Narrative Report on Schools Best Practices on SBM

I. Brief Introduction
School holds a very special place in our memories. The leaders are not administrators who
love to run others but somebody who carries water for their people so that they can get on with their
jobs. The journey, lectures, the fun in the classrooms and the companionship of friends are memories
that make the school a very special place wanting their learners to succeed. But they can only make a
lasting difference when they focus on specific goals and strategies for change.
Every school has its own story to tell wherein the journey of Payapa ES School-Based
Management marked in its history. “Pursuing Excellent Service” in advocating and implementing
different Programs, Projects and Activities (PPAs) to sustain of being a Child-Friendly School always
its guiding principle.
Despite the challenges brought about by Taal Volcano eruption and COVID-19 pandemic,
programs initiated by the school’s stakeholders were effectively and successfully implemented to give
and provide the best education for the learners, developing them holistically and prepared into
responsible citizens of the society.
Payapa ES is one of the top performing schools in the District of Lemery and even in the
Division of Batangas. Lots of awards both in academic and non-academic were achieved showing its
commitment in providing the best and be at par with other learning institutions. The school’s key
stakeholders shared a common understanding and commitment thus improving the existing level of
performance of the school and created a more effective learning environment for learners with the
strong support and unlimited involvement of internal and external stakeholders.
Various initiatives made the greater creativity in accomplishing all the programs, projects,
and activities in maintaining/enhancing the school “Access, Quality and Governance” that
responded the needs of the learners. School good governance entails great responsibility pursuing for
greater possibilities of improvement. Payapa ES effectively sustain, build meaningful School-
Based Management through strong partnership and collaboration with stakeholders wherein love,
respect, unity and happiness among them resulted to productive and unified school organization
guided by “Optimistic Leaders through Innovative and Valued-Education-Yielding for Exemplary
Graduates”.

II. Executive Summary


The success of Payapa ES SBM journey always guided by the school Vision, Mission and
Core Values that were internalized by all stakeholders believing in the famous quotation “In order to
carry a positive action, we must develop a positive vision” to see the best in everything.
With much aspiration in delivering first-rate services to the school clientele, being the heart
of Payapa ES SBM practices, different challenges, issues and concerns were encountered and given
much emphasis and prioritized. Payapa ES made sure of the effective delivery of services to ensure
the effectiveness of all the stakeholders involved and their committed duties and shared
responsibilities.
Unity and teamwork were developed among them, all Network within the school and all
school- community stakeholders joined hands and implemented Project OLIVE in PES. Project
OLIVE in PES ( Optimistic in championing Payapaneous, Leading to inspire in Innovating
programs to fully realize school Vision.. developing Empowered school stakeholders in Pursuing
Excellent Service.) addressing and resolving all issues and concerns of the school to achieve

great/high accomplishments and performance on Leadership and Governance, Curriculum and


Instruction, Accountability and Continuous Improvement and Management of Resources to
raise pupils learning outcomes through the strong support, collaboration and linkages in all
stakeholders concerned align to the PES 10 point agenda.

Despite some challenges that came along the way, PES continuously pursue and delivered
excellent services to assure the best education and quality learning to every Payapaneous. Project
OLIVE in PES has great impact and implication that contributed much to the exemplary
performance of the learners, teachers, school, other school clientele and the community stakeholders
working collaboratively with strong determination . Behind the success of the school programs and
projects were the unmeasurable support and dedication of PES internal and external stakeholders in
the full blast implrementation of all school PPAs in all key result areas.
All these collaborative and shared best practices, interventions and innovations Payapa ES
achieved great performance and achievements in all of its endeavor.

III. Highlight of Accomplishment

Payapa Elementary School maintains its glitter as it continues to provide high quality
education, notable triumphs and accomplishments. These were garnered by the achievements of the
pupils, instructional leaders and school head.
As the saying goes, “No man is an island”. PES will not be able to harbor the sweetest fruit of
labor if not working collaboratively… so all stakeholders continuously
Pursue Excellent Service in advocating and implementing different Programs, Projects and Activities
(PPAs) to sustain of being a Child-Friendly School, strengthen the implementation of Child Protection
Policy, Anti-Bullying Policy, No Collection Policy, enhance and capacitate teachers’ potentials
through Gender and Development, encourage and increase the participation rate of all school-going
aged children through Oplan-Balik Eskwela, Early Enrollment Campaign and Community-Based
Mapping. Create and nurture productive performance of learners through conducting intervention
programs in Alternative Delivery Mode and Home Visitation to maintain Zero Drop-Out Rate and
reduce Student-at-Risk of Dropping-Out (SARDO). School HandBook was crafted as a guide in the
implementation of the school standard procedures and policies. Effective implementation of various
PPAs to sustain/maintain the 100% Key Performance Indicators particularly, Graduation Rate,
Promotion Rate, Retention Rate, Completion Rate, Participation Rate and maintain the Zero
Repetition Rate.

PES did the full-blast implementation of the school Banner Program, the Project NEAP-
MAC (Nurturing and Exploring All Pupils to Meaningful Activities) to uplift the learners
performance in all aspects through enriching the curriculum instruction by quality-assured learning
resources including the provision of functional school library; utilizing E- Learning Classrooms from
the DepEd Computerization Program (DCP) to enhance computer skills and apply positive use of ICT
in teaching and learning; aadministering pre-tests, post-tests and Quarterly Examinations to determine
strengths and weaknesses of the pupils and discover learning gaps to provide
interventions/adjustments due COVID-19 pandemic. Different interactive activities were done
making the learners transformed, empowered, aspired, challenged in achieving relevant and education
The school headed by the school principal effectively implemented Project SBM 2 (Sustain-
Build Meaningful School-Based Management), wherein she generated support and tied-up with
external stakeholders such as LGUs, PTA, Pantawid Pamilya Pilipino Program (4Ps) and NGOs
(World Vision and Save the Children) and other private organizations/individuals to seek assistance in
implementing various educational programs, projects and activities and services through Project
LoveRs-UHapS (Love, Respect, Unity and Happiness among Stakeholders). Activities in creating
and nurturing productive partnership incorporated in Project PUSO (Productive, Unified
Stakeholders Organization) wherein volunteers and the school were bridged through Adopt-a-
School Program and Brigada Eskwela.
Organized school programs that support the welfare of the pupils and teachers through the
implementation of Youth Formation Development Programs led by SPG, Yes-O, and other School
Club Organizations headed by the concerned advisers/coordinators in developing communication
skills, inquiry group dynamics and cooperation among the learners, sustained and enhanced by
various activities incorporated in Project M-SIPAG KASAGIP (Makiisa-Sipagan Pagtatanim…
Kalikasan Sagipin) and in Project YAKAP (Yakapin ang Kapwa at Pahalagahan).
Capacitated teachers’ skills and potentials for development through Project TEACH
(Transform, Empower, Aspire, Challenge and Help developing them 21 st Century teachers) by
attending different seminars/workshops/in-service trainings/LAC Sessions with Demonstration
Teaching and pursuing Graduate Studies/Post Graduate Studies. Research congress and conferences
were actively participated in by teacher-research enthusiasts. Needs in training were addressed
through mentoring and coaching for the purpose of uplifting the approaches and strategies/techniques
to teaching were enhanced through SLAC and INSET and other DepEd initiated seminars.
Ensured conducive learning environment by prioritizing the needs, maintaining, and repairing
school facilities through closed monitoring and supervision in evaluating the school physical
environment status.
School’s Citizen Charter and new channels of communication strengthened the systematic
workflow of services of all the stakeholders in sustaining its harmonious and strong relationship
guided by the school mantra “We are one with one dream, one voice in one direction; always seeing
the best in everything to develop a positive vision for a positive action.”

IV. Technical Assistant provided


Payapa Elementary School is a learning institution which is governed by the fundamental
principle of inclusive education. It truly ensures that no child should be left behind. . The school
popularizes and imbibes its guiding principle “PAYAPA ES: THE HOME OF ACHIEVERS AND
VALUE-LAIDEN INDIVIDUALS”.

Guided with the School Improvement Plan and Annual Implementation Plan, workforce of
Payapa ES in collaboration with the stakeholders provided technical assistance by the SDO Batangas
Province top management, SDO SBM Coordinators and focal persons and most importantly, technical
support and assistance by the Lemery District public schools district supervisor and school heads and
other linkages.
Techniques and strategies on the effective and continuous implementation and sustainability
of all the school programs, projects and activities were the TA provided that worthy to mention.

For the fullest realization of the school goals “Developing the school clientele holistic
individuals Payapa Elementary School maintains its glitter as it continues to provide quality
education, notable triumphs and accomplishments through the strong support of its stakeholders in
initiating programs and projects that address learning gaps and contribute to the holistic development
of the learners.
