7. General Safety Message


The disaster response team would provide a physical and electronic security measures that are coupled with the
best risk management practices for the purpose of minimizing impact on life or property or eliminating
vulnerabilities at the potential incident scenes. The main aim is to minimize the severity of the incidence by
putting in place strategies that would minimize movement of the shooter.

7. Control Operations
Delay the invasion for an adequate period to allow the response team to attend to the rescued victims. The following operation
would be to evacuate the building occupants through the safest escape routes. The police units will maintain concealment from
gunfire while moving the rescued individuals.

8. Special Instructions
Once the resolution to immediately deploy has been made, the emergency team will focus on how to minimize the shooter
area of operation and reach to the potential targets. This will be achieved by first locating the criminal and restricting t
movement. The first responders deployed will try to move very quickly past the victims and attempt to access the crimin

The contact team will have the responsibility of confronting the shooter and minimize the number of casualities.

The emergency Response Team will converge at the Incidence Contol Center where they will organize for recovery
assistance to the victims and their families. They will also coordinate information releases and other effective
actions when necessary.
