Research Instruments

In this study, the researcher gathered the necessary data using a survey questionnaire and

triangulation method. The questions in the questionnaire were gathered at the Republic Act

10742.

The questionnaire is composed of three parts. Part I for the personal data of the

respondents, Part II for the questions regarding the level of performance of the Sangguniang

Kabataan of San Agustin, Isabela and Part III regarding the perceptions on of the proposed

honorarium for the Sangguniang Kabataan. Part II questionnaires was evolved using the RA

10742 on functions of the Sangguniang Kabataan. Part III questionnaire cited on-going House

Bill 109 on the proposed honorarium for Sangguniang Kabataan. It will use five-point Likert

scale namely: (5) Always, (4) often, (3) Sometimes, (2) Rare, (1) Never.

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents, analyses and interprets the data collected in order to address the

given objectives of the study.

A. The Profile of the Sangguniang Kabataan

Table 1 presents the profile of the respondents as to their gender, age, and highest

education attainments.

Gender. It can be gleaned in Table 1 that the study was mostly participated by male

Sangguniang Kabataan (SK) officials. The study was participated by 62 or 57.40% male

Sangguniang Kabataan Also, the study was participated by 38 or 35.30% female Sangguniang

Kabataan while there were eight (8) or 7.4% of the total respondents of the study who are from

to the LGBTQ community.

Age. Table 1 reveals that most of the respondents of the study were at their early

adulthood age. Most of the respondents belong to the age range of 21 – 25. There were 61 or

56.50% respondents who belong to this age bracket. Further, there were 35 or 32.40% of the total

respondents who belong to the age range of 26 – 30. Also, the study was participated by 12 or

11.10% respondents whose age is between 16 – 20 years old.

Highest Educational Attainment. It can be seen from the table that the respondents are all

educated ranging from being an elementary graduate to post graduate degree. Table 1 reveals

that 54 or 50% of the total respondents were able to go to college. Also, 21 or 19.40% of the total

respondents were able to finish their respective college education. Further, there were 19 or

17.60% of the respondents who were able to receive secondary education but was not able to

finish. The study was participated by one (1) respondent who is an elementary graduate and one

(1) post graduate degree.

B. The Perceived Performance of the Sanggunian ng Kabataan Official based on RA

Table 2 presents the performance of the Sangguniang Kabataan (SK) Chairman based

from the perception of the Sangguniang Kabataan, the barangay officials and the Katipunan ng

Kabataan. Their performance is based on the guidelines stipulated in RA 10742 or Sangguniang

Kabataan Reform Act of 2015.

The perception of the Sangguniang Kabataan about the performance of their SK

Chairman is presented in Table 2. It can be deduced from the table that the Sangguniang

Kabataan perceives that their SK chairman performs the 10 statements about the performance of

a Sangguniang Kabataan. This is based on the mean rating from 3.94 to 4.13. The Sangguniang

Kabataan conceded that the SK Chairpersons in San Agustin, Isabela calls and presides meeting

at a regular basis as stipulated in the Implementation Rules and regulation of RA 10742, that

they convene the first Katipunan ng Kabataan general assembly and conducts meeting at least

once every six (6) months.

Table 2 also reveals that the Sangguniang Kabataan believes that the SK Chairpersons

always formulate the Comprehensive Barangay Youth Development Plan, prepares and

implements the Annual Barangay Youth Investment Program and ensures the implementation of

policies, programs, and projects as contained in the Annual Barangay Youth Investment

Programs. The respondents perceive that the SK Chairpersons always sign all required

documents and warrants drawn from the Sangguniang Kabataan funds for all expenditures in the

implementation of the Comprehensive Barangay Youth Development Plan and Annual Barangay

Youth Investment Program.

The table also reveals that the Sangguniang Kabataan be accorded that the SK

Chairpersons always conduct supervision on the affairs and activities of the Sangguniang

Kabataan and the Katipunan ng Kabataan, they always coordinate with the Sangguniang

Barangay and other youth organizations within his or her barangay on youth-related programs

and projects that SK wish to initiate and implement, and that they prepares the SK annual budget

The perception of the Barangay Officials on the performance of the SK Chairman is also

stipulated in Table 2. It can be gleaned from the table that the mean rating from 3.83 to 3.97

reveals that the Barangay Officials always perform the 10 statements on the performance of the

SK Chairman. The Barangay Officials perceive that the SK Chairman conduct supervision on the

affairs and activities of the Sangguniang Kabataan and the Katipunan ng Kabataan, they also

coordinate with the Sangguniang Barangay and other youth organizations within his or her

barangay on youth-related programs and projects that SK wish to initiate and implement, and

that they prepares the SK annual budget consisting of the following: estimate income; and

expenditure programs stipulated in Joint Memorandum Circular (JMC) No. 1, s. 2019.

Further, the table revealed that the Barangay Officials recognize that the SK Chairman

always formulates the Comprehensive Barangay Youth Development Plan, prepares and

implements the Annual Barangay Youth Investment Program and ensures the implementation of

policies, programs, and projects as contained in the Annual Barangay Youth Investment

Programs. The respondents also believe that the SK Chairpersons always sign all required

documents and warrants drawn from the Sangguniang Kabataan funds for all expenditures in the

implementation of the Comprehensive Barangay Youth Development Plan and Annual Barangay

Youth Investment Program.

They also believed that the SK Chairman always calls and presides meetings at a regular

basis as stipulated in the Implementation Rules and regulation of RA 10742, that they convene

the first Katipunan ng Kabataan general assembly and conduct meetings at least once every six

(6) months.

Table 2 also presents the perception of the members of the Katipunan ng Kabataan on

the performance of the SK Chairman. It is revealed the perception that all 10 statements are

always performed based from the mean rating ranging from 3.74 to 3.86. The members of the

Katipunan ng Kabataan perceive that their SK Chairman convenes the first Katipunan ng

Kabataan general assembly and conducts meeting at least once every six (6) months. They also

aware that the SK Chairpersons always sign all required documents and warrants drawn from the

Sangguniang Kabataan funds for all expenditures in the implementation of the Comprehensive

Barangay Youth Development Plan and Annual Barangay Youth Investment Program.

The table further presents that the member of the Katipunan ng Kabataan perceives that

their SK Chairman always formulates the Comprehensive Barangay Youth Development Plan,

prepares and implements the Annual Barangay Youth Investment Program and ensures the

implementation of policies, programs, and projects as contained in the Annual Barangay Youth

Investment Programs. The table also reveals that the respondents were aware that the SK

Chairpersons always conduct supervision on the affairs and activities of the Sangguniang

Kabataan and the Katipunan ng Kabataan, they also always coordinate with the Sangguniang

Barangay and other youth organizations within his or her barangay on youth-related programs

and projects that SK wish to initiate and implement, and that they prepares the SK annual budget

consisting of the following: estimate income; and expenditure programs stipulated in Joint

In general, based from the result of the grand mean ranging from 3.82 to 3.94, the three

groups of respondents conceded that the SK chairpersons in San Agustin, Isabela always calls

and preside meeting at a regular basis as stipulated in the Implementation Rules and regulation of

RA 10742, p2that they convene the first Katipunan ng Kabataan general assembly and conducts

meeting at least once every six (6) months.

Table 2 also reveals that the three groups of respondents conceded also that the SK

Chairpersons always formulate the Comprehensive Barangay Youth Development Plan, prepares

and implements the Annual Barangay Youth Investment Program and ensures the

implementation of policies, programs, and projects as contained in the Annual Barangay Youth

Investment Programs. The respondents also acknowledge that the SK Chairpersons always sign

all required documents and warrants drawn from the Sangguniang Kabataan funds for all

expenditures in the implementation of the Comprehensive Barangay Youth Development Plan

and Annual Barangay Youth Investment Program.

The table also reveals that the respondents were aware that the SK Chairpersons always

Table 3 presents the performance of the SK Secretary as perceived by the Sangguniang

Kabataan, the barangay officials and the Katipunan ng Kabataan members. It can be seen from

the table that all 10 items were rated by the Sangguniang Kabataan as conceded with mean rating

from 3.88 to 4.07. The Sangguniang Kabataan conceded that the SK Secretary always keeps all

the records of the Katipunan ng Kabataan, prepares and updates the list of all qualified and

registered members of Katipunan ng Kabataan, prepares and updates the youth policies.

They also perceived that the SK Secretary always posts resolutions approved by the

Sangguniang Kabataan in the barangay bulletin board and in at least three (3) conspicuous

places within the jurisdiction of the barangay, and posts the annual and end-of-term reports of the

programs and projects implemented by the Sangguniang Kabataan in the barangay bulletin

board and in at least three (3) conspicuous places within the jurisdiction of the barangay.

The SK Officials also conceded that the SK Secretary always prepares and updates the

profile of Katipunan ng Kabataan, prepares and updates database studies, prepares and updates

research and registry of youth, prepares and updates youth servicing organizations in the

barangay, prepares and keep all the minutes of all assemblies of the Katipunan ng Kabataan and

of all the meetings of the Sangguniang Kabataan.

The perception of the Barangay Officials about the performance of the SK Secretary is

also presented in Table 3. The mean rating ranging from 3.71 to 3.90 reveals that the Barangay

Officials accorded on the various statements about the performance of the SK Secretary.

Specifically, they perceived that their SK Secretary always prepares and updates the profile of

Katipunan ng Kabataan, prepares and updates database studies, prepares and updates research

and registry of youth, prepares and updates youth servicing organizations in the barangay,

prepares and keep all the minutes of all assemblies of the Katipunan ng Kabataan and of all the

meetings of the Sangguniang Kabataan.

The Barangay Officials also conceded that the SK Secretary always posts resolutions

approved by the Sangguniang Kabataan in the barangay bulletin board and in at least three (3)

conspicuous places within the jurisdiction of the barangay, and posts the annual and end-of-term

reports of the programs and projects implemented by the Sangguniang Kabataan in the barangay

bulletin board and in at least three (3) conspicuous places within the jurisdiction of the barangay.

Lastly, the Barangay Officials were aware that their SK Secretary always keeps all the

records of the Katipunan ng Kabataan, prepares and updates the list of all qualified and

registered members of Katipunan ng Kabataan, prepares and updates the youth policies.

The mean rating from 3.61 to 3.88 reveals that the Katipunan ng Kabataan conceded in

all statements related to the performance of the SK Secretary as presented in Table 2. The

members of the Katipunan ng Kabataan acknowledge that their SK Secretary prepares and

updates the profile of Katipunan ng Kabataan, prepares and updates database studies, prepares

and updates research and registry of youth, prepares and updates youth servicing organizations in

the barangay, prepares and keep all the minutes of all assemblies of the Katipunan ng Kabataan

and of all the meetings of the Sangguniang Kabataan, posts resolutions approved by the

Sangguniang Kabataan in the barangay bulletin board and in at least three (3) conspicuous

Moreover, the Katipunan ng Kabataan members conceded that SK Secretary keeps all

the records of the Katipunan ng Kabataan, prepares and updates the list of all qualified and

registered members of katipunan ng kabataa, prepares and updates the youth policies.

In general, the three (3) groups of respondents accorded on the various statements related

to the performance of their SK secretary. This is based from their grand mean ranging 3.71 to

3.8. The three (3) groups of respondents believe that the SK Secretary keeps all the records of the

Katipunan ng Kabataan, prepares and updates the list of all qualified and registered members of

katipunan ng kabataan, prepares and updates the youth policies.

The three (3) groups of respondents also affirmed that the SK Secretary prepares and

updates the profile of Katipunan ng Kabataan, prepares and updates database studies, prepares

and updates research and registry of youth, prepares and updates youth servicing organizations in

the barangay, prepares and keep all the minutes of all assemblies of the Katipunan ng Kabataan

and of all the meetings of the Sangguniang Kabataan, posts resolutions approved by the

Sangguniang Kabataan in the barangay bulletin board and in at least three (3) conspicuous

places within the jurisdiction of the barangay, and posts the annual and end-of-term reports of the

programs and projects implemented by the Sangguniang Kabataan in the barangay bulletin

board and in at least three (3) conspicuous places within the jurisdiction of the barangay.

Table 4 presents the performance of the Sangguniang Kabataan Treasurer based on the

perception of the SK officials themselves, the barangay officials and the katipunan ng kabataan

members. It can be gleaned from the table that all seven (7) statements about the performance of

the SK Treasurer were rated as agree by the SK officials themselves with mean rating from 3.86

to 4.01.

The Sangguniang Kabataan perceived that the SK treasurer takes custody of all

Sangguniang Kabataan property and funds, collects and receives contributions, monies,

materials, and all other resources intended for the Sangguniang Kabataan and the Katipunan ng

Kabataan, and certifies the availability of the funds. Likewise, Sangguniang Kabataan

acknowledge that the SK treasurer disburses funds in accordance with the approved annual

budget and supplemental budget, and certifies and details statements of actual income and

expenditures at the end of every quarter.

The perception of the barangay officials about the performance of the SK Treasurer is

presented in Table 4. It can be gleaned from the table that based from the mean rating from 3.81

to 4.01, the barangay officials agreed that the SK Treasurer disburses funds in accordance with

the approved annual budget and supplemental budget, and certifies and details statements of

actual income and expenditures at the end of every quarter. The table also revealed that the

barangay officials agreed that the SK Treasurer takes custody of all Sangguniang Kabataan

property and funds, collects and receives contributions, monies, materials, and all other resources

intended for the Sangguniang Kabataan and the Katipunan ng Kabataan, and certifies the

availability of the funds.

As to the perception of the members of the Katipunan ng Kabataan, it can be deduced

from Table 4 that all seven statements on the performance of the SK Treasurer were all

positively rated as with mean rating from 3.67 to 3.79. The table reveals that the members of the

Katipunan ng Kabataan agreed that the SK treasurer takes custody of all Sangguniang Kabataan

property and funds, collects and receives contributions, monies, materials, and all other resources

intended for the Sangguniang Kabataan and the Katipunan ng Kabataan, and certifies the

availability of the funds. Also, SK officials themselves agreed that the SK treasurer disburses

funds in accordance with the approved annual budget and supplemental budget, and certifies and

details statements of actual income and expenditures at the end of every quarter.

In general, the three (3) groups of respondents conceded in all statements pertaining to

the performance of the SK Treasurer. Based from the grand mean from 3.77 to 3.86, they all

conceded that the SK Treasurer disburses funds in accordance with the approved annual budget

and supplemental budget, and certifies and details statements of actual income and expenditures

at the end of every quarter. The table also revealed that the barangay officials perceived that the

SK Treasurer takes custody of all Sangguniang Kabataan property and funds, collects and

receives contributions, monies, materials, and all other resources intended for the Sangguniang

Kabataan and the Katipunan ng Kabataan, and certifies the availability of the funds.

Table 5 presents the performance of the Sangguniang Kabataan based from the

perception of the SK Officials themselves, the Barangay Officials and the members of the

Katipunan ng Kabataan. It can be gleaned from the table that the Sangguniang Kabataan rated

all 17 statements concededly. This is based on the mean rating from 3.94 to 4.07.

The Sangguniang Kabataan believed that they formulate Comprehensive Barangay Youth

Development Plan based on Philippine Youth Development Plan and/or Local Youth

Development Plans, they initiates and implements programs and projects designed to promote

general welfare, development and empowerment for the youth, they submit the annual and end-

of-term program accomplishments and financial reports to the Sangguniang Barangay, and that

they presents annual and end-of-term program accomplishments and financial reports during the

Katipunan ng Kabataan assembly.

The table also reveals that the Sangguniang Kabataan affirmed that they approve the

affirmed that they promulgate resolutions necessary to carry out the objectives of the youth in the

barangay in accordance with the Comprehensive Barangay Youth Development Plan and the

applicable provisions of this Act and that they create regular and special committees as it may

deem necessary to effectively carry out its programs and activities.

The table further reveals that the Sangguniang Kabataan conceded that they develop a

advocacies in good governance. They believed that they have partnership with LYDC in

planning and executing projects and programs in climate change adaptation, disaster risk

reduction and resiliency, youth employment and livelihood. They also affirmed that they have

The performance of the Sangguniang Kabataan based from the perception of the

barangay officials is presented in Table 5. It can be gleaned from the table that the mean rating

from 3.74 to 4.07 revealed that they concede in all statements regarding the performance of the

Sangguniang Kabataan. The Barangay Officials affirmed that that the Sangguniang Kabataan

approve the annual budget which is the annual slice of the Annual Barangay Youth Investment

Program before the start of the succeeding fiscal year, that they have open a current account, in

the name of the SK, in a bank, preferably government-owned and that they adopt and implement

a policy on full public disclosure of all its transactions and documents involving public interest.

The barangay officials also perceived that the Sangguniang Kabataan promulgate resolutions

necessary to carry out the objectives of the youth in the barangay in accordance with the

performance of the SK officials. The Katipunan ng Kabataan members agreed that the

Sangguniang Kabataan formulate Comprehensive Barangay Youth Development Plan based on

implements programs and projects designed to promote general welfare, development and

empowerment for the youth, submit annual and end-of-term program accomplishments and

all assemblies of the Katipunan ng Kabataan and of all the meetings of the Sangguniang

Table 9 presents the difference on the perception of the three (3) groups of respondents

on the performance of the Sangguniang Kabataan in San Agustin, Isabela. It can be seen from the

table that out of 17 statements, five (5) statements show significant difference. The significant

difference is based on the Z value from 11.84 to 17.00 and level of significance which is not

higher than 0.04. This only means that the perception of the Sangguniang Kabataan, the

barangay officials and the member of the katipunan ng kabataan is significantly different with

each other.

Specifically, there is a significant difference on the perception about the performance of

the Sangguniang Kabataan about initiating and implementing programs and projects designed to

promote general welfare for the youth and creates regular and special committees as it may deem

necessary to effectively carry out its programs and activities. Also, significant difference exist on

their perception about the performance of the Sangguniang Kabataan in partnering with the

LYDC in planning and executing projects and programs in disaster risk reduction and resiliency,

sports development, advocacies in good governance.

It can be further noticed in Table 5 that the Sangguniang Kabataan gave a significantly

higher ratings than the other groups of respondents. The Sangguniang Kabataan rated the

statements from 3.99 to 4.15 while the barangay officials rated these statements from 3.77 to

3.97 and the member of katipunan ng kabataan gave a significantly lower ratings of 3.73 to

3.74.

The low perception of the constituents of the Sangguniang Kabataan is the same with the

findings of Caldo (2015). In his findings, the Sangguniang Kabataan assessed their performance

at high ratings while their members or constituents in the community rated their performance at a

low level. Due to this, it was suggested for the officials to be more visible in the community,

pursue projects which are more inclusive, etc.

E. The Internal Revenue Allotment (IRA) of the Sangguniang Kabataan of San

The Internal Revenue Allotment (IRA) of the Sangguniang Kabataan in San Agustin,

Isabela is presented in Table 10. It can be deduced from the table that most of the respondents

numbering to 34 or 31.48% are receiving a monthly IRA between 10, 000 to 20, 000. Further, 28

or 25.93% of the respondents has an allotment from 20, 001 to 30, 000 per month, Moreover, 25

or 23.15% of the respondents are having an allotment ranging from 30, 001 to 40, 000. There are

21 or 19.44% of the respondents who have a budget allocation which is higher than 40, 000 in a

month.

Based on existing laws of the Philippines on the provision of the Internal Revenue

Allotment (IRA) like RA No. 7160, the sharing is based on various factors such population and

land areas of the barangay. For this purpose, a barangay with at least 100 inhabitants will be

receiving 100 thousand pesos as IRA for a year. On the other hand, RA 10742 or the SK Reform

Act of 2015, requires each barangay to allocate 10% of its IRA for the projects and programs

intended for the Sangguniang Kabataan. Based on Joint Memorandum Circular No. 1, s. 2019 of

the Department of Budget Management, Department of Interior and Local Government and the

National Youth Commission, the SK funds shall be automatically released by the barangay to the

Sangguniang Kabataan, and shall not be subject to any lien or holdback that may be imposed by

the barangay for whatever purpose. This fund shall be deposited by the barangay in the current

account of the SK not later than five (5) working days after the crediting of the monthly internal

revenue allotment (IRA) share of the barangay consistent.

about the performance of the SK Chairman show positive and significant relationship with their

along with various areas of concern. Specifically, the result of the study means a better

performance of the Sangguniang Kabataan in the aspect of formulating Comprehensive

Barangay Youth Development Plan based on Philippine Youth Development Plan and/or Local

Youth Development Plans, approving the annual budget which is the annual slice of the Annual

Barangay Youth Investment Program before the start of the succeeding fiscal year and

promulgating resolutions necessary to carry out the objectives of the youth in the barangay in

accordance with the Comprehensive Barangay Youth Development Plan and the applicable

provisions of this Act.

The result of the study also reveals that there is a higher chances that when the

Sangguniang Kabataan are given higher funding, their performance becomes better in initiating

and implementing programs and projects designed to promote general welfare for the youth,

partnering with the LYDC in planning and executing projects and programs of specific

advocacies in good governance, climate change adaptation, disaster risk reduction and resiliency,

health and anti-drug abuse, gender sensitivity, and sports development.

The findings of the study in supports the findings of Fernandez and Shaw (2013). They

found out in their study the importance of funding in the preparation and implementation of

youth development program especially in the area of disaster risk reduction and management.

Accordingly, the projects of the Sangguniang Kabataan Officials is affected by the funding

allotted to their unit. In their review of policy, they found out that as the funding is being

lowered, the performance of the SK Officials is also at a very low level.

Chairman’s performance, five (5) has significant and positive relationship to their age. This

chairman gets older, their performance in various aspects of their responsibility becomes better.

Table 17 presents the performance of the Sangguniang Kabataan and its relationship to

their age, gender and highest educational attainment as perceived by the respondents.

Age. The relationship between the perceived performance of the Sangguniang Kabataan

and the respondents’ age is presented in Table 17. It can be gleaned from the table that out of 17

statements on the performance of the Sangguniang Kabataan, 16 statements have significant and

direct relationship with their age. This significant and positive relationship is based on the

correlational value from 0.21 to 0.34 and significant level which is not higher than 0.02. This

result negates the null hypothesis of the study which states that there is no significant

relationship between the perceived performance of the SK officials and their age.

The significant and positive relationship denotes that there is a higher chance that as the

SK Officials get older, their performance in their various responsibilities becomes better.

Specifically, a higher chances of performing better when they get older is in the aspects of

approving the annual budget which is the annual slice of the Annual Barangay Youth Investment

Program before the start of the succeeding fiscal year, opening a current bank account, in the

name of the SK, preferably government-owned, adopting and implementing policy on full public

disclosure of all its transactions and documents involving public interest, promulgating

resolutions necessary to carry out the objectives of the youth in the barangay in accordance with

the Comprehensive Barangay Youth Development Plan and creating regular and special

committees as it may deem necessary to effectively carry out its programs and activities.

The table also reveals a better performance for the Sangguniang Kabataan as they get

older in the areas of developing partnership with the LYDC in planning and executing projects

and programs of specific advocacies in good governance, climate change adaptation, disaster risk

reduction and resiliency, youth employment and livelihood, health and anti-drug abuse, gender

sensitivity, and sports development.

The table further reveals a better performance for the Sangguniang Kabataan as they get

older in the areas of formulating Comprehensive Barangay Youth Development Plan based on

Philippine Youth Development Plan and/or Local Youth Development Plans, initiating and

implementing programs and projects designed to promote general welfare, development and

empowerment for the youth, and presenting annual and end-of-term program accomplishments

and financial reports during the Katipunan ng Kabataan assembly.

The findings of the study in in consonance with the findings of Armada (2020). In her

research, she found out that among all factors related to the performance of the Sangguniang

Kabataan, age has been proven to be a good factor. She expounds that as the officials are getting

older, their performance is improving in the various aspects of their responsibility.

Gender. Table 17 also presents the relationship between the perceived performance of the

Sangguniang Kabataan and their gender. It can be deduced from the table that out of 17

statements about the performance of the Sangguniang Kabataan, 11 statements show significant

but negative relations with the respondents’ gender. This is based on the correlational value from

-0.18 to -0.28 and significant level which is not higher than 0.04. This result negates the null

hypothesis of the study which states that there is no significant relationship between the

perceived performance of the Sangguniang Kabataan and their gender.

This significant but negative relationship between the perceived performance and the

gender of the Sangguniang Kabataan suggests that there is a higher chance that between the male

and female Sangguniang Kabataan, it’s the female who performs better in the various aspects of

their responsibility. Specifically, the table reveals better performance of female Sangguniang

Kabataan in the aspects of promulgating resolutions necessary to carry out the objectives of the

youth in the barangay in accordance with the Comprehensive Barangay Youth Development

Plan, initiating and implementing programs and projects designed to promote general

development and empowerment of the youth, presenting annual and end-of-term program

accomplishments and financial reports during the Katipunan ng Kabataan assembly and adopting

and implementing policy on full public disclosure of all its transactions and documents involving

public interest

The table further reveals a higher chance that female Sangguniang Kabataan performs

better in partnering with the LYDC in planning and executing projects and programs of specific

advocacies in good governance, climate change adaptation, disaster risk reduction and resiliency,

youth employment and livelihood, health and anti-drug abuse, gender sensitivity, and sports

development.

The result of the study in in parallel with the findings of the study of Chapman (2017). In

his study, he found out in terms of leadership performance, women are more incline to

accommodative strategies than the male counterparts. They tend to create coalition in order to

discharge their responsibilities and in order to attain the goal of their organization or leadership.

Also, Groska (2016), found out in her study that, although, gender is not a dominant factor of

leaders, female leaders are more democratic, more tolerant and understanding than male.

Highest Educational Attainment. The relationship between the respondents’ perception

on the performance of the SK officials and their highest educational attainment is also presented

in Table 17. It can be gleaned from the table that out of 17 statements on the performance of the

SK Officials, four (4) statements show significant and direct relationship with the respondents’

highest educational attainment. This is based on the correlational value from 0.16 to 0.21 and

significant level which is not higher than 0.05 but not lower than 0.02. This result contradicts the

null hypothesis of the study which states that there is no significant relationship between the

perceived performance of the Sangguniang Kabataan and their highest educational attainment.

The significant and direct relationship between the respondents’ perception on the

performance of the Sangguniang Kabataan and their education attainment indicates that a higher

tendency that as the Sangguniang Kabataan attain a higher education, their performance in

various aspects of their responsibility becomes better. Pursuing higher education may improve

the performance of the Sangguniang Kabataan in the aspects of approving the annual budget

which is the annual slice of the Annual Barangay Youth Investment Program before the start of

the succeeding fiscal year, initiating and implementing programs and projects designed to

Table 18 presents the perception of the Sangguniang Kabataan, Barangay Officials, and

Katipunan ng Kabataan to the Proposed Honorarium for the Sangguniang Kabataan. It can be

seen from the table that at mean rating ranging from 3.89 to 4.12, the Sangguniang Kabataan

agreed in all 10 statements regarding the proposed honorarium.

Specifically, the Sangguniang Kabataan conceded that they are aware of the proposed

compensation for the Sangguniang Kabataan, that a regular compensation for the Sangguniang

Kabataan advantageous to the barangay, and that having compensation will improve the

performance of the Sangguniang Kabataan. Also, the Sangguniang Kabataan affirmed that

3.85. The member of the Katipunan ng Kabataan members conceded that that a regular

compensation for the Sangguniang Kabataan advantageous to the barangay, and that having

compensation will improve the performance of the Sangguniang Kabataan. Also, the member of

the Katipunan ng Kabataan agreed that having such kind of honorarium, it will be helpful tool to

empower the Youth of the barangay, and that the Sangguniang Kabataan Reform act can

Table 19 presents the difference on the perception of the Sangguniang Kabataan, the

Barangay Officials and the members of Katipunan ng Kabataan on the proposed honorarium of

the Sangguniang Kabataan. It can be gleaned from the table that out of 10 statements, five (5)

statements show significant difference on the perception of the three (3) groups of respondents.

This significant difference is based on the Z value from 12.28 to 18.21 and level of significance

which is not higher than 0.03. These results indicate the rejection of the null hypothesis which

states that there is no significant difference on the perception the three groups of respondents on

the proposed honorarium of the SK Officials.

The table reveals that the perception of the three (3) groups of respondents significantly

differ with each other specifically on the statement that a regular compensation for the

Sangguniang Kabataan advantageous to the barangay, having compensation will improve the

performance of the Sangguniang Kabataan, and it will be helpful tool to empower the Youth of

the barangay. Also, there is a significant difference on the perception of the three (3) groups of

respondents on the statements that the Sangguniang Kabataan Reform Act can encourage and

inspire the youth to participate in their community development and eventually to nation

building, and that having regular compensation, it will be an assurance that the performance of

the Sangguniang Kabataan will be improved. Furthermore, it is also revealed in Table 18 that

the Sangguniang Kabataan gave a significantly higher ratings from 3.89 to 4.12 than the

Sangguniang Kabataan gets older, their perception on the proposed honorarium become more

positive. Specifically, the table reveals that as the Sangguniang Kabataan get older, they become

more aware on compensation for the Sangguniang Kabataan. They also become more positive

that a regular compensation for the Sangguniang Kabataan advantageous to the barangay, and

having a compensation will improve the performance of the Sangguniang Kabataan.

Gender. The relationship between the respondents’ perception on the proposed SK

honorarium and their gender is presented in Table 20. Based from the table, a significant but

indirect relationship exist between the respondents’ gender and six (6) statements on their

perception on the proposed SK Officials’ honorarium. The significant but indirect relationship is

based on the correlational value from -0.20 to -0.25 and level of significance which is not higher

than 0.01. This result leads to the rejection of the null hypothesis of the study which states that

there is no significant relationship between the respondents’ perception on the proposed

honorarium and their gender.

The significant but indirect relationship signifies that between the male and female

Sangguniang Kabataan, there is a higher chance that it’s the female Sangguniang Kabataan who

have more positive perception on the proposed honorarium of the Sangguniang Kabataan.

Specifically, the female Sangguniang Kabataan has a more positive perception on the statements

that a regular compensation for the Sangguniang Kabataan advantageous to the barangay, that

having compensation will improve the performance of the Sangguniang Kabataan, and that the

Sangguniang Kabataan Reform Act can encourage and inspire the youth to participate in their

community development and eventually to nation building. Furthermore, the table also reveals

that the female Sangguniang Kabataan has a more positive perception that it is important for the

people especially the Sangguniang Kabataan and barangay officials to be aware of the provision

of the bills being read regarding the proposed compensation, and that the compensation for the

Sangguniang Kaabtaan officials is enough and justified, and that having regular compensation,

there is an assurance that the performance of the Sangguniang Kabataan will be improved.

Highest Education Attainment. The relationship between the respondents’ perception on

the proposed honorarium and their highest educational attainment is presented in Table 20. It can

be seen from the table that all 10 statements on the perception of the respondents on the proposed

honorarium of the Sangguniang Kabataan, show no significant relationship with their highest

educational attainment. This only means that educational attainment has no bearing on the

respondents’ perception on the proposed honorarium for the Sangguniang Kabataan.

Furthermore, the null hypothesis of the study which states that there is no significant relationship

between the respondents’ perception on the proposed honorarium for the Sangguniang Kabataan

and their educational attainment is hereby accepted.

SUMMARY, CONCLUSION AND RECOMMENDATION

Summary

This descriptive-correlational study focusses on the perceived level of performance of

Barangay Sangguniang Kabataan (SK) of San Agustin, Isabela as mandated by R.A No. 10742

and their perception on the proposed honorarium for the Sangguniang Kabataan. The study was

conducted among the selected barangay officials, SK officials and members in selected areas in

San Agustin, Isabela. They were chosen using stratified random sampling. Mean, frequency and

percentages were used to describe the profile and their perception on the performance of the SK

Officials. Mann Whitney u-test was used to assess the difference on the perception of the three

groups of respondents while Kendall tau-b was used to evaluate the relationship that exist

between the variables.

Data showed that most of the Sangguniang Kabataan who were the respondents of the

study were male, ages 21 – 25, and pursuing tertiary education or college graduate. In terms of

monthly Internal Revenue Allotment of the SK officials, the study found out that most of the

Sangguniang Kabataan are receiving an amount from 10,000 to 30,000 pesos.

The study found out that the three (3) groups of respondents has almost the same

perception on the performance of SK Chairman and Treasurer. On the other hand, the study

revealed that among the three (3) groups of respondents the Sangguniang Kabataan have a

significantly higher observation on the performance of the SK secretary specifically on

performing their duties on profiling of the Katipunan ng Kabataan, preparing and filling of

minutes of the meetings and assemblies, and posting of resolutions to conspicuous areas. Also,

the Sangguniang Kabataan has significantly higher observation on their performance specifically

on initiating and implementing projects and programs that will empower the Kabataan members

and creation of regular and special committees in the implementations of projects and programs.

Also, the Sangguniang Kabataan have a significantly higher observation on their performance

like partnering with the LYDC in planning and implementing projects and programs on good

governance, disaster risk reduction management and sports development.

The study also revealed that there is a higher chance that when the Internal Revenue

allotment of the SK officials is getting higher, the performance of the Sangguniang Kabataan

become better. Specifically, the study found out that if the IRA is improve, a better performance

is expected among SK chairman in conducting and presiding meetings based on the

Implementation Rules and regulation of RA10742 and preparing annual budget based on Joint

Memorandum Circular (JMC) No. 1, s. 2019. The study also revealed that if the IRA for every

SK will increase, there is a higher tendency that performance of SK secretary will improve in the

areas of records keeping and posting of information about their programs and projects.

The study also found out that when the IRA becomes higher the performance of the SK

treasurer will improve in the aspect of managing and disbursing of funds, preparing financial

report and taking custody of the properties and finances, and there will be an improvement in

collecting and receiving contributions and materials of the SK and its members. The study also

found out a positive effect of increasing the IRA of the Sangguniang Kabataan on the

performance of the Sangguniang Kabataan specifically on formulating barangay youth

development plan, approval and disbursement of budgets, initiates and implements projects and

programs, partnering with LYDC in planning and executing projects and programs of specific

advocacies in good governance, climate change adaptation, disaster risk reduction and resiliency,

employment and livelihood, health and anti-drug abuse, gender sensitivity, and sports

development.

The study found out that as the Sangguniang Kabataan are getting older and pursuing

higher education, there is a higher tendency that their perception about the performance of the

SK chairman become better in the areas of calling and presiding meetings, leading the

formulation of barangay youth development program, coordinating with the barangay officials as

regards to the implementation of their projects and programs, conduct and convenes meeting

among the Kabataan members. The study also found out that female respondents has a more

positive perception on the performance of the SK chairman formulating the Comprehensive

Barangay Youth Development Plan, ensuring the implementation of policies, programs, and

projects as contained in the Annual Barangay Youth Investment Programs, coordinating with the

Sangguniang Barangay and other youth organizations within the barangay on youth-related

programs and projects that SK wish to initiate and implement, convening the Katipunan ng

Kabataan members, and conducting meetings for at least once in every six (6) months.

The study also revealed that as the respondents are getting older, achieving higher

education and female, the performance of the SK secretary become better in the area of

preparation, filling and posting of important records such as minutes of the meetings and

assemblies, resolution, and records of the Kabataan members. It was also found out that female

respondents, older and pursuing higher education has a more positive perception on the

performance of the SK treasurer in the areas of taking custody on properties and finances,

disburse of annual and supplemental budgets, and preparing and certifying financial reports. It

was also found out that female respondents, older and pursuing higher education has a more

positive perception on the performance of the Sangguniang Kabataan formulating barangay

youth development plan, approval and disbursement of budgets, initiates and implements

projects and programs, partnering with LYDC in planning and executing projects and programs

of specific advocacies in good governance, climate change adaptation, disaster risk reduction and

For the proposed honorarium, the study revealed that among the three groups of

respondents, the Sangguniang Kabataan shows significantly higher positive perception the idea

that compensation for the SK is advantageous to the barangay, will improve their performance,

will empower the youth, will encourage youth participation to nation building.

Conclusion

Based in the data and findings of the study, the following conclusions were drawn:

1. Most of the Sangguniang Kabataan who were the respondents of the study were male,

ages 21 – 25, and pursuing tertiary education or college graduate.

2. There is no significant difference on the perception of the three (3) groups of respondents

on the performance of SK Chairman and Treasurer. On the other hand, Sangguniang

Kabataan show higher observation on the performance of the SK secretary specifically

on performing their duties on profiling the SK members, preparing and filling of minutes

of the meetings and assemblies, and posting of resolutions. Also, the Sangguniang

Kabataan has significantly higher observation on their performance specifically on

initiating and implementing projects and programs that will empower the Kabataan

members and creation of regular and special committees in the implementations of

projects and programs, linking with the LYDC in planning and implementing projects

and programs on good governance, disaster risk reduction management and sports

development.

3. In terms of monthly Internal Revenue Allotment of the Sangguniang Kabataan, the study

found out that most of the Sangguniang Kabataan are receiving an amount from 10,000

to 30,000 pesos.

4. The study found out that the higher the IRA, a better performance is expected for the SK

chairman on conducting and presiding meetings and preparing annual budget. The

performance of the SK secretary will improve in the aspects of records keeping and

posting of information. The performance of SK treasurer will improve in the areas of

managing and disbursing of funds, preparing financial report and taking custody of the

properties and finances, and there will be an improvement in collecting and receiving

contributions and materials of the SK and its members.

5. The study found out that female Sangguniang Kabataan and when they are getting older

and pursuing higher education, their performance of the SK chairman, secretary, treasurer

and officials will improve in the areas of youth development, pursuing programs for

youth empowerment, coordinating with barangay officials and LYDC for the promotion

of youth program, records preparation, keeping, and positing, including management and

disbursement and budgets and properties of the SK.

6. For the proposed honorarium, the study revealed that among the three groups of

respondents, the Sangguniang Kabataan shows significantly higher positive perception

building.

Recommendation

Based on the findings of the study, the following are the recommendations:

1. The Sangguniang Kabataan most encourage the kabataan members to be involved in

planning and implementing of different projects, and programs which will make them

aware of the various activities of the council.

2. For the SK officials, they are encouraged to pursue higher education for them to perform

better in their duties and responsibilities as Sangguniang Kabataan. Also, older members

of the SK are encouraged to take the responsibility of becoming an official.

3. To the national government, it is recommended to continue support the programs and

projects of the Sangguniang Kabataan by increasing the Internal Revenue Allotment for

them.

4. To the future researchers, a similar study may be conducted in line with performance of

the Sangguniang Kabataan during the Covid-19 pandemic.
