing that

calculation, the sources of emissions will be known, and measures can

be taken for each of them.

*Using technological systems for the management and treatment of

waste that alters or damages the environment

*Reducing and optimizing the use of fuels.

*Continuous training for employees, suppliers and customers on the

Environment, Climate Change and Ecology.

*Reducing the polluting effects of each of the processes that

constitutes the production chain.

Opportunity to Local Community

Give opportunity to local community of Bicol to build small

business- one of their goal is to give the local community of Bicol

opportunity to build small business like selling souvenirs and delicacies

to the tourist. In that case, they can earn money at the same time,

109
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

represent Bicol itself by offering local delicacies and souvenir to other

people from different places.

EXIT PLAN

Acquisition will be the next plan of the business. They decided to

sell the Bagasbas Waterpark and Beach Resort to another company as

their exit plan because they can sell the company for more than it may

actually be worth if they get “strategic alignment” right. And, if there

are multiple companies interested in the business, they may be able to

raise the price further or begin a bidding war. The buyer can merge

the great services of Bagasbas Waterpark and Beach Resort into their

own product or service offerings that range from allowing them to

break into a new market, to giving them a competitive edge, or a

strong built-in customer base. For the other exit plan, the researchers

assume that the cause of the possible shut down of the business is

force majeure because of its location. The location of Bicol is in the

side of the Philippines were most of the hurricanes landed. With that,

the resort has a calamity fund were they can use for that situation

where they can assess these kind of scenario. Also they have to store

110
Tourism and Hospitality Management Department
STI College Ortigas-Cainta
Cainta, Rizal

their important records and files like the permits and other important

things. All of the assets in the business are needed when it comes to

this kind of scenario the important employees are the one who stays in

the resort to keep the maintenance of the resort and to supervised the

reconstruction of the resort in order for them to start again their

business.

RESULTS & FINDINGS
