PRACTICABILITY
Maraming Pilipino ang ayaw sa ROTC sapagkat marami ang concerned na baka mangyari ulit ang mga
pagkakamali na nangyari noong mayroon pang ROTC. May mga dahilan kung bakit hindi ito gagana sa
ating bansa at ayun ay ang mga sumusunod:
FIRST argument: That some students will only use it for violence
Napaka laki ng posibilidad na gagamitin ng mga estudyante para gamitin nila ang kanilang mga
matututunan sa maling paraan lalo na’t marami ang nagrerebelde na kabataan ngayon. Ito ang
isa sa mga ebidensya riyan:
As reported by CNN Philippines, on March 12, 2019, A student trainer for the Reserve Officers
Training Corps (ROTC) program of an Iloilo college killed a cadet after hitting his head repeatedly
with an iron pipe.
The suspect, 22-year-old Elmer Decilao, reportedly struck Willy Amihoy a number of times on
the head inside a comfort room of Iloilo State College of Fisheries, Dumangas Campus.
S/Supt. Marlon Tayaba, Iloilo Police chief, said Decilao faces murder charges. He added Decilao
claimed he killed the victim because of an old grudge.
"Itong suspect e pinagbibintangan na kumuha ng wallet ng biktima," Tayaba said. "Parang nainis
nawala sa sarili sa galit niya dahil kumalat na 'yung ganong balita, 'yun ang ginawa ng suspect."
Kung ipu-push pa rin ang ROTC, malaki talaga ang chansa na salungat sa inaasahan na
magandang epekto ng ROTC ang mangyayari.
SECOND argument: That it will add to the cumbersome (heavy and therefore difficult to carry or use)
time of the students that they will have difficulty handling their schedule
While in senior high school, the students have to attend mandatory commitments, kung
magkakaroon ng ROTC. They are required to take the classes required for their ROTC program,
in addition to all the classes that are requisite for their strand, kung hindi aalisin ang k-12. The
students will have to participate in mandatory training events outside of class time; this may eat
up a chunk of the students' summer vacation and, as a result, mas lalo silang mahihirapan at
mapapagod.
THIRD argument: That imposing this only adds to the burden of our country's expenditure
As reported by CNN Philippines, making the Reserve Officers' Training Corps (ROTC) program
mandatory for senior high school students would require an annual budget of 38 billion, a
Senate hearing on August 20, 2019 showed. To demonstrate how huge the amount is, Senator
Sherwin Gatchalian compared it to the funding for the government's free college education
program, which is about 40 billion.
The government should devote their attention to more important matters in our country’s
schools katulad ng mga kakulangan sa classrooms at mga libro. Bakit uunahing gastusan ang
ROTC kung samantalang ‘yung basic na problema sa mga paaralan ay hindi maayos?
CONCLUSION:
Napaka-risky kung isusulong ang ROTC Program. Maaring mangyari ulit ang nangyari kay Willy Amihoy at
Mark Chua. It should be noted na hindi lamang ang ROTC ang makakapag-turo sa mga kabataan ng
Nationality and Patriotism.
BENEFICIALITY
A lot of Government Officials think that ROTC is a good idea in the reason that it will teach the students
nationalism, patriotism, and discipline. Ngunit kung titignan, ROTC is actually a bad idea for our country.
FIRST argument: It is not the only way to teach nationalism, patriotism, and discipline
Natuturuan na ang mga estudyante ng nationalism, patriotism, and discipline. Sa pag recite sa
mga lessons sa kanilang klase; nadoon na ang disiplina. Sa mga flag ceremonies, anthems, at
mga parada na kino-conduct ng mga paaralan. For democratic states, discipline and patriotism
do not equate to obedience. It means responsibility.
Hinihikayat nito ang hindi tapat, pandaraya, at iba pang paraan ng paglutas ng mga problema.
Hinihikayat nito ang panlilinlang at ang banta ng pag-label sa isang tao bilang hindi makabayan
kung hindi sila sumunod. Ang huling bagay na kailangan ng kabataang Pilipino ay ang mas
maraming pagtuturo na para bang sila ay higit pa sa mga bot na nagmamartsa sa paligid ng field.
SECOND argument: It is dangerous for those who are not physically fit
In ROTC the students will be trained physically. Mate-train sila kung paano lumaban. Ibig sabihin
kailangan nilang tumakbo ng ilang beses sa field, do push-ups, at iba pa. But not everyone is
physically fit for this.
As reported by CNN Philippines, published on June 26, 2019, A student suffered cardiac death
after attending a Reserve Officers' Training Corps (ROTC) training in Zamboanga del Sur. The 21-
year-old cadet, identified as Roel Sedenio, was rushed to the hospital after passing out during a
morning physical fitness routine that was part of a one-month advanced training in Barangay
Dao, Pagadian City.
Doctors at the Zamboanga del Sur Medical Center said he suffered from hyperventilation. They
discharged Sedenio, saying he only needed some rest.
But while Sedenio was resting at the barracks in the compound of the Army Reserve Command,
his co-trainees observed he was having seizures. Sedenio was brought back to the Zamboanga
del Sur Medical Center where he was pronounced dead.
Doctors said Sedenio died of cardiac dysrhythmia or abnormal heartbeat secondary to sepsis
and pulmonary congestion.
Kung ipipilit pa rin ang ROTC, what will happen to those physically unfit and mentally unstable?
Hindi lahat kakayanin itong programang ito. If they are physically unfit o mentally unstable ano
ang mangyayari sa kanila?
According to Rappler, A teacher turned legislator and an organization of alumni from the
University of the Philippines (UP) are against the proposal to make the Reserve Officers’ Training
Corps (ROTC) program mandatory for Grades 11 and 12.
Castro said ROTC was abolished in 2002 because of reports of corruption within the program.
“Bakit po ba tinanggal ‘yung ROTC no’ng 2001? Kasi maraming nareport na ginagamit ito sa
corruption…. At an early age, natuturuan na ang bata ng corruption,” she said. Marami ang mga
estudyante na binabayaran ‘yung nagtuturo sa kanila upang hindi na nila need mag-attend pero
pumapasa pa rin.
“Worse, transferring the ROTC to Grades 11 and 12 is in fact a contradiction in terms, in that
senior high school students are not even qualified for officer ship in the reserve force,” said
Delgado.
LEGALITY
