Case Study

Improving Contractor Safety Management System

Safety in the workplace is important for both employees as well as contractor’s workforce. At
MFF Hazira, several contractor workforces are unskilled, distributed to work across construction,
maintenance, loading, manufacturing, working at heights, storage or handling, welding, blasting,
painting, etc. Considering safety to be the top priority, training and audits are regularly conducted
at the facility. This practice will promote safe and healthy operational factors within the area of
operation.

Challenge

Disturbance and problems occurred in operations, environment and among workers due to
unskilled contractors working in the industry.

Intervention

• Contractor safety management was communicated through manuals, a tool box talk for
updating project alterations and by using bilingual displays on shops.
• A culture of safety was fostered and motivation was given to the workers by constantly
evaluating adherence to work ethics and by appointing safety marshals.
• Frequent safety training programs were conducted for both internal and external workforce,
offering training passports to contractors who are HSE compliant and evaluating training
effectiveness to gauge contractors’ productivity.
• Audits and Inspections: Behavior Based Safety (BBS) inspections were introduced, zone-wise
hazard hunts were conducted for potential perils.
• Organized sessions for Non-destructive testing (NDT) contractors and material handling.

Output

• First aid cases reduced in MFF Hazira from 10 in the year 2015 to 5 in the year 2018.
• Near misses cases reduced from 256 in the year 2015 to 34 in the year 2018.
• Audits raised from 1,473 to 11,684 during the period from 2015 to 2018.
• Received a prestigious safety award from Frost & Sullivan.
• Achieved 27.55 Million lost time injury-free safe hours and 815 safe person days.
