M&E: What is it?
• Monitoring – continuous data

aspects of implementation to
ensure that it is on track

implementation is achieving its
objectives or intended results

Why is M&E important?
M&E as link between
LGUs’ planning cycles:

•What we were able to
accomplish or deliver

we contribute to it
•How near (or far) are we to
our vision for the LGU

M&E in RA 7160
(An Act Providing for a Local Government Code of 1991)

• M&E as a built-in function of the sectoral or functional


committees (Rule III, Article 182, g, 3, vi, IRR of RA 7160)

• M&E function of Local Planning and Development Office


– “Monitor and evaluate the implementation of the
different programs, projects and activities in the local
government unit concerned in accordance with the
approved development plan” (Sec. 476, b, 4, RA 7160)

ecological profile
– Investigate stories behind statistics in ecological profile
– Validate and analyze data and stories to tell the peace
journey of the LGU
• Outcomes Data and Analysis is valuable in the
formulation of a communications plan

Evaluation and Learning Plan
• Within the M&E Plan, identify planned activities to:
– Integrate evaluative process in the assessment
processes that influence plan review and formulation
– Conduct evaluation studies, if possible engage the
academe or civil society for:
•evaluation study: focusing on implementation process and
immediate outcomes towards the recalibration of PPA design
and implementation arrangements (strategy level)
•Summative/Endline evaluation study: focusing on
implementation process and intermediate outcomes towards
the recalibration of policies and programs (goal level)
•Impact evaluation study: focusing on long-term impact towards
the recalibration of plans (vision level)
