3. CERTIFICATION OF BARANGAY ANNUAL DEVELOPMENT PLANS

Pursuant to the Joint Memorandum Circular (JMC) No. 2016-01, on the Updated Guidelines on
the Harmonization of Local Planning, Investment Programming, Resource Mobilization, Budgeting,
Expenditure, Management, and Performance Monitoring and Coordination in Fiscal Oversight, the
DILG as one of the oversight agencies was mandated to review the annual GAD Plans, Programs, and
Budgets of LGUs. To assist the DILG with the Barangay Development Plans, the LGU through the
OCPDC was tasked to review and issue the Certification of the Barangay Annual Investment Program
(AIP); 20% Barangay Development Fund; and Gender and Development (GAD) Plan and Budget.

VIII. Legal Fees One percent (1%) of every fee charged

Section 4D. Time of Payment. The fees in this Article shall be paid to the City Treasurer before approval
of Application for Zoning/Locational Clearance.

Section 4D.03. Administrative Provision. The City Mayor shall administer the provisions of this Article
and other existing ordinances, executive orders and laws relating to and governing zoning/locational
clearance.

Section 4D. 04. Penalties.

1. Any violation of the provisions of this article shall be punished by a fine of not less than One
Thousand (P1,000.00) Pesos, but not exceeding Five Thousand (P5,000.00), or imprisonment of
not less than one (1) month but not exceeding six (6) months or both, at the discretion of the
court.
2. A surcharge of 100% of the actual accomplishment of the applied project shall be imposed and
collected from any person who shall construct, install and repair, alter, or cause any change in
the use or occupancy of any building or parts thereof or appurtenance thereto without any
permit.
3. All inspection fees shall be paid with 30 days from the prescribed date, otherwise a surcharge of
25% shall be imposed.
5. RESEARCH SERVICES

The information Management and Resource Generation Division (IMGRD) provides and
furnished researchers, students, business entities, and other offices and agencies with data,
maps, project designs, feasibility studies, and other data that are available at the Office of the
City Planning and Development Coordinator (OCPDC) relative to their subject of research and
information gathering.
