“A RESOLUTION ADOPTING AND APPROVING THE SANGGUNIANG KABATAAN ANNUAL BUDGET

FOR FISCAL YEAR 2024, UTILIZING AVAILABLE RESOURCES TO THE AMOUNT OF SEVEN HUNDRED
FORTY-TWO THOUSAND AND EIGHT HUNDRED FIFTY ONLY (P 742,850) OF BARANGAY ILANGAY,
LUPON, DAVAO ORIENTAL.”
WHEREAS, the Republic Act No. 10742, or the Sangguniang Kabataan (SK) Reform Act of
2015, under Chapter II Sec. 8 (b) state that “Approve the annual slice of the Annual Barangay Youth
Investment Program before the start of the succeeding fiscal year, and, if the Sangguniang Kabataan
funds allow, a supplemental budget.”
WHEREAS, the Sangguniang Barangay, with the concurrence of the Sangguniang Kabataan
and Katipunan ng Kabataan of Barangay Ilangay, Lupon, Davao Oriental drafted the approved a
Comprehensive Barangay Youth Development Plan for 2024-2026 last DECEMBER 8, 2023.
WHEREAS, this body adheres to the provisions and requirements stated in the Republic Act
No. 10742, DBM-DILG-NYC Joint Memorandum Circular No. 1, S. 2019, and all other pertinent laws
and regulations;
NOW THEREFORE, on motion by SK Chairperson Princess Mae V. Suyman, and duly seconded
to all present Sangguniang Barangay members;
BE IT RESOLVED; as the body hereby resolved, adopting and approving the Sangguniang
Kabataan Annual Budget for Fiscal Year 2024, utilizing available resources to the amount of SEVEN
HUNDRED FORTY-TWO THOUSAND AND EIGHT HUNDRED FIFTY ONLY (P 742,850) of Barangay
Ilangay, Lupon, Davao Oriental;
RESOLVED FURTHER; that the copy of this resolution with enclosed copy of 2024 ABYIP and
SK Annual Budget Annex A, furnished to LYDO-Lupon, Davao Oriental, Sangguniang Barangay of
Ilangay, Municipal Accounting and Sangguniang Bayan of Lupon and other concern agencies for their
review and information;
RESOLVED FINALLY; the effectively this resolution shall take effect on January 1, 2024.

ORIENTAL.”
WHEREAS, the Republic Act No. 10742, or the Sangguniang Kabataan (SK) Reform Act of

ORIENTAL.”
WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the State
recognizes the vital rule of the youth in nation-building and shall promote and protect their physical,
moral, spiritual, intellectual, and social well-being;
WHEREAS, the Implementing Rules and Regulations (IRR) of Republic Act 10742 also known
as the Sangguniang Kabataan Reform Act of 2015 provides in Chapter 2 Section 8 paragraph (a)
states that: “in Consultation and with the concurrence of the Katipunan ng Kabataan and within
three (3) months from the assumption of office, formulate a three-year rolling plan, which shall be
known as the Comprehensive Barangay Youth Development Plan which shall serve as basis in
preparation of Annual Barangay Youth Investment Program and Annual Youth Development Action
Plan;
WHEREAS, the Sangguniang Barangay of Barangay Ilangay, Lupon, Davao Oriental with the
concurrence of the Sangguniang Kabataan of the Barangay drafted and approved the revised
Comprehensive Barangay Youth Development Plan;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED TO ADOPT AND APPROVE
THE ANNUAL BARANGAY YOUTH INVESTMENT PLAN (ABYIP) FOR CY 2024 OF SANGGUNIANG
KABATAAN IN BARANGAY ILANGAY, LUPON, DAVAO ORIENTAL.
RESOLVED FINALLY, to furnish copies of this resolution to the Commission on Audit (COA),
the Sangguniang Bayan of Municipality of Lupon, Municipal Budget Office, Municipals Accountant’s
Office, Municipals Treasurer’s Office and the Municipal Planning and Development Coordinator’s
Office, and all concerned agencies for the information, guidance, and appropriate action.

WHEREAS, the Sangguniang Kabataan of Barangay Ilangay, Lupon, Davao Oriental finds its
necessary to align the approved CBYDP with the MYDP;
 WHEREAS, the Comprehensive Barangay Youth Development Plan of Barangay Ilangay,
Lupon, Davao Oriental shall hence be dated 2024- 2025, and carry amendments, based on the
Municipal Youth Development Plan;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG
KABATAAN OF BARANGAY ILANGAY, LUPON, DAVAO ORIENTAL to approve the Comprehensive
Barangay Youth Development Plan CY 2024- 2025.

three (3) months from the assumption of office, formulate a three-year rolling plan, which shall be
known as the Comprehensive Barangay Youth Development Plan which shall serve as basis in
preparation of Annual Barangay Youth Investment Program;
WHEREAS, the Sangguniang Kabataan of Barangay Ilangay, Lupon, Davao Oriental has
approved its Comprehensive Barangay Youth Development Plan 2024 - 2025 prior to the approval of
the Municipal Youth Development Plan;
WHEREAS, the Municipal Youth Development Plan was recently approved.
WHEREAS, the Sangguniang Kabataan of Barangay Ilangay, Lupon Davao Oriental finds its
necessary to align the approved CBYDP with the MYDP;
WHEREAS, the Comprehensive Barangay Youth Development Plan of Barangay Ilangay,
Lupon, Davao Oriental shall hence be dated 2024 - 2025, and carry amendments, based on the
Municipal Youth Development Plan.
 NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG
KABATAAN OF BARANGAY ILANGAY, LUPON, DAVAO ORIENTAL to approve the Comprehensive
Barangay Youth Development Plan CY – 2024- 2025.
Adopted this 8TH day of December, 2023 at Barangay Hall, Barangay Ilangay, Lupon, Davao
Oriental.

“A RESOLUTION ADOPTING AND APPROVING THE SANGGUNIANG KABATAAN ANNUAL

PROCUREMENT PLAN (APP) CALENDAR YEAR 2024 OF BARANGAY ILANGAY, LUPON, DAVAO
ORIENTAL”
WHEREAS, Rule 6 Section 7.2 of the 2016 Revised Implementing Rules and Regulations (IRR)
otherwise known as Government Procurement shall be undertaken unless it is in accordance with
the approved Sangguniang Kabataan Annual Procurement Plan (APP) of the procuring entity;
WHEREAS, the Bids and Awards Committee (BAC) of herein local unit in accordance with the
different offices had submitted the approve Sangguniang Kabataan Annual Procurement Plan for CY
2024 to herein Sanggunian for the adoption and approval;
WHEREAS, the APP shall be used by the procuring entity of the local unit in undertaking early
procurement activities for the Year 2024;
WHEREAS, the committee report was adopted by the herein Sangguniang Kabataan on
December 8, 2023 in regular session recommending the adaptation and approval of the
Sangguniang Kabataan Annual Procurement Plan (APP) for CY 2024 of Barangay Ilangay, Lupon,
Davao Oriental;
WHEREAS, on motion of SK chairperson Princess Mae V. Suyman, Committee Chairman on
Bid and Awards and jointly seconded by the Sangguniang Barangay members present, it was;
RESOLVED, as it is hereby resolved to adopt and approve the Sangguniang Kabataan Annual
Procurement Plan (APP) for CY 2024 of Barangay Ilangay, Lupon, Davao Oriental;
 RESOLVED FINALLY, to furnish copies of this resolution to the Commission on Audit (COA),
the Sangguniang Bayan of Municipality of Lupon, Municipal Budget Office, Municipals Accountant’s
Office, Municipal Treasurer’s Office and the Municipal Planning and Development Coordinator’s
Office, and all concerned agencies for their information, guidance and appropriate action.
