A RESOLUTION
DIRECTING THE MINISTRY OF PUBLIC ORDER AND SAFETY (MPOS) TO
IMPLEMENT THE ADMINISTRATIVE ORDER NO. 10, OF THE NATIONAL
GOVERNMENT ALSO KNOWN AS “AN ACT CENTRALIZING ALL
GOVERNMENT EFFORTS FOR THE REINTEGRATION OF FORMER
REBELS AND CREATING FOR THE PURPOSE AN INTER-AGENCY TASK
FORCE” SPECIFICALLY IN THE CASE OF THE PROVINCE OF LANAO DEL
SUR

WHEREAS, Executive Order No. 70 series of 2018, “Institutionalizing the Whole-of-


Nation Approach in Attaining inclusive and sustainable peace, creating a national task
force to end local communist armed conflict and directing the adoption of a national
peace framework.
WHEREAS, the Bangsamoro Organic Law (R.A 1104) was enacted as an instrument of
peace addressing the grievances, sentiments and demands of Moros in the region
including the cessations of violence committed against civilians.
WHEREAS, Former Rebels are the beneficiaries of the program who were a former
member of MAUTE and ISIS terrorist group who voluntarily abandoned the armed
struggle and adopted to become productive members of the society.
WHEREAS, the recent report of the 103rd Infantry (Haribon) Brigade of the Armed
Forces of the Philippines, there are 274 ISIS and Maute former rebels from the province
of Lanao del Sur as of February 28, 2022.
WHEREAS, the National Government has two existing programs for former rebels, to
wit: (a) the Comprehensive Local Integration Program, which seeks to contribute
toward achieving the goal of permanent and peaceful closure of all armed conflicts with
non-state armed groups, and is administered by the Department of the Interior and
Local Government (DILG); and (b) the Payapa at Masaganang Pamayanan (PAMANA)
Program which targets community based development in conflict-affected areas, and is
administered by the Office of the Presidential Adviser on the Peace Process.
WHEREAS, the BARMM Government through the Ministry of Public Safety and Order
(MPOS) shall adopt the national program on reintegration program by pursuing a
comprehensive, integrated, community based national program that is locally
implemented to address the legal status and security of former rebels, as well as their
economic, social and psychological rehabilitation needs and provide immediate to long-
term interventions that are supported by strengthened institutions to ensure effective
implementation of these desired outcomes.

WHEREAS, this resolution aims to direct the MPOS to implement the administrative
order no. 10 and help the Armed Forces of the Philippines to address the problems on
reintegration program through implementing different interventions for the former
rebels.
WHEREAS, MPOS shall develop a strategic communication plan and an implementing
guidelines governing the reintegration program and address implementation issues at
the regional and local levels.
WHEREAS, MPOS shall coordinate with concerned Local Government Units (LGU’s)
and the Armed Forces of the Philippines to ensure the effective and timely
implementation of reintegration efforts and provide capability assistance to concerned
LGU’s.
WHEREAS, MPOS shall prepare a coordination, monitoring, evaluating and reporting
mechanism that shall be used by all concerned agencies in checking the status of the
reintegration efforts, particularly their responsiveness, effectiveness, and sustainability.
WHEREAS, there must be a regular review and update on the strategic communication
plan, implementing guidelines and other mechanisms to ensure the responsiveness and
effectiveness of the reintegration efforts.
WHEREAS, MPOS shall also provide a complete package of assistance to former rebels
who were a members of the MAUTE and ISIS terrorist groups as well as their immediate
family members, who expressed their desire to abandon armed struggles and become
productive members of the society.
NOW THEREFORE, BE IT RESOLVED, by the Bangsamoro Transition Authority;
DIRECTING THE MINISTRY OF PUBLIC ORDER AND SAFETY (MPOS) TO
IMPLEMENT THE ADMINISTRATIVE ORDER NO. 10, OF THE NATIONAL
GOVERNMENT ALSO KNOWN AS “AN ACT CENTRALIZING ALL
GOVERNMENT EFFORTS FOR THE REINTEGRATION OF FORMER
REBELS AND CREATING FOR THE PURPOSE AN INTER-AGENCY TASK
FORCE” SPECIFICALLY IN THE CASE OF THE PROVINCE OF LANAO DEL
SUR
