The 1st Session of the year and 1st Session for the month of January 2019 of the Sangguniang
Barangay was opened by Punong Barangay Jose Arnel L. Quebal at exactly 5:10 p.m., after the
opening prayer led by Barangay Kagawad Harold Gardon.

The PB asked the Barangay Secretary to proceed with the Roll Call of those present in the
session and declared that the session has a quorum with 100% attendance for its 1 st Session of the
year.

After the declaration of the presence of a quorum, the Presiding Officer called the session to
order and the session of the Sangguniang Barangay formally started by adopting the following
agenda for discussions / deliberations, to wit:

1.0 CONSIDERATION OF THE PREVIOUS MINUTES AND MATTERS


ARISING FROM THE PREVIOUS MINUTES:

Deliberations on the previous minutes

1.1. The PB reminded the Council that based on the previous minutes the Council
have legislated two resolutions which have proven effective during the yuletide
season as it completely ban the manufacture, distribution, sale and use of firecrackers.

1.2. Further, the PB also lauded the Council for their support and cooperation which
largely contributed to various accomplishments for CY 2018.

1.3. The PB then asked the Council for any comments, suggestions that may be raised
relative to the previous minute of the session and there being none, the PB ask for a
motion for its approval.

1.4. Kagawad Gardon moved for the approval of the previous minutes of the session
and was duly seconded by Kagawads Malasaga.

Deliberations on the Agenda:
2.0. Deliberations on the RE-ENACTMENT of Barangay Budget 2018

2.1. The PB explained to the Council that there is a need to re-enact the Barangay Budget
for FY 2018 due to the fact that the Proposed Budget for FY 2019 had not been approved/
reviewed by the Sangguniang Panlungsod;

2.2. It was further explained by the PB that in order not to hamper Barangay Services and
Operations, there is an imperative need to re-enact the 2018 budget;

2.3. Sensing the urgency for the re-enactment of budget, Kagawad Malasaga moved for
the approval of the re-enacted budget and was duly seconded by Kagawads Abalajon and
Gardon.

3.0.The PB report on the BCRD Transmittal regarding the 2018 Seal of Good
Governance for Barangay (SGLB);

3.1. The PB reported to the Council that the BCRD had transmitted a memorandum from
the DILG regarding the Seal of Good Governance (SGLB) for 2018 with its corresponding
Assessment Tools and Guidelines.

3.2. The PB reminded the Barangay Council that in order to have an award for SLGB, the
Council should worked for their respective committees and urged every member of the Council
to prepare plans and programs for each committee which shall be discussed for the next session.

3.3. The PB also assigned the Council Members to plan the schedule of their respective
committee meetings in order to have proper documentations that will be implemented for each
committee.

3.4. The PB also suggested a revised schedule for Council Session which shall be done
on the 1st and 2nd Monday of the month considering that the Council Members are in the
Barangay every Monday morning for the Flag Ceremony.

3.5. Considering the fact that the Barangay Council Members are in the Barangay every
Monday, Kagawad Lagco moved for the approval of the revised schedule for Council Session
and was duly seconded by Kagawad Gardon.

4.0. Deliberation on the proposed resolution expressing thanks and gratitude to the
Hon. Mayor Herbert M. Bautista, Hon. Vice Mayor Joy Belmonte, Hon. Alfred D. Vargas
and the City Councilors in District 5, Quezon City.

4.1. The Punong Barangay explained to the Council that the measure is a gesture of
gratitude for all the support and projects implemented in the Barangay for the general welfare of
Barangay Fairview constituents.

4.2. Being privy to the development of the Barangay, Kagawad Borja moved for the
approval of the proposed resolution and was duly seconded by Kagawad Dazo.

5.0. Other Matters.


5.1. The PB explained that the Barangay Peace and Order Council had already submitted
its prepared BPOPS Plan and it has already been submitted to the BDC, hence, the Sangguniang
Barangay need to pass a resolution for its adoption and implementation.

5.2. The Sangguniang Barangay being privy to the importance of such plan, Kagawad
Abalajon being the Chairman on the Committee for Peace and Order moved for the approval of
the BPOPS Plan and was duly seconded by Kagawad Lagco.

5.3.Kagawad Harold reported to the Council that the MOA executed by and between the
Barangay and the PUP will take effect on January 19, 2019 and it was further reported that
TESDA is still willing to accommodate participants for the training on motorcycle mechanics

5.4. The PB also inquired on Kagawad Malasaga regarding the status of the feeding
program initiated by Col. Lipana which is intended to correct malnutrition among 30 children
beneficiaries which will last for 6 months.

5.5. The PB further urged Kagawad Malasaga to coordinate with Alex Dizon for the
project if it would push through.

5.6. The Council was further reminded by the PB to schedule the committee meetings at
least once a month which shall be determined by the Chairman of the respective committees.

5.7. The PB then reported his trip to Davao City and reminded the Council on their trip to
Davao which was scheduled on January 17-19, 2019.

6.0. Adjournment of the Session.

The Punong Barangay asked the Council if there are any other matters to be discussed /
deliberated and approve. There being no more other business to transact and no more issues
raised, on motion duly seconded, the Presiding Officer declared the adjournment of the session at
exactly 6:05 p.m.
