General Information:

This Division came in to existence w.e.f. 1st Jan 1978. Mughalsarai Yard is spread in 12.5 Kms.
The Gaya-Mughalsarai section is the busiest section in the Indian Railways and in fact it is the life
line of the country. The administration is trying with utmost sincerity to improve the passenger
services in this section.

The important stations in this Division are Gaya, Dehri-on-Sone, Sasaram and Mughalsarai. Gaya
is an ancient city and is famous for VISHNU PAD TEMPLE and BUDHHA TEMPLE at BODH
GAYA. It attracts large number of Tourists throughout the year specially during PITRAPAKSH
MELA when the pilgrims visit Gaya from all over the country. Sasaram station is famous for the
TOMB OF SHERSHAH SURI. Mughalsarai is famous for connecting all parts of the country by
Rail Transport and is closer to the oldest and holiest city Varanasi. Thus, this section connects two
cultural cities of India.
More than 25.58 lakhs passengers travel per month from different stations of this division with an
average earning of Rs. 29.73 Cr. per month. Goods earning of the Division per month was Rs. 6.49
Cr.

1.2 Grand Chord Section:


Grand chord section is the life line of the country on which Coal, Steel and other important goods
are moved from Eastern sector to Western and Northern sectors of the country. In the down
direction, the traffic consists of mostly food grains, fertilizers and empty wagons for coal loading
in Bihar and West Bengal coal fields. Mughalsarai is a transit division and the main objective is to
maintain mobility of high density traffic. The present capacity of the Grand Chord is being
utilized in its full capacity.

1.3 B.D. Section:


It is a fully electrified, double line BG route, spanning across 84 Kms from Bagha Bishunpur
station to Sigsigi station and comprising of 13 stations which are all ‘E’ category stations. This
section serves the travel needs of passengers of two states, viz., Bihar and Jharkhand. This section
primarily caters to the Goods train movement (especially those loaded with coal) coming from
collieries in DHN Division and going towards power plants. This section provides an alternative
route for GC section and intersects the GC section at Sonnagar station. A power plant in joint
collaboration of NTPC and Railways is likely to come up at Nabinagar Road, attaching more
importance to this section.

1.4 SSM-ARA Section:


Sasaram - Arah Section commissioned on 31.10.2009 equipped with MACL signaling
arrangement. It is a single line non-electrified section with four crossing stations viz Garh Nokha,
Bikramganj, Piro and Garahani.

1.5 Mughalsarai Division –Nature Of Operation:
Of all divisions on Indian Railways, Mughalsarai Division deals the most intense train operations –
both Goods and Coaching. It is the bridge between Eastern part and Northern part of India. It
closes the distance between pit head coal and power house, finished steel product to user, food
grain and fertilizer to eastern part of the country and other raw material to industries. The
operational efficiency of the Division plays a pivotal role in determining the efficiency of the East
Central Railway and any setback or inefficiency in operations on this Division is a sensitive matter
which affects the overall operations of the Railways. Because of its crucial importance, the
Railway Board keeps a special watch on Mughalsarai division’s operations.
Operationally, Mughalsarai Division can be divided into five important sectors-
 Operation over Grand Chord section.
 Operation in Sonnagar - Garwa Road Section (Commonly known as BD Section)
 Operation in Mughalsarai Complex.
 Operation in Gaya Complex.
 Operation in Sasaram – Ara Section.

1.5.1 Grand Chord Section:


 Gaya - Sonnagar -Double Line
 Sonnagar-Dehri-on-sone -Double line
 Dehri-on-sone-Mughalsarai -Triple line (Busiest freight corridor)
 Electrified with MACL signaling system.
 Commissioning of new ‘Sone Rail Bridge’ between SEB-DOS-SEB: Down line & Down Fly
over lines were commissioned on 16.10.2014 and UP line on 18.10.2014.
 In DN direction empties are fed to DHN Division for coal and SE Rly for finished iron & steel
products.
 Food gains, salt and fertilizer movement to Eastern part of country in down direction.
 Coal, steel product and container movement in UP direction.
 Average No. of freight train run – 54.2 pair each way.
 Coaching train operation - 21.7 pair Mail/Express and 5 pair Passenger trains per day.

1.5.2 Sone Nagar-Garwa Road Section (B.D. Section):


 Double line and electrified section with MACL signaling.
 Connects G.C with the mineral rich Karanpura coalfields.
 Up traffic- Loaded coal rakes for power houses to northern region.
 Dn traffic - Empties for coal fields.
 Average No. of freight trains run – 25.8 each way.
 Coaching train operation: 2.3 pair of Mail/Express and 4 pair Passenger trains per day.

1.5.3 Sasaram - Arah Section:


 Single line and non electrified section.
 One pair Exp. and three pair Passenger trains are run daily.

1.5.4 Mughalsarai Complex:


 One of the biggest Marshalling yards.
 RRI - commissioned in 1995 - with 894 active routes available.
 Up Marshalling yard dismantled in 1995.
 Up traffic dealt in Central, Inter and Dep yards towards ALD&LKO Divisions of NCR/ NR.
 Dn Marshalling yard fully functional with Hump provided with Pneumatic Retarders.
 All BOXN Empty wagons are intensively examined in down direction. (Avg. 361 BOXN rakes
per month). About 522 BOXN wagons are given ROH in BOXN Depot/Mughalsarai every
month. These are formed into rakes named as “KING RAKES” which are examined only after
7500 Kms or 35 days validity, whichever is earlier.
 Intense coaching traffic passing through Mughalsarai station-
 70 pairs of Mail/Exp. & 17 pairs of Passenger trains per day.

1.5.5 Gaya Complex:


 GAYA RRI - commissioned on 29.03.2010.

 Junction point of G.C with Patna-Gaya and Kiul-Gaya lines.
 Handles 16 pairs of coaching trains in PG and 15 pairs of coaching trains in KG.
 Loading of PRC sleepers in Sleeper Factory at Manpur.
 Unloading of food grains, fertilizers, cement and salt in the FCI siding and Goods shed.
 Av. No. of inward in FCI 7 rakes per month.
 Av. No. of inward in Goods shed 16 rakes per month.

 Sasaram – It is a Historical place and was the capital of Sher Shah Suri. The Tomb of Sher
Shah Suri constructed in 1545 is situated here.
 Gaya – The religious place of Hindu’s best known for Vishnupada Temple where pilgrims
gathered during Pitri Paksha to offer PINDA DAN to their ancestors.
 Bodh Gaya – The historical place of Buddhist Pilgrimage Bodh Gaya is situated 17 Kms from

2.0 Operational Achievement:


2.1 Unprecedented Improvement in Operational Parameters:

2.1.1 Originating Loading: Wagon (in EWU) & Weight (in MT)--
Division has achieved 10.96% unprecedented improvement in originating loading during 2017-18
(April–August). Loading was 0.506 MT (7946 wagons) as compared to 0.456 MT (7146 wagons) in
same period of previous year, which includes Cement loading 0.319 MT (5014 wagons) as compared

to 0.313 MT (4891 wagons) in same period of previous year i.e. 1.92% improvement. Details are

(Originating loading of the Division was deteriorated in month of July’17 and August’17 mainly on
account of poor indent placed by parties due to heavy flood and incessant rain in north Bihar areas.)

2.1.2 Running of Freight Trains by Electric Traction:


AM (Traffic), Railway Board/NDLS, desired through reference L. No. 2014/TI-I/11/13 dated
24.09.2014 that 8 nos. of electric trains ex-MGS should be planned on daily basis and LKO must
ensure the same in DN direction also.
During 2017-18 (up to August), only 5.8 trains accepted and 4.12 trains dispatched per day by
electric traction from Northern Railway end.
During 2017-18 (up to August), 31.60% trains (T/O- 25.94% and M/O- 37.40%) ran (MGS-LKO-
MGS via SLN) by electric traction of total interchange with N. Rly, as compared to 27.98% trains
(T/O- 24.41% and M/O- 31.56%) in same period of previous year i.e. 12.94% unprecedented
improvement. Details are-

2.1.3 Running of Freight Trains Via Platform Lines at MGS:


During 2017-18 (up to August), on an average daily 24.5 freight trains (UP- 5.4 & DN- 19.0) trains
passed via platform lines with average 9 minutes transit time.

2.1.4 NR’s UP Loads Cleared by MGS Base Crew:


Due to non-balancing of NR crew at MGS, 18.99% up loads (450 nos.) were cleared by MGS base
Electric crew 16.03% (380 nos.) and Diesel crew 2.95% (70 nos.) to NR during 2017-18 (up to
August). This has also led to severe detention to trains at MGS Yard.

4.1.5 Action taken to improve punctuality:


Commissioning of data logger at New West Cabin, MGS (interchange point with NR/NCR) and
East Outer cabin, MGS (interchange point with DNR Division) has resulted in improvement of

7.3.3 Unusual Occurrences:

On 23.06.17, 53611 UP (21391/MGS base) out from SEB at 09:55 hrs, stopped on point no. 71/A
(HWH end facing point) at 10:10 hrs due to all wheel of DLI end trolley of engine/21391 derailed.
Causing UP train movement blocked. Point clear by derailed loco at 15:45 hrs and power received
in L/No. 14 at DOS. PWI gave track fit at 17:20 hrs, with emergency caution at speed of 10 kmph
at 17:30 hrs of L/No. 13. Operations restored at 17:30 hrs. First train PPGS/3148/4428 departed
from SEB at 17:55 hrs and passed DOS at 18:22 hrs. Rep: 53363, 53601, 12801, 12353 & 12397
detained in up line. 12372, 12320, 12818, 12802 & 12988 detained in DN line and UP GC
bunching created.

On 10.07.17, All UP & DN train movement between PHE-KWD-PHE stations over GC
section were stopped from 15:00 hrs due to flood. Down line start with stop dead & 10 kmph
caution from 15:45 hrs in between km 564/6-564/4 at bridge No. 548, UP line start with stop dead
& 10 kmph caution from 16:00 hrs in between km 564/3A-564/5A at bridge No. 548 and
Reversible line start with 15 kmph caution from 18:45 hrs. Rep: 53525 UP Pass detained at PHE
from 15:06 to 16:03 hrs. 12801 UP detained at DOS from 15:25 to 16:10 hrs. 12397 UP detained
at SEB from 15:40 to 16:15 hrs. 05 UP & 1 DN goods trains detained and bunching created in DN
GC. Note: Stop dead caution removed in DN line at 16:30 hrs and in UP line at 16:35 hrs. UP &
DN caution raised 10 to 30 kmph from 19:20 hrs. Reversible line caution raised 10 to 30 kmph
since 21:45 hrs.

On 12.07.17, 12876 Dn arrived MGS Platform No. 02 at 23:58 hrs. Incoming diesel loco No.
11162-WDM3D (LKO based) detached & moved and stopped at Track Circuit No. 836/T at 00:02
hrs. Then outgoing electric engine No. 30218-WAP7 (GZB based) of 12876 moved to attach in
12876 Dn signal lower at 00:02 hrs and moved in the same time diesel of 12876 DN also moved
and side collision at Point No. 840 near road over bridge at about 00:04 hrs and diesel loco
derailed by DLI/END trolley all wheels. Platform No. 02 blocked.
Diesel loco No. 11162/LKO (WDM3D) re-railed at 06:50 hrs. Derailed Diesel loco No. 11162 fit
for movement at 07:50 hrs with 05 kmph speed and attached in DLI/END of ART/MGS.
ART/MGS moved from site 08:12 hrs. Hence site cleared at 08:14 hrs. P way work started since
08:14 hrs. ART with Diesel loco No. 11162 crossed for loco at 08:55 hrs. P way and S&T both
gave track fit at 10:35 hrs. Normal movement resumed on Dn line at 10:40 hrs.

On 21.07.17, All lines train movements over GC section at SSM were stopped and OHE off from
09:57 to 17:55 hrs due to girder of ROB of DFCCIL slipped on pillar from jack which was unsafe for
train operation at 09:57 hrs. DFCCIL gave ready at 17:30 hrs all three lines OHE charged at 17:32 hrs.
PWI/SSM imposed caution 10 kmph speed at SSM incidental place on UP 3rd line, R/L & DN M/L
SSM S/L at 17:48 hrs. Rep: - All lines movement blocked from 10:00 to 17:55 hrs. 12988, 18104,
12802, 12801, 12397, 53521 & 53525 detained.

On 02.08.17, All UP & DN train movement over GC section stopped from 04:05 hrs due to 15 nos. of
wagons (R/22nd to R/36th) of DN BOXN/E/31265 got derailed in between KMS-DCX at km 637/08
near Gate No. 66. Normal train operations resumed at 23:23 hrs with speed restrictions.

8.0 Assistance Required from Head Quarters:

8.1 OMS data has been sent to HQ vide Sr. DEN (Cord)’s letter no. W/PW/OMS dt. 30.03.17 CRS
sanction for up gradation of speed of DOS-MGS up line on GC from 110 Kmph to 130 Kmph
needs to be obtained at the earliest.

8.2 6 nos. coaching trains i.e. 12397/12398, 12389/12391, 12801/12802, 12381/12382, 12273/12274
and 12281/12282 having LHB rakes are running below 130 kmph in between MPO-MGS stations
over GC section, but the same is running in MGS-ALD section (NCR) @ 130 kmph. Needs to be
raised speed @130 kmph in MPO-MGS section. Application may be sent to CRS on priority for
requisite sanction.

8.3 Expediting progress and early is urgently required. Commissioning of panel interlocking at SEB
& 3rd line on Sone Bridge between SEB & DOS.

8.4 Conversion of 13 nos. end panel on GC to central panel will release a total of 52 ASMs and this
becomes all the more important in view of acute crisis of ASMs on the division.

8.5 As on 01.09.17, 137 posts (22.72% of SS-603) in ASM cadre are lying vacant in this Division.
Division is facing lot of problems in day to day train operations.

9.0 Problems in Train Operation:

Early completion of pending works: cross movement and advancing facility in Gaya RRI.

9.2 Engineering:
(i) SEB Bridge 3rd line, PI of SEB –planning from construction yet not received, target is
March’2016 (committed to CRB).
(ii) ARA-SSM section speed enhancement.

(i) Restoration or separate sanction of all Weather Examinations Lines at MGS in Smart Yard
Plan.
(ii) Examination facility at DOS/RIL/Dalmiyan Nagar to be sanctioned including a yard
connection from DFCCIL.
(iii) Improvement in outsourced repairs from current- 15 wagons/day to planned 45 nos.

9.4 Operating:
(i) Sanction of SEB bypass.
(ii) Sanction of PF on Reversible line at BBU & SSM to improve punctuality of M/Express &
Passenger trains.
(iii) Sanction of MGS bypass: ‘B’ route flyover.
(iv) Sanction of Gaya bypass & additional island PF for PF return trains and trains to DN GC
for punctuality improvement and decongestion of Gaya yard.
(v) UFSBI connection with N. Rly at BH ‘B’ for smooth operation.
(vi) Operational Constraints of Newly Introduced MEMU & other Passenger Trains:
(a) Vide notification no. ECR/OPT/TT/DHN/510 Pt IV dt., 15.07.16 a new MEMU train
(63238 ALD-MGS) has been extended to MGS. Its arrival time is 23.00 hrs and the
same rake departed at 05.10 hrs Ex MGS to PNBE as 63264 (MGS-PNBE MEMU).
Similarly train no. 63231 (PNBE-MGS) arrived at 03.30 hrs and departed as 63237
MEMU (MGS-CAR-ALD) at 04.30 hrs. Holding time of one rake is 06.10 hrs and 2 nd
one having holding time of 01.00 hrs. As MGS station having no coaching yard,
hence the both rakes are being kept on platform no. 7 & 8 by cut & cross movement.
Further it is being started to their destination after cut-cross movement. It is an
operational constraint at MGS and affecting the other movement of trains also.
Keeping in view of above constraints the holding time of above trains i.e.
63238/63264 and 63231/63237 to be minimize up-to 30 min. only.
(b) Besides this following trains having holding at MGS more than 30 min. Which are as

The above holding of coaching rakes creating congestion to coaching complex at MGS and
affecting berthing of other coaching trains also. In the light of the above, it is requested that
holding time to minimize up-to 30 min. Only for MEMU and Passenger services by extend
the services on reviewing upcoming time table.
(vii) Sanction of Fly over at ANH for transfer of empties ex BRBCL & NPGC to down line
without surface working. Also, inter connectivity of exchange yards of NPGC & BRBCL.
(viii) Palamu Exp route change ex SEB to avoid moments to & fro on SEB Bridge.
