SUBJECT: JOINT QUALITY CONTROL CARRIED OUT BETWEEN ESSOKA SECURITY AND THE RSO FOR
SOUTH/MBALMAYO IN ENEO FACILITIES IN THE SOUTH

Sir,

From the 16th to 18th August 2017,a security audit visit was carried in ENEO facilities in the South Region
Guarded by Essoka Security.This exercise was carried out in the presence of Mr.NTOUNG CHRISANTUS
ENEO Regional Security Officer [RSO] for SOUTH/MBALMAYO and Mr.NGOME Emmanuel Metuge Essoka
Security Operations Supervisor for the Center Region. Below are our observations and
recommendations:

ENEO SALES POINT LOLODORF

 Met the day guard on post alert in a nest physical appearance.

 The chief of center for eneo had gone for recovery in a neighboring village.
 The contractual postings were respected that is one day guard and one night guard.
 The guard demonstrated a good level of training by responding to all questions professionally.
 No post orders were found pasted on the wall.
BASIC WORK MATERIAL NEEDED
Rain Coat and rain boat.
EXSISTING SECURITY LOOP HOLES
 No guard house for the guards to shelter during adverse weather condition.
 Blown out security lamps hence the location is in total darkness in the night which is
an unhealthy condition.
RECOMMENDATION
1. Essoka Security should furnish their guards with basic work materials mentioned above to
permit the guards to work under normal condition.
2. ENEO should replace all the blown out lamps to permit the guards to have distant
visibility in the night.
3. ENEO should construct a guard’s house that should serve as shelter during bad weather
conditions.

ENEO THERMAL PLANT OLAMZE

 Met the guard on post alert in a neat physical appearance alongside the chief of post for eneo
Mr.EKO Josue.
 Contractual postings were respected that is one day and one night guard.
 The guard demonstrated a good level of training and respect of post orders.
 No post orders found pasted anywhere in the location.
BASIC WORK MATERIAL NEEDED FOR THE GUARDS

Safety shoes, rain coat and reflective jackets for the three guards.

RECOMMENDATION

I. Essoka Security management should supply their guards with personal protective equipments
PPE.
II. A perimeter fence commensurate to modern standard should be constructed round this facility
by ENEO.
Questioned the chief of center on guards’ general performance. He said, he has nothing to
reproach the guards as at now. His only complaint was the delayance of Essoka Security management to
pay the guards on time as this might give the guards negative thought especially as they solely depend
on Essoka for their livelihood at this far off land. Pleaded that we should inform our management to
resolve this issue once and for all.

EXISTING SECURITY RISK

 Complete absence of perimeter fence as undesired persons and reptiles could access the
location unperturbed from any direction.
 Guard house has holes all round as snakes could meet the guard in the guard house.

RECOMMENDATION

I. Essoka security should supply their guards with safety shoes, raincoat and reflective
jackets.
II. ENEO should construct a standard perimeter fence with barb wires placed all round the
top to prevent undesired individuals accessing the location.
III. Maintenance should be carried out on the old guard house.

ENEO THERMAL PLANT AMBAM

 Met the day guard on post alert in tennis.

 Contractual postings were respected that is one day guard and one night guard.
 Guard demonstrated good level of training.
 No post orders pasted in the location.
BASIC WORK MATERIAL NEEDED BY GUARDS

Safety shoes,raincoat,umbrella and reflective jacket.

Questioned the chief of post Mr.NGWA Joseph on the guard’s performance, he said, the day guard has a
problem of communication given that he is English speaking and most of their clients/visitors are French
speaking, added that the guards lack personal protective equipments PPE as required at ENEO sites.
EXISTING RISK

 The perimeter fence is very porous as un authorized persons could access the location from any
angle.
 We also noted that there are overgrown trees deside the perimeter fence.This constitute a risk
in that suspects can use it as hide out.Further more,dangerous insects and reptiles can use it as
habitat and consequently sting or bite the occupants.It should be noted that with the presence
of there over grown bushes,distant visibility is hindered at night.
RECOMMENDATION
 We propose that insecticide should constantly be sprayed around this location
to scare reptiles and harmful insects.
 We recommend that a brick perimeter fence be constructed around this
location.

ENEO DELEGATION EBOLOWA

This premises harbor both the National Social Insurance offices [CNPS]and Eneo Regional Delegation for
the South Region.

 Contractual postings are respected.

 No post orders were found anywhere on site.

BASIC WORK MATERIAL NEEDED BY GUARDS

1, Rain Coat, rain boat and reflective jacket.

EXISTING RISK

I. The perimeter is not only short but equally lacks barb wires to prevent un wanted persons
scaling in to the location.
II. The lorry gate is inexistence hence vehicle access and exits the location at will. As a consequence
no access control is being carried out by the guards.
III. No guard shark at the entrance to permit the guards to filtrate visitors or log in and out
movement of persons and vehicles.

ENEO THERMAL PLANT EBOLOWA

Met the day guard on post alert with a very poor physical appearance, over grown hair and bushy chin,
looks very timid given that he was hired barely a month ago. Had no whistle on him.

BASIC WORK MATERIAL NEEDED

I. Safety shoe Essoka Security management should supply their guards with personal protective
equipments PPE.
II. A modern perimeter fence commensurate to modern standard should be constructed round this
facility.
EXISTING RISK

 Chicken perimeter fence is not only low but lack barbs wires all round the top to prevent suspect
scaling over in to the location.
 This location has huge gas oil storage tanks hence not correct for a single night guard.

RECOMMENDATION

1, The perimeter fence should be constructed in brick with spiral barb wires attached all round the top
to prevent suspects scaling in to the location.

2, Given the huge stock of gas oil on site we recommend for two guards to be posted in the night shift
with one manning the access and the second the rear.

ENEO WARE HOUSE EBOLOWA

Contractual posting were respected that is one day and two nights.

Met the day guard with very dirty physical professional appearance, very bushy chin and dirty uniform.

EXINTING RISK

1The location has no perimeter fence with diverse materials on site.

2There is an open wood park beside the bushes at the rear of the location without security light.

RECOMMENDATIONS

I. A perimeter fence of modern standard should be constructed round this wood park.
II. A watch tower should be constructed around the wood park storage zone to permit the guard
have a distant visibility in the night.

NB From my appraisal of the guards performances in all the sites, it should be noted that the guards in
the out skirts are neat and have a good level of training, while those in EBOLOWA are very
unprofessional.
