A RESOLUTION

DIRECTING THE APPROPRIATE BTA COMMITTEE TO CONDUCT AN


INQUIRY IN AID OF LEGISLATION ON THE CURRENT STATUS OF THE
HIRING OF BARMM GOVERNMENT PERSONNEL THROUGH THE
BANGSAMORO JOB PORTAL

WHEREAS, Section 4 of Article XVI of the Bangsamoro Organic Law mandated


the Bangsamoro Transition Authority to ensure the accomplishment of several priorities
during the transition period;

WHEREAS, one of the priorities under the law is the organization of the
bureaucracy of the Bangsamoro Government during transition, including the approval
and implementation of a transition plan, and the institution of a placement process for
hiring of personnel during transition. This also includes the setting up of offices and
other institutions necessary for the continued functioning of government and delivery of
social services in the Bangsamoro Autonomous Region, as well as, those necessary for
the smooth operations of the first elected Bangsamoro Government in 2022;

WHEREAS, on December 23, 2019, the Bangsamoro government launched the


Bangsamoro Job Portal where interested applicants who would like to join the
Bangsamoro government can submit their application online;

WHEREAS, the online platform was created as part of the Bangsamoro


Government’s call for moral governance and its policy to strictly implement the merit-
based hiring process and credible job placement;

WHEREAS, based on the data reflected in the job portal 1 , Four Thousand Two
Hundred Ninety Six (4296) job opportunities were posted by various BARMM
ministries and other offices and there are Three Hundred Three Thousand and Nine
Hundred Thirty Two (303, 932) jobseekers who submitted their job applications
through the online portal;

WHEREAS, there is a need to revisit the status of the implementation of the


Bangsamoro Job Portal on its strict and transparent merit-based hiring process that is
being guided by the principles of moral governance set by the Bangsamoro government;

WHEREAS, there is a need to assess the situation by first obtaining a detailed


report and inquiry thereon which is relevant for legislation to define a much clearer and
effective Bangsamoro government hiring policy;

NOW THEREFORE, BE IT RESOLVED, by the Bangsamoro Transition Authority:
