Gayak requesting that the Bangsamoro Government recognize and allow one representative from the associations of Madaris, Ma'ahad, Markadz, and Kulliyah in the Bangsamoro Autonomous Region in Muslim Mindanao to participate in deliberations regarding Islamic education. GOVERNMENT TO RECOGNIZE AND ALLOW ONE (1) REPRESENTATIVE FROM THE ASSOCIATIONS OF MADARIS, MA’AHAD, MARKADZ, AND KULLIYAH IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) TO PARTICIPATE IN THE DELIBERATIONS OF THE APPROPRIATE BANGSAMORO MINISTRIES, AND OTHER GOVERNMENT AGENCIES ON MATTERS DEALING WITH ISLAMIC EDUCATION.
WHEREAS, Article IX, Section 16 of R.A. No. 11054 otherwise known as
“Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao” (OLBARMM for brevity) states;
Section 16. Integrated System of Quality Education. - It shall be a top priority of
the Bangsamoro Government to establish, maintain, and support a complete and integrated system of quality education, which shall be a subsystem of the national education system. The Bangsamoro Government shall develop an educational framework relevant and responsive to the needs, ideals, and aspirations of the Bangsamoro people. For this purpose, the Bangsamoro Government shall conform to the minimum standards set by the National Government.
WHEREAS, further, in paragraph 4 of Article IX, Section 16 of R.A. No. 11054,
states;
Section 16, paragraph 4. - The Bangsamoro Government shall supervise and
regulate private schools, including sectarian and non- sectarian institutions of learning in any level. Three (3) representatives of private schools shall have the right to participate in the deliberations of the appropriate Bangsamoro Government ministry, and Bangsamoro offices of the Commission on Higher Education, Technical Education and Skills Development Authority, and other government agencies on matters dealing with Private Schools”; WHEREAS, the administrators of Madaris, Ma’ahad, Markadz and Kulliyah has been constantly and diligently working hard for the Bangsamoro Government in addressing the educational needs, ideals and aspirations of the Bangsamoro people.
WHEREAS, the administrators, officials and asatidz of Madaris, Ma’ahad,
Markadz and Kulliyah in the BARMM formed an organization named “Ittihadul Madaris Bil Philippines, Inc. (IMBPI)” which was registered to Security and Exchange Commission (S.E.C.) in the year 2011.
WHEREAS, Ittihadul Madaris Bil Philippines, Inc. (IMBPI) is providing
educational services to Bangsamoro people since 2011 up to the present without collecting any service fee.
WHEREAS, with the strong influence of IMBPI in the community, the
organization is beneficial to the BARMM because all its members has unwavering support and interest in helping the Bangsamoro Government to improve the quality of Madaris Education.
NOW THEREFORE, be it;
RESOLVED, AS IT HEREBY RESOLVED, by the Bangsamoro Transition
Authority, to request the Bangsamoro Government to recognize and allow one (1) representative from the associations of Madaris, Ma’ahad, Markadz, and Kullifyah in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to participate in the deliberations of the appropriate Bangsamoro ministries, and other government agencies on matters dealing with Islamic Education.
