SUBJECT: ENEO SOUTH REGIONAL SECURITY SERVICE PROVIDER’S MEETING


– JULY 2017

Sir,

We write to present feedback report from the ENEO South Regional Security Service Provider’s
meeting that took place in EBOLOWA at the ENEO Delegation RSO’s office on the 07/07/2017. The
meeting as usual was attended by the three security service providers, SSP (ESSOKA SECURITY,
G4S and DAK SECURITY) operating with ENEO in the South Region. The meeting started about
12H30 and chaired by the Regional Security Officer (RSO) for MBALBAYO/South Region MR
NTOUNG CHRISANTUS. The following persons attended the meeting:

2. Mr. FONDZE JOSEPH- COORDINATOR ESSOKA Security.
3. Mr. AWAWM HENRY – CSM G4S.
4. Mr. VUYUFAMBOM SAMUEL – ESSOKA SECURITY SOUTH AREA SUPERVISOR
FOR ENEO.
5. Mr. MENHOA ALAIN- DAK SECURITY SOUTH AREA SUPERVISOR.
6. Mr. MESSI PROSPER- G4S MBALMAYO AREA SUPERVISOR FOR ENEO.

The agenda for the meeting was presented as follows:

1. Revision of last minutes


2. Monthly activity reports
3. Submission of PVs/Client Contract
4. Guards rehearsals – Coordinators/RSO (Verification of Contract Document)
5. Review of Major incidents at ENEO premises
6. Open discussion
I. After a review of the last minutes, the RSO said difficulties in implementing security
procedures and policies in the South come from the fact that the South Region just received a
Regional Security Officer for the first time as this position at first was being managed from
Yaounde. Employees have for the past years had a look warm attitude on security and now
finding it difficult to operate with the policies in place.
As a point of note to the G4S representative who came for the first time, the RSO said it will
be better for G4S Management to appoint a regular Coordinator for South for better practices
after the departure of Coordinator ATOUFUNG.
II. It was remarked that Monthly reports were not reaching the RSO and resolved that the
Monthly reports should reach the RSO latest the 25th of every Month.
III. After haven pointed out that PVs are taking too long to be signed, it was agreed upon that all
PVs should be deposited alongside the Monthly reports so that they can be signed and handed
back to SSP during Monthly meetings.
IV. Guards ‘rehearsals will take place between the 28th and 31st August 2017 given the numerous
complaints from the field. Before then all SSP are called upon to revise the post orders of the
various locations and get them handy to be given to guards during this rehearsal period. The
various SSP shall be communicated on the days of visiting their sector. SSP should prepare
motivation for the guards and the various post materials needed at various sites which shall be
verified.
The case of OLAMZE on contrary instructions to the post orders was raised in which the chief
of site wrote and signed a post order that guards should not be verifying the trucks’
compartment after offloading. RSO to take measures on this given that fuel tracking is one of
the most priority exercises to ENEO Security department.
V. It is reported that the South Region with the past Month recorded various theft incidents at
offices, in some sales points, at the residences, aggression of employees in taxis and transport
vehicles as well as attempted theft of ENEO Vehicles.
The major cause of these the incidents is refusal to attend and respect internal procedures.
PREVENTION
- Participation in security forums will limit some of these incidents as practical cases will be
discussed and preventive measures given.
- No exchange of keys to non users at officers and sale points.
- Guards should take note of who parks and drives out any ENEO vehicle as they will be
playing the role of complicity to any theft vehicle.
- SSP should report in case of any ENEO vehicle found parked at risk zones.
- Employees should respect security procedures at the residences.

VI. – Coordinators questioned to have not seen any contract document apart from the post orders.
RSO responded that they should get to their various Managements to get the document.
-It was noted that the reduction of effective from the various sites by ENEO does not take in
to consideration the equivalent risk, thus many sites are exposed to various forms of risks.
- After the verification and signing of some PVs, the meeting ended at about 14H10 with
rendezvous taken for the 05/08/2017 in Ebolowa, same venue.
