Rule 1 discusses the laws that should be kept in mind in the field of profession that for the
convenience of the user, the state's life, health, property, and general confidence program is hereby
considered compatible with the principles of fair protection of the environment. Each building or
construction as well as its accessories shall comply with, and shall be sufficient for the purposes
expected, the safety building requirements in all respects. Construction intended for the processing
and/or construction of such articles or substances shall be followed for environmental protection.
Buildings or structures and all parts thereof shall be kept in clean, sanitary, and good working conditions,
as well as all the facilities located therein. the land or site that will be constructed by a building or
structure should be secure. Especially if the sites or structures are meant to be used as a human
habitation, and they should be at a safe distance from all kinds of bodies of water and locations, such as
the area around a volcano or some other building known to be a possible source of fire or explosion,
which could be a source of air pollution.

Rule 2 states that the role of building officials was to control the rules on the field and to order and
make decisions on one task. Formulate building architecture, development, use, occupancy and
maintenance procedures, schedules, specifications and guidance in compliance with the Code. Specify
and set the fees and other costs collected by the Building Official for the execution of the regulatory
functions. A building officer can, access the building to check for compliance with this Code and to
assess its compliance. The Building Officer is entitled to order that every building be stopped or used. If
any construction work violates the provisions of this code, the officer of the building will stop the work
and prescribe the terms and conditions. Only a licensed architect or engineer who is a Filipino citizen can
be named and trained to be a building official and who has gained a lot of experience. All work that is
applicable to the building or structure in its area is supervised by the building official. A permanent
record of all the amount and charges must keep by the building official that it needs to be collected and
received. Those hazardous building which is structurally unsafe to human, and can be a threat to human
life and other concerns shall order its repair or demolition depending on how dangerous it is unto the
health, life, or safety of human being.

Rule 3 protects building construction permits and inspections. A building permit focused on
approved plans and conditions that do not violate the law. If the buildings collapsed due to faulty
designs within fifteen years, the engineer or architect who drafted the plans would be liable for the
damage. All the modifications occur when the building needs to be submitted to the building official
where it is under construction, and that is why the architect or engineer needs a logbook. If construction
is not started within one year after the building permit is issued, the building permit expires and
becomes null and void. The permits are not applicable and are not allowed if a certain rule has been
violated. It shall be followed by the various licenses, proposals signed by the liable professional, under
the terms and conditions of a construction permit. The building works shall be inspected and supervised
by the architect or civil engineer. They maintain a logbook of building progress. The log is sealed and
signed by a professional person. The building inspector issues the occupancy certificate.

Rule 4 aim proposed by all buildings Building shall be classified or defined by the categories
following. Wood architecture is to be built in Type I structures. Any of the materials approved under that
code could be the structural elements. Type II buildings shall be made of wood with fire-resistant
protective materials and fire-resistive for one hour: except in the framing assembly for the use of
permanently not bearable partitions. The buildings of Type Ill shall be constructed of masonry and
wood. One of the components allowable under this Code could be structural components. A fire-
resistant building needs to be one hour across. The buildings of Type IV shall be made of steel, iron,
concrete, or masonry. Incombustible fire· resistive building is needed on walls, ceilings, and permanent
partitions: except that non-bearing permanent partitions of one-hour fire-resistive construction can be
used in the framing unit with treated wood material. In the style of building that will put the building in
a separate building structure type, no adjustment shall be made. The Building Officer must approve the
modifications because the current building or the planned building is less hazardous.
