BRIEF HISTORY OF THE BARANGAY

Long before the arrival of the Spaniards in the Philippines (Carig before)
has a wide area of land occupied. During the occupation of the Spaniards in the
Southern part of the town, there lived a couple near the riverbank. One day a Spanish
soldier who happened roaming around the area met an inhabitant and asked the name
of the place, the inhabitant replied that is better for him to ask Don Vinan, the couple
residing near the river bank. The Spanish soldiers assumed that he heard and in mind
that the place is DUBINAN.

Years had passed, this place was well known to other inhabitants and
other places as the place of Don Vinan, which has a wide land area covered by thick
forest. The inhabitants within the area could hardly contact each other, so they decided
to split the place into three Barrios namely: Plaridel, Dubinan East, and West. As far as
Dubinan East is concerned, bonafide and agreed residents in the area cannot
remember any law or an ordinance creating this specific barangay. It was only in the
basis of the late inhabitants’ name that the name of this Barangay was taken from. It is
therefore believe that the name of Dubinan was derived from the name of the well-
known inhabitants (Don Vinan) way back the Spanish regime. It can also be traced that
there are some resident who occupied position as Teniente Del Barrio to Barangay
Captain, which was started during the latter part of the Spanish regime. During the
Japanese Occupation when Agustin Bersamin was installed as Mayor of Santiago he
appointed the late Francisco Bayangos as Teniente Del Barrio of Dubinan East. After a
period of occupying the position Agustin Bersamin, was promoted of and appointed by
the Japanese Government as Governor of Isabela, the late Elino Miranda, Sr.
assumed the Position of Mayor of Santiago until the end of World War II.

When the war is over, and the country was liberated by the Americans an
election was held. Mayor Juan Dela Cruz won the Mayorship of Santiago. Mayor Dela
Cruz appointed the late Francisco Bayangos as Teniente Del Barrio of Dubinan East,
for one year term. It could be traced that during this time, Barrio leaders were
appointed by the local chief executive.
It was only one-year term given to the appointed leader that the inhabitants of
the Barangay with the approval of Local Government Unit that they decided to conduct
election through raising hands in an assembly called for. The late Sario Daquiaog won
the election. Other residents who took hold of the position were the late Victor
Lorenzana followed by the Getullio Casco. The late Alfredo Tubiera was the last to
hold the position as Teniente Del Barrio of Dubinan East. When a law amended Fabian
Galang was the first elected Capitan Del Barrio for a term two years. Again the
Barriocharter was been amended giving the Captain Del Barrio to serve for four years

Mr. Santos Pilotin won and was elected for three consecutive terms. When
Capitan Santos Pilotin filed his indefinite leave of absence due to his illness. Mrs.
Fidela Baguioen assumed the position for the unexpired portion of the Capitan
Santos Pilotin. After which she was elected Barangay Captain and had serve for 4
more years. Another term had been served by the Barangay Capitan Baguioen but
was cut short when she fell ill. Kagawad Ernesto Castroverde assumed the position
for at least three months later to the Kagawad Alfredo Tubiera who served the
unexpired portion of the term. After the Edsa Revolution, when President Cory
Aquino assumed the office of the President and deposes the late Ferdinand Marcos.
Kagawad Melquiades Yco was appointed as acting Barangay Captain until a
collegial Election was held after the enactment of the 1987 Constitution.

It was 1989 when Mr. Jasminio Quemado Jr. Won the collegial election and
served the barangay up to July 2001. Mr. Ernesto C. Cabanlong Jr. was appointed
Barangay Kagawad of Dubinan East, Santiago City on September 16, 1996 up to
May 31, 1997 and was elected as number one Kagawad on May 14, 1997 to July
14, 2001. He assumed the position of Punong Barangay by way of succession since
Punong Barangay Jasminio Quemado, Jr. left the position as he was appointed
General Services Officer of Santiago City on July 2001.
On year 2002, 2007 and 2013 Barangay Elections, Mr. Ernesto C.
Cabanlong Jr. won the Position of Punong Barangay garnering a three (3)
consecutive term.

On May 2013 Synchronized Barangay Elections, Mr. Rodolfo M. Inson won


the position of Punong Barangay of Dubinan East up to June 30, 2018. As a result
of the just conducted Synchronized Barangay and Sangguniang Kabataan
Elections held last May 2014, 2018, Ernesto C. Cabanlong, Jr. Won the position of
Punong Barangay of Dubinan East, Santiago City and had serve for two (2) months
and 4 days.

Punong Barangay Ernesto C. Cabanlong Jr. died on September 5, 2018,


his untimely demise created vacancy in the Sangguniang Barangay, law of
succession requires the assumption of office by our first Kagawad Reynaldo M.
Batas as Punong Barangay. On September 12, 2018 Mr. Reynaldo M. Batas
asuumed the Position as Punong Barangay of Dubinan East, Santiago City upon
taking his oath of office to the Honorable Joseph S. Tan City Mayor.

At present, the Barangay Government is under the leadership of Punong


Barangay Members Dave M. Diego, Noelito G. Pasion, Belly M. Claro, Erwin S.
Guillermo, Orlando Q. Balicao Jr. Raul I. Cardenas, Rainero M. Cabanlong.

Appointed Barangay Treasurer and Secretary Are Mark Jordan Rimbaud who
recently resigned and replaced by Ms. Rachen A. Barcoma and Maria Analine C.
Sumawang respectively.
