सा.का.जन. 459(अ).—राष्‍टरपजत, संजिधान के अनुच्छे द 309 के परन्तुक वारारा प्रद‍त िजतियय का प्रयगग करते हुए और डाक
जिभाग (डाक सहायक और छंटाई सहायक समूह ‘ग’ अराजपजत्रत) भती जनयम, 2015 कग, उन बात के जसिाय, अजधक्ांत करते हुए,
जजन्हें से अजधक्मण से पूिकि दकया गया हा या करने का लगप दकया गया हा , संचार मंत्रालय, डाक जिभाग में डाक सहायक (सर्ककल
कायाकिलय तथा क्षेत्रीय कायाकिलय), डाक सहायक (चेन्नई, ददल्ली, कगलकाता तथा मुंबई जस्ट्थत जिदेि डाक संगठन में) , डाक सहायक
(बचत बैंक जनयंत्रण तथा आंतररक जांच संगठन), डाक सहायक (डाकघर) और छंटाई सहायक (रे ल डाक सेिा) के पद पर भती की
पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथाकित् :-
1. संजक्षप्त नाम और प्रारं भ – (1) इन जनयम का संजक्षप्त नाम डाक जिभाग (डाक सहायक और छंटाई सहायक) भती जनयम,
2022 हा।
(2) ये राजपत्र में इनके प्रकािन की तारीख कग प्रिृ‍त ह गे।
2. पद की संख्या, उनका िगीकरण और िेतन मेररक्स में स्ट्तर : पद की संख्या, उनका िगीकरण और इनसे संलग्न िेतन मेररक्स
में स्ट्तर िे ह गे, जग इन जनयम से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्कदष्‍टट हैं।
3. भती की पद्धजत, आयु-सीमा, अहकिताएं आदद : उतिय पद पर भती की पद्धजत, आयु-सीमा, अहकिताएं और इनसे संबंजधत अन्य बातें
िे ह गी, जग उतिय अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्कदष्‍टट हैं।
4. जनरहकिताएं : िह व्यजतिय,–
(क) जजसने से व्यजतिय से जजसका पजत या जजसकी प‍नी जीजित हा, जििाह दकया हा या जििाह की संजिदा की हा; या

(ख) जजसने अपने पजत या अपनी प‍नी के जीजित रहते हुए दकसी व्यजतिय से जििाह दकया हा या जििाह की संजिदा की हा,
उक्त पद पर जनयुजतिय का पात्र नह हगगा;
परन्तु यदद कें रीयीय सरकार का यह समाधान हग जाता हा दक सा जििाह, से व्यजतिय और जििाह के अन्य पक्षकार
कग लागू स्ट्िीय जिजध के अधीन अनुज्ञेय हा और सा करने के जलए अन्य आधार हैं, तग िह, दकसी व्यजतिय कग इस जनयम के
प्रितकिन से छू ट दे सके गी।
5. सेिा की अपेक्षा : उक्त अनुसूची में जिजनर्कद्ट पद पर जनयुतिय कगई भी व्यजतिय भारत में कह भी, जजसके अंतगकित सेना डाक सेिा
भी हा, सेिा करने के जलए बाध्य हगगा।
6. जिजथल करने की िजतिय : जहां कें रीयीय सरकार की यह राय हा दक सा करना आिश्यक या समीचीन हा; िहां िह, उसके जलए जग
कारण हैं उन्हें लेखबद्ध करके , इन जनयम के दकसी उपबंध कग, दकसी िगकि या प्रिगकि के व्यजतियय की बाबत, आदेि वारारा जिजथल
कर सके गी।
7. व्यािृजि : इन जनयम की कगई बात से आरक्षण, आयु-सीमा में छू ट और अन्य ररयायत पर प्रभाि नह डालेगी, जजनका कें रीयीय
सरकार वारारा इस संबंध में समय-समय पर जारी दकए गए आदेि के अनुसार अनुसूजचत जाजतय , अनुसूजचत जनजाजतय , पूिकि
साजनक , अन्य जपछ़े े िगगों और अन्य जििे प्रिगकि के व्यजतियय के जलए उपबंध करना अपेजक्षत हा।

*ग्रामीण डाक सेिक जसजिल पदधारी हैं ककतु उन्हें जनयजमत

जसजिल सेिा के दायरे से बाहर के हगने के कारण उनकी
जनयुजतिय, सीधी भती के रूप में मानी जाएगी।
भती की पद्धजत : भती सीधी हगगी प्रगन्नजत या प्रजतजनयुजतिय या आमेलन वारारा भती की यदद जिभागीय प्रगन्नजत भती करने में
या प्रगन्नजत वारारा या प्रजतजनयुजतिय या दिा में िे ्ेजणयां, जजनसे प्रगन्नजत या प्रजतजनयुजतिय सजमजत हा तग उसकी दकन

सर्ककल के पात्र पदधाररय की भाग (अ) :- जनम्नजलजखत से हा।
सीजमत जिभागीय प्रजतयगजगता जमलकर बनेगी :-

(1) िेतन मेररक्स के स्ट्तर 3 में पदधारण करने िाले (1) सहायक
जजसके न हग सकने पर :-

पदधाररय कग छग़े कर स्ट्तंभ (11) स्ट्तर 3 के पद पर पांच ि कि सजम्मजलत जनयजमत अध्यक्ष
के अधीन की प्रजिज्ट के भाग (आ) सेिा की हा;

पर उजल्लजखत सर्ककल के पात्र

दकया हग, जजसके न हग सकने पर :- भी हा।
(ग) खुली प्रजतयगजगता के माध्यम से रटप्पण 1 : सेिा ितकि की पात्रता, उस ि कि की 1

बाहर के हगने के कारण उनकी जजन्ह ने अपनी अहकिक या पात्रता सेिा पूरी कर ली
जनयुजतिय, सीधी भती के रूप में मानी हा, प्रगन्नजत के जलए जिचार दकया जा रहा हग, िहां
जाएगी । उनसे ज्येष्‍टठ व्यजतियय के संबंध में भी जिचार दकया
रटप्पण 3 : से व्यजतिय के जलए जाएगा परन्तु यह तब जब दक उनके वारारा की गई
पात्रता सेिा जग इन जनयम की सी अहकिक या पात्रता सेिा, अपेजक्षत अहकिक या
अजधसूचना की तारीख कग जनयजमत पात्रता सेिा के आधे से अजधक हा या दग ि कि से ,
आधार पर ग्रामीण डाक सेिक का इनमें से जग भी कम हग, से कम न हग और उन्ह ने
पदधारण दकए हुए हैं, पांच ि कि ही अपने से कजनष्‍टठ व्यजतियय सजहत, जजन्ह ने सी
रहेगी। अहकिक या पात्रता सेिा पहले ही पूरी कर ली हा,
अगली उच्चतर ्ेणी में प्रगन्नजत के जलए अपनी
पररिीक्षा की अिजध सफलतापूिकिक कर ली हग।
यह ितकि, से कजनष्ठ पदधाररय पर लागू नह हगगी,

जजन्ह ने डाक जनयम पुजस्ट्तका खंड-IV के जनयम-38
के अधीन स्ट्थानांतरण का उपभगग करने के पश्चात
अपनी ज्येष्‍टठता खग दी हा।
रटप्पण 4 : दकसी पदधारी की पात्रता, अजधष्‍टठापी

रूप से धाररत पद से और िेतन मेररक्स में उस पद
के सुसंगत िेतन स्ट्तर से अिधाररत की जाएगी, न
दक उस स्ट्तर से जजसमें उस पदधारी की पात्रता की
जनणाकियक तारीख कग टाइम बाउं ड िन प्रमगिन,
बाइजनयल का डर ररव्यू या मॉजडफाइड एिगडकि
कररयर प्रगग्रेिन के अधीन प्राप्त जििीय उन्नयन के
आधार पर, िेतन प्राप्त कर रहा हा।

अिधाररत करने के जलए जनणाकियक तारीख, भारत में
ग्रामीण डाक सेिक का
अ्‍यर्थिथय से आिेदन प्राप्त करने के जलए जनयत की गई
पद धारण दकए हुए हैं,
अंजतम तारीख हगगी, न दक िह अंजतम तारीख जग असम,
दकसी मान्यता प्राप्त बगडकि

सर्ककल के पात्र पदधाररय की (1) िेतन मेररक्स के स्ट्तर 3 में पदधारण करने िाले जनम्नजलजखत से हा।
सीजमत जिभागीय प्रजतयगजगता से पदधारी जजन्ह ने से पद पर तीन ि कि जनयजमत जमलकर बनेगी :-
परीक्षा के माध्यम से प्रगन्नजत वारारा, सेिा की हा या िेतन मेररक्स के स्ट्तर 1, स्ट्तर 2 और
(1) ज्येष्‍टठ डाकघर
जजसके न हग सकने पर :- स्ट्तर 3 के पद पर पांच ि कि सजम्मजलत जनयजमत
अधीक्षक या डाकघर
सेिा की हा;
(क) डाक लेखा कायाकिलय या विग के अधीक्षक या सहायक
पदधाररय कग छग़े कर स्ट्तंभ (11) (2) िेतन मेररक् स के स्ट्तर 2 में पदधारण करने िाले जनदेिक – अध्यक्ष
के अधीन की प्रजिज्ट के भाग (आ) से पदधारी जजन्ह ने से पद पर पांच ि कि की

पर उजल्लजखत सर्ककल के पात्र जनयजमत सेिा की हा जजसके अंतगकित िेतन मेररक्स के

(ख) सर्ककल के ग्रामीण डाक सेिक * जनयजमत सेिा की हा।

NOTIFICATION

G.S.R. 459(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Department of Posts (Postal Assistant and Sorting Assistant Group ‘C’ Non-Gazetted)
Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the posts of Postal Assistant (Circle Office
and Regional Offices), Postal Assistant (In the Foreign Post Organisations in Chennai, Delhi, Kolkata and Mumbai),
Postal Assistant (Savings Bank Control and Internal Check Organisations), Postal Assistant (Post Office) and Sorting
Assistant (Railway Mail Service) in the Ministry of Communications, Department of Posts, namely:-
1. Short title and Commencement. – (1) These rules may be called the Department of Posts (Postal Assistant
& Sorting Assistant) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, their classification and level in the pay matrix. – The number of posts, their
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.– The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who, has entered into or contracted a marriage with a person having a spouse; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Requirement to serve. – Any person appointed to the posts specified in the said Schedule shall be liable to
serve anywhere in India including in Army Postal Services.
6. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Serviceman, Other Backward Classes and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.
