Minutes of the special meeting of the Barangay Council of Barangay Sabang, Caluya.,
Antique, held at the Barangay Multipurpose Hall of Barangay Sabang, Caluya Antique on
February 05, 2024 at 02:00 O’Clock in the afternoon.

RESOLUTION NO. 05

RESOLUTION AUTHORIZING THE PUNONG BARANGAY TO ENTER INTO

A MEMORANDUM OF AGREEMENT WITH THE LAND BANK OF THE
PHILIPPINES FOR AVAILMENT OF THE HONORARIUM LOAN PROGRAM.

WHEREAS, the Barangay Council of the Barangay Sabang, Caluya,, Antique called a
special meeting to discuss and determine the upliftment of their moral, social and economic
development that affect their daily needs and sincere services to their constituents.

WHEREAS, the Barangay Council has no alternative whatsoever to alleviate such

conditions due to lack of income and low Honorarium such as follows:

A. Punong Barangay P8,136.00 per month

B. Barangay Kagawad P 5,948.00 per month
C. Barangay Treasurer P5,948.00 per month
D. Barangay Secretary P5,948.00 per month
Except to avail of a loan granted by a duly licensed financial institution.

WHEREAS, LANDBANK offers honorarium loan facility to the Barangay Officials

with a minimum loan amount of P 20,000.00 or maximum loan amount of P200,000.00,
depending on the capacity to pay based on monthly honorarium, which said loan shall be payable
in (maximum of 19 months) equal monthly amortizations.

NOW, THEREFORE, RESOLVED AS IT IS HEREBY RESOLVED, that the

Barangay officials will avail of the salary loan facilities offered by the Land Bank and authorize
the Barangay Captain and Barangay Treasurer to deduct the loan amortization due from
respective monthly honorarium of Barangay Officials/borrowers and that the check issued by the
Barangay for the payment of Honorarium shall be encashed / negotiated with Land Bank –
Antique Branch only. Should any said check be deposited / negotiated with other banks, the
barangay authorizes Land bank- Antique Branch to return the Honorarium Check for the reason
“VALIDITY RESTRICTED” per PCHC CHRR Sec 27. lg10.4.

RESOLVED FINALLY, that the Punong Barangay be authorized to sign the

Memorandum of Agreement for the Honorarium Loan Program that will be executed by and
between the Bank and the Barangay.

On motion of Kagawad Analie D. Macula, duly seconded by Hon. Shyla M. Clarin, the
foregoing RESOLUTION was Approved this 5th day of February 2024.
