Greetings!

It is always an honor to join all of you here in paving new roads for a more just, more
developed, and a more inclusive Capiz. As a start, I would like to welcome everyone who
joined us today and commend your unceasing efforts to remind us on how important
partnership is. It gives me great pleasure to welcome you to the 2019 Grand Kabalaka
Sectoral Development Summit. I am telling you that we are writing a new chapter in our
history for this summit will breathe a new life into our government that is of the people,
by the people, and for the people. Together, we can build a provincial government that is
for all the Capiznons.

When I entered the Hall of Governors and saw the number of people in this hall. I felt the
excitement, the hope, and the competitive spirit that comes from being challenged. I am
excited for the people uniting in this room showed me the vision of what Capiz could
become. I felt hope because your presence here today is a celebration of just how quickly
things are turning around. And I felt challenged and energized because of the
possibilities, and chances of change you bring with you in this summit.

I was elected on the promise to reduce poverty and improve the lives of our people kag
ang akon kadalag-an nagapamatuod sang inyo pagsalig kag pag-aprisiyar sang akon bug-
os kag hamili nga pag kabalaka para sa aton probinsya. Kamo gid ang yara sa likod kung
ngaman nangsi madinalag-on ang aton subong nga probinsya. Ang inyo kapisan kag
pakigbahin sa mga programa sang aton Gobyerno Probinsyal nga ginhatagan niyo
seryoso nga pagtamod ang sahi sang aton kadalag-an.

Tuman gid kalapad sang inyo partisipasyon nga naghatag sang dalan nga mangin mayor
nga aspeto sang aton pagserbisyo ang kabalaka sa aton katawhan.

Nalipay gid ako kay kaupod ko kamo nga nagaalagad sa aton probinsya nga may
kabalaka. Nahibaluan ninyo ang panumpa sang aton Gobyerno Probinsyal nga mangin
matuod nga taga-apin sang inyo kawsa kag mag-alagad nga nahisanto sa aton 6k Agenda:
Karsada, Kaayong Lawas, Kabuy-anan kag trabaho, Kaalam, Kaayo sang Palibot, kag
Kalinong.
I am happy to be with all of you today to encourage all of you to participate in the
Kabalaka Sectoral Development Summit. I can’t measure how pleased I am that so many
organizations and individuals from the social, economic, and environmental sectors are
attending this summit. Your actions today and the advocacies you champion make one
thing clear: The people of Capiz share an increasing desire to speak, to be heard, and to
be part of the molding of their futures. As the father of your province, I will listen to all
you as you share you concerns and together, we can create responsive programs that
effectively caters to your needs.

We have come together in recognition of our social crisis and the need to do something
about it in a positive and integrated way.

But laws alone are not enough. What we should do is implement them strictly. and build
on the current partnership with sectors. As such, I call on to our local government units
today. I am urging you to put into action and rigidly implement the crucial laws
associated to the consolidated concerns we are faced with.
Sa amon parte, ginapapisan pa gid kag ginapapag-on namon ang paghimo sang mga laye
kag pagsulundan nga magasuporta sa aton mga katapu. Subong sina, ginahinyo namon
kamo nga ipabutyag ang inyo balatyagon bahin sa pagpatuman sang mga katungdanan
sang mga pamunuan para mapadayon naton ang aton tampad nga serbisyo sa aton
nasakupan. Ini nagapakita sang amon pagtamod para masiguro ang kaayuhan sang tagsa
ka katapo naton.

Together, we will create a more equitable society and a government that strives toward it.
By aligning our efforts with that of the whole province, we can attain our shared goal of a
better Capiz. The support and cooperation of everyone present here can pave the way for
the remarkable transformation of Capiz. What I saw here today opened my eyes to a
vision of the future of our province. It means your love for your work, your commitment
to serve your community and your dedication to your family truly made a huge
difference. Never before was I so proud of the Capiznons than on this day.

Busa mangin determinado kita nga magbuligay, kaangay sang mga bahin sang tawhanon
nga lawas. Together, we can create a future where everyone gets what they truly deserve.
Hand in hand, we can make a better Capiz. That is the purpose – and the hope—that
animates us as we begin the 2019 Grand Kabalaka Sectoral Development Summit.
