Sangguniang Barangay Resolution No. 2021-05-02-01

RESOLUTION RECOMMENDING MRS. MINERVA M. ELARDO TO THE HON. JOSEPH S. TAN, CITY
MAYOR, AS AN APPOINTEE TO THE SANGGUNIANG BARANGAY OF GENERAL MALVAR

WHEREAS, Section 390 of the Local Government Code provides that the “sangguniang barangay,
the legislative body of the barangay, shall be composed of the punong barangay as presiding officer, and
the seven (7) regular sangguniang barangay members elected at large and sangguniang kabataan
chairman, as members.”;

WHEREAS, on May 2, 2021, at about 7:00 in the morning, one of the members of the Sangguniang
Barangay, the Hon. Orlando Almazan Elardo passed away due to Pleural Effusion secondary to Pneumonia
thus creating a permanent vacancy in the sanggunian;

WHEREAS, the Local Government Code provides in Section 45 (a.3.) that “Permanent vacancies in
the Sanggunian where automatic succession does not apply shall be filled by appointment by the city
mayor, in the case of sangguniang barangay, upon recommendation of the sangguniang barangay
concerned.”;

WHEREAS, three (3) names were floated to the Sangguniang Barangay for recommendation to
the City Mayor for his appointment. They were Mrs. Minerva M. Elardo, widow of the late Orlando A.
Elardo; Mr. Rodanson A. Aguiatan, Barangay Administrator and former Barangay Kagawad; and Mrs. Ma.
Teresa D. Sison, Barangay Liaison Officer;

WHEREAS, Mrs. Minerva M. Elardo was chosen by the Sangguniang Barangay to be recommended
to the city mayor, Hon. Joseph S. Tan as a replacement to the late Hon. Orlando A. Elardo;

WHEREFORE on motion of the Hon. Anita R. Tolentino, be it –

RESOLVED, as it is hereby resolved, to recommend Mrs. Minerva M. Elardo to the Hon. Joseph S.
Tan, City Mayor, as an appointee to the Sangguniang Barangay of General Malvar.

RESOLVED FURTHER, that copies of this resolution be forwarded to the Office of the City Mayor,
the Department of Interior and Local Government – Santiago City, Mrs. Minerva M. Elardo and all other
offices concerned.
