Introduction to Community-Based Management
Introduction: In times that the country face difficulty on its social, economic and environmental
aspects there is a need to address them at once for the reason of not to creating a bigger problem.
The most affected during these times are the local communities, a demand for assistance and
volunteers give way for NSTP students to participate. By the end of the course, they are expected
to demonstrate skills and preparedness when tapped for civic welfare activities.

Objectives:
At the end of the module, the student will be able to:

1. Analyze community needs.


2. Define the role of students in social mobilization.
3. Design a community-based project proposal.

Assessing Community Needs

What are community needs?


Local needs are gaps between what services exist in a community and what should exist.
It is categorized into four types of needs in the community.

1. Perceived needs: perceived needs are based on what individuals feel their needs are. The
standard may change based on each individual’s point of view. It’s important not to
dismiss perceived needs as merely opinion. Taking into account the feelings and concerns
of community members should be an essential component of your assessment.

2. Expressed needs: defined by the number of individuals who sought help. Individuals may
have felt a need and acted upon it. Be mindful of the false assumption that all people with
needs seek help.

3. Absolute needs: needs deemed universal, including those for survival (i.e. food, water,
safety, and clothing).

4. Relative needs: needs rendered necessary based on equity. The standard may vary based
on population differences.

When you conduct your assessment you will work to identify gaps and make conclusions about
the needs that will ultimately help to fill them. Categorizing needs will help you to prioritize your
actions.

What is a community needs assessment?

The Child Welfare Information Gateway’s community needs assessment definition is as follows:

“A community needs assessment identifies the strengths and resources available in the
community to meet the needs of [community members]. The assessment focuses on the
capabilities of the community, including its citizens, agencies, and organizations. It provides a
framework for developing and identifying services and solutions and building communities that
support and nurture children and families.”

Why conduct a needs assessment?

Before developing a community-based program, there is a need to have a strong


uderstanding on the gaps that exist within a community. Programs that address community needs
work to fill gaps in resources and services. But why is needs assessment important to your
organization? The assessment plays a critical role in guiding decision making and priority-setting

while involving community authorities (Baranggay Local Government Unit). By performing needs
assessment, the program will be constructed around the services that are most important to the
community.

Task 2: Familiarizing the SSC Community Needs Assessment

The Sorsogon State College performs needs assessment on its extension projects as
part of their civic services. The form that the institution utilizes for this undertaking is adapted by
the NSTP Program on its two components, the CWTS and LTS. This is to analyze the gaps in
community services and the strengths and resources available in the community.

Social Mobilization
The concept of social mobilization came from the acknowledgement that a genuine
participatory approach to development is essential for success and sustainability. It requires
working hand-in-hand with individuals, organizations, policymakers and communities to forge a
collective identity to achieve common goals.

It is also an approach and tool for the Civic Welfare and Training Group to adopt whichever
can help people to organize for collective action to resolve common problems and works towards
community advancement.

It is defined by UNICEF as a broad scale movement to engage people’s participation in


achieving a specific development goal through self-reliant efforts. It involves all relevant segments

of society: decision and policy-makers, professional groups, religious associations, commerce and
industry, communities and its members. It is a planned decentralized process that seeks to
facilitate change for development through a range of players engaged in interrelated and
complementary efforts. It takes into account the felt needs of the people, embraces the critical
principle of community involvement, and seeks to empower individuals and groups for action.

NSRC Overview
It is an organization composed of group of graduates of the CWTS and LTS components of
NSTP as mandated by RA 9163 and RA 10121, Philippine Disaster Risk Reduction Management
(PDRRM) Act of 2010.

Serial Number (SN) – refers to the unique assigned numbers/codes issued to individual students
who graduated from the NSTP. There are two (2) systems being implemented for the issuance of
Serial Numbers of NSTP, one with the military or Reserve Officers’ Training Corps (ROTC)

component of the NSTP processed by the Department of National Defense (DND) and another
with non-military or CWTS and LTS processed by CHED.

School-Based NSRC Units (SBNU) – are NSRC units established in different Higher Education
Institutions (HEIs) under CHED Technical and Vocational Education and Training (TVET) Institutions
under TESDA as defined in the Implementing Guidelines and Procedures (IGP) on the
Development, Organization, Training, Administration, Utilization, Mobilization, Operation,
Accreditation, Protection and Funding of the NSRC issued through Memorandum from the
Chairperson dated 17 October 2012.

Region Code – refers to the two-digit code number that identifies a specific region to be used in
the assignment of NNSTP Serial Numbers.
