Subject: REQUEST FOR EXTENSION IN IMPLEMENTATION PERIOD OF FEASIBILITY

STUDY OF SINDH BARRAGE PROJECT FROM 01-07-2022 TO 30-06-2023
Ref: Your office letter No. 1(380)/2019-AC dated August 18, 2022

Apropos the letter at reference, it is apprised that PC-II Proforma for Feasibility Study of Sindh
Barrage Project through technical expertise of WAPDA was approved by DDWP on November 01,
2019. The Feasibility Study was substantially (95%) completed in December 31, 2021. During the
stakeholder’s consultations, Irrigation Department, Govt. of Sindh, being the major stakeholder of
the project, emphasized that the Feasibility Study be carried through reputable international
consultants. Therefore, Foreign Consultants M/s Deltares (Netherlands) JV having experience of
coastal area development projects was engaged on March 07, 2022.

Foreign consultants visited the project area and hold meeting with Irrigation Department, Govt of
Sindh from May 29, 2022 to June 04, 2022. In the light of stakeholder’s comments, consultants are
conducting 3-D modelling of Indus Channel & Delta by considering different river flows and sea level
scenarios. The ground verifications are also being carried out for validation of model results. The
unprecedented rainfalls and flooding in the southern part of the country including the project area
has hampered the model validation process. Foreign consultants will submit the draft Feasibility
Study upto November 30, 2022 that will be shared with stakeholders for review/ comments. The
foreign consultants will visit Pakistan to finalize the Feasibility Study in consultation with
stakeholders’ upto March 2023. Accordingly, the payments/ liabilities of consultants will be cleared
up to June 2023.

It is worth mentioning that the revision of PC-II is not required as additional cost of Consultancy
Services are being met through re-appropriation of WAPDA salary & non-salary costs with the
approval of MoWR dated June 06, 2022.

In view of foregoing, Extension of Time upto June 30, 2023 may be granted to complete the
feasibility study, please.
