Please consider this as a letter of intent to offer security consultancy services for your
prestigious Company.

The undersigned is currently a student of Juris Doctor and Master in Public Administration
(MPA) courses in Manila Law College (MLC) and Central Colleges of the Philippines (CCP)
respectively. I am also a graduate of Bachelor of Science in Criminology at the Philippine
College of Criminology; Diploma in Private Investigation and Protection Management
Course that I took in Long Beach, California, USA in 1989; and Special Investigation Course
through the Philippine National Police – Supervisory Office for Security and Investigation
Agencies (PNP-SOSIA) in December 1997. I was also conferred the title as a Certified
Security Professional (CSP) by the Philippine Society for Industrial Security (PSIS) way back
November 1997.

In relation to the provision of security services to manufacturing plants, besides having

extensive trainings in industrial security and skills honed and sharpened by experiences, the
undersigned is adept to the Supply Chain Security Management as I am also trained and
oriented with some of the many supply chain security initiatives in the United States and
around the world, to wit a few:

1. Customs and Trade Partnership against Terrorism (C-TPAT);

2. International Ship and Port Facility Security Code (ISPS); and
3. The International Organization for Standardization’s ISO/PAS 28000.

During my stint as an Operations Manager for a particular private security agency, the
undersigned had the chance to serve various manufacturing plants such as: Flexo
Manufacturing Corporation and Pililla Poultry Processing Plant, Inc. to name a few. I was
also invited many times as a lecturer on Supply Chain Security Management / C-TPAT
Compliance by different manufacturing companies owned by the Koreans inside the Bataan
Export Processing Zone.
In 2013, I was given the opportunity to be the first-ever Security Manager of
______________________________ – an RTW manufacturing company with US retail
giants as its clientele and for the first time after 15 years of company existence, I had
pioneered the setting-up and professionalization of all the members of the newly organized
Security Department.

Initially showcasing my capability and expertise, the undersigned humbly offers my

consultancy services for a modest rate especially designed for your prestigious Company. My
proposed monthly professional fee for a ‘once a week (4 to 6 hours per day) on-site visitation
with conduct of random inspections and risks assessments’ is Thirty Thousand Pesos (PHP
30,000.00) only inclusive of a ‘once a month conduct of security and/or safety seminars’.
‘On-call emergency responses’ shall be billed in the amount of Three Thousand Pesos (PHP
3,000.00) on a ‘per day basis’, yet the aforesaid rates are still negotiable.

As to my consultancy services package, hereunder are the details of my scope of work:

1. Coordinate with the existing security agency prior to their mandatory conduct of a
regular security and safety inspections to be done on a quarterly basis to assess the
vulnerabilities and weaknesses of your physical security system as well as the
operational security system set-up for all plants/warehouses and delivery vehicles
in order for us to make the appropriate suggestions and recommendations for its
upgrading thereby ensuring your protection;
2. Ensure that the present security agency constantly upgrades its provision of
security services as well as religiously complies with the Revised Rules and
Regulations implementing Republic Act No. 5487, as amended in connection with
the provision of needed basic individual security equipment of all assigned
guards;
3. Ensure that the present security agency complies with the Revised Rules and
Regulations implementing Republic Act No. 5487, as amended and as per
industry standards in connection with the provision of needed additional security
equipment to be used to enhance the security of your establishment;
4. Coordinate with the Human Resources Department in the conduct of a Complete
Background Investigation (CBI) on all employees as well as in the conduct of
administrative and/or security investigations;
5. Coordinate with the various stakeholders of your company in connection with the
mandatory conduct of constant inspections and upgrading of all your security
equipment and systems to support the different security aspects within your
company premises such as your physical security; operational security; personnel
security; information security; and environment security;
6. Coordinate with the various stakeholders of your company to recommend and
help in the formulation, implementation and institutionalization of policies and
procedures/rules and regulations with regard to security and safety
matters/disaster preparedness/emergency plan;
7. Ensure that your security force functions as a support unit to your Compliance
Department with regard to the implementation of your clients’ standards;
 8. Coordinate with the existing security agency to ensure the conduct of regular in-
service Neuro-Psychiatric examinations, drug testing and refresher
seminars/trainings for all their posted security personnel to be done at least every
six (6) months to ensure their mental soundness and physical readiness;
9. Conduct of monthly security and/or safety seminars/drills for your employees;
10. Coordinate with the existing security agency to mandate the conduct of regular
post-to-post inspections by their Security Officers to be done on a day-to-day
basis to ensure alertness of their posted guards during their tour of duty; and
11. Assist in the conduct of security investigations in coordination with the existing
security agency as well as with proper authorities in cases of breach of security or
any serious violations of the law done by anybody within your establishment to
assist in the prosecution of offenders.
