A- GENERAL DESCRIPTION :
The Design Basis Report is a written explanation, and listing of all design codes regulations,
standards, criteria, guidelines, analysis, system’ configuration and description narratives and
graphics, calculations outlines, comprehensive listing of all drawings and specifications to be
developed, operational philosophies, special requirement, design approach, constraints, and
assumptions that will be followed through the development of the design and engineering
work of this task order.
Upon acceptance of the document, it sets an agreed upon path forward, for the Building
Systems Engineering & Design, between the Royal Commission and the A/E to proceed
further with the next stage of design development.
It serves as the ultimate reference, during the Value Engineering (VE) Workshop, to
illustrate and explain to its participants and audience the basis and purpose of each system
specific design.
It is a vital part of the Turn-over Documents to the end-user, as it serves as a reference to
their O&M team of understanding the design basis and concept of the different systems of
their facilities for both O&M needs and/or any future expansion, revisions, and/or renovation
work.

B- INTRODUCTION:

B1- SUMMARY OF THE SCOPE OF WORK:

The Royal Commission (RC) for Jubail and Yanbu has awarded Alrabiah & Partners
Co. (ARP), the design of VIP Coach Parking to be built in Transportation Center,
Jubail Industrial City,

The site of the project will be in Transportation Center, south east corner of the site.

B2 - SUMMARY OF THE SCOPE OF FACILITIES:

B2.1 – VIP Coach Parking

This single storey building shall have 6 Bays for 6 VIP buses according to the code
and standard.

C1- DESIGN:

As per ‘DCN’ procedure Construction of VIP Coach Parking, there will be three
submittal stages which are 10% (Conceptual Design), 90%, and IFC.
Each submission as planned below and A/E will try to their level best to meet these due
dates, unless there were changes in the design required by Engineering Department,
and/or End User (Transportation Department) or reviewing /approval time taken more
time than planned.

C2 - PROCUREMENT:

C2.1 - ARCHITECTURAL:

To use local material and labor, for more efficient life cost cycle of the
project.

C2.2 - CIVIL:

All materials for utilities such as potable water supply system, sanitary waste
water system, and storm drainage system and irrigation water system shall be
locally purchased. Most of the materials used for these utilities are locally
available based on previous tasks provided to Royal Commission.

C2.3 - STRUCTUAL:

Locally available materials will be used to maintain economy and


sustainability of structure.

C2.4 - MECHANICAL:

All mechanical equipments shall be purchased locally.

C2.5-ELECTRICAL:

 Contractor’s shall verify the all materials cost and specification to be


used in the project, as much as possible the updated prices.
 Consider all equipment, facilities, vendors and resources to be used all
throughout the project.
 Anticipate the inevitable project’s constraints or changes during
construction.
 Develop a budget in stages, direct costs, overhead costs, general and
admin costs
 Develop detailed cost estimates.

C2.6 - TELECOMMUNICATION:

All equipment and materials should be locally available to speed up the overall
construction. All major materials should have a breakdown schedule so that
the construction contractor can identify and estimate even the small items or
sub items. Schedule of Prices/Quantities shall be in order (aligned) with the
scope of work and specification in order to speed up the identification of each
materials and/or equipment. Coordination with the supplier shall be done in
order to update the latest and available materials and/or equipment.

C-3 CONSTRUCTION:

1. Plan and schedule the work and thus describe the project’s total program.
2. Estimate costs and budgets.
3. Authorize parcels of work and assign responsibilities.
4. Track schedule, cost and quality performance as the project proceeds.

D- DESIGN CRITERIA:
Task release has triggered the first part of the overall design delivery process, of which
this DBR forms the key component. The period up to the submission of this DBR at
100% (IFA) stage, involve data gathering and coordination process. Information has
been supplied by the RC, relating to previous schools and kindergartens along with
standardized formats.
The design team has absorbed and reviewed this data which has been used to form the
criteria stated in this document.
The Royal Commission (RC) will undertake all work related to the Site Topographical
& Geotechnical Surveys.

The design of this new service facility VIP Coach Parking is to be part of the future
expansion of the Transpiration Center site.

o Functionality

The design of this new service facility VIP Coach Parking is to be accessible to the
VIP buses, and not to interfere with other buses maneuver.

o Aesthetics
The design of the VIP Coach Parking shall be carefully considered to create and
maintain a common site aesthetic with particular emphasis on external finishes,
materials, colors, textures, components and features to match with the surrounding
buildings. The building shall be designed to be energy efficient with an insulated
construction, as appropriate and shall accommodate the local Saudi Arabian
environmental and climatic constraints and conditions.

o Sustainability
VIP Coach Parking shall assertively address long-term concerns for environmental
impact and energy conservation. The following help to address the overall
environmental impact of the building through sustainability.
 Minimize impact on the land surrounding the building.
 Provide insulation to meet the requirement.
o Maintainability
The evaluation of life cycle costs for building materials, systems and equipment, will
continue to be an issue in preparing construction drawings and specifications for the
foreseeable future. Life Cycle Costing (LCC) is simply selecting the most
appropriate/durable material based upon evaluation against the materials' longevity
and expected maintenance costs. Most LCC systems address mechanical, electrical
and plumbing equipment/systems. Analysis of architectural, civil and structural
materials are more a "judgment" call based upon past performance (life) history and
environmental factors.

o Flexibility
The building was design to be flexible for future expansion if required.

o Material and Resources


The building shall be constructed using materials that can be sourced locally and are
easy to maintain. (CMU) shall be used on the exterior walls with continuous thermal
insulation while concrete masonry units (CMU) shall be used for the interior walls.
The roof slab is light weight concrete and metal decking.

D2- CIVIL :

General Design Criteria for Civil Systems Design

In general, the design criteria and parameters to be used in the utilities shall be in
accordance with RC Engineering Manual with the following chapters to be
considered:

1. Chapter 3 – Civil Design Criteria


2. Chapter 4 – Roads Design Criteria
3. Chapter 5 – Water & Waste Water Design Criteria
4. Chapter 10 – Landscaping Design Criteria

For a specific description of the sections mentioned in these chapters, refer to the
Design Basis Report-Site Works, Vol. 1 of 2, Section 1.5, page 13.

D3 - STRUCTURAL:
This Design Basis Report lists the general design criteria that will be used in the
calculations for the design of structural items involved in this project. This report
complies with all relevant Jubail Royal Commission Codes and Standards, latest
editions of engineering and industry codes and Saudi Arabian Government Codes. The
following shall form part of this report and in calculations and drawings:

o Drawing Arrangement
Order and assemblage of typical structural drawing packages shall put the Structural
drawings after the Architectural drawings and before the Mechanical drawings (Fire
Protection) in accordance with RC Guidelines. The Structural drawings shall be
grouped as follows:

 Typical symbols, legends, and notes;

 Typical details;

 Plans;

 Sections and details; and

 Schedules.

o As-built References and Information from Previous Projects

A/E will incorporate the following drawing references provided by RC namely:

project experience from:

 Reponses to Technical Queries (TQ).

 Design Change Notices (DCN).

 Bidder Queries and Addenda.

a. Details, Sections and Notes for Architectural components (i.e. gutters,


downspouts, flashing, counter flashing, non-structural walls and
partitions, etc.) shall be with the Architectural drawings and Architectural
parts of the BOQ and SOW. The interface between Architectural and
Structural works can be shown in the Structural drawings in as much as
the interface supports and/or braces the Architectural components and
systems – but for only that limited purposes.
D4 - MECHANICAL:
D4.1 - FIRE SUPPRESSION:
 VIP buses parking buildings are classified as enclosed parking garage, group S-2.
 No automatic sprinkler system for this building is required as per IBC-2009
section 903.2.1, since the fire area is less than 1115 m2.
 Portable fire extinguishers shall be installed as per IBC-2009 section 906.1.

D4.2 - HVAC:
 Design criteria used in the HVAC system design is as follows:
Outdoor design conditions as per RC engineering manual 6.17.B.2.
 Summer: Dry bulb 46oC
Wet bulb 30oC
Daily Range 13oC
 Winter: Dry bulb 5o C
Indoor design criteria will be as per RC engineering manual 6.17.B.3.
 Summer: Dry bulb 26o C±1
Relative Humidity 45%
 Winter: Dry bulb 21˚C
 Ducts would be designed at on 0.65Pa/m maximum pressure.

 Safety Factor ,10 % safety factor shall be used.


 Ventilation, Per Area (0.75 cfm/ft2) + 5% of supply air
 Exhaust, 0.75 cfm/ft2
 Carrier E20-II, HAP Commercial HVAC load calculation program is used for
performing the heat load calculations.
The outputs from HAP Software will be utilized for the following:
 Air distribution to various spaces.
 PACU sizing.
 Before design calculations were performed, information about the
building, its environment and suitable type of HVAC equipment will be
gathered. This step involves extracting data from building plans,
evaluating building usage and studying HVAC system needs.

 Construction material data for walls, roofs, windows, doors, exterior


shading devices and floors, and for interior partitions between
conditioned and non-conditioned regions.
 Building size and layout data including wall, roof, window, door and
floor areas, exposure orientations and external shading features.

 The building shall be provided with Air conditioning and ventilation


system in accordance with the latest version of ASHRAE and IMC 2009
Standards
 OA calculation using ASHRAE 62.1-2007 and IMC 2009 considering full
vehicle load in all spaces will be used for the selection of individual
PACUs.

D5 – ELECTRICAL:

D5.1 - LV POWER DISTRIBUTION SYSTEM:


All work for LV system as per SEC interface point, shall comply with RC
guidelines. Utilization voltage (LV) is 380V, 3 phase, 4wire, 60 Hz. 220
volts, 1 phase for lighting; 220 volts, 1 phase for receptacle; 220 volts, 1
phase for power receptacle; and 380 volts, 3 phase for Air-Conditioning and
heavy power loads. Electric motors are powered at the following voltage
levels:

- Motor sizes below 0.37 kW --------Single Phase, 220 volts.


- 0.37 kW to 1.1 kW -----------------Single Phase, 220 volts.
- Above 1.1 kW ------ 3 Phase, 380/220 volts or conforming to standard
manufactured equipment (e.g. exhaust fan which can be single phase)

D5.2 – WIRES AND CABLES:


LV (Cables) –LV cable specifications are in accordance with RC guidelines
and Specifications 16055 & 16060. Voltage drop calculation for LV as per
requirement of NFPA 70 Chapter 2 and installation methods in accordance
with Chapter 3.

D5.3 – CONDUIT SELECTION:


o Polyvinyl chloride (PVC) conduit schedule 40 shall conform to UL-651, and
shall be resistant to moisture and chemical atmospheres. PVC conduit shall be
suitable for direct burial (DB) or encasement burial (EB) and embedded in
wall or floor slab.
o Rigid Steel Conduit (RSC) shall be manufactured in accordance with ANSI
C80.1 and shall be used for cable protection and routing of wire and
conductors that may be exposed and subjected to damage or water intrusion.
The RSC shall have the threads on each and with one coupling attached. RSC
conduit larger than Trade Size 6 must not be used for routing of cables as per
RC Specification 16130.
o Interior and Exterior of Rigid Galvanized Steel (RGS) conduit shall be zinc
coated and shall be manufactured in accordance with UL-6 and either be used

exposed installation in all kinds of atmospheric condition, corrosion


environments and it provides mechanical protection as well. RGS conduit
shall have threads on both ends with a coupling applied to both end.
o Electric Metallic Conduit (EMT) shall be manufactured in accordance with
ANSI C80.3 and shall be used for both exposed and concealed in mechanical,
electrical, above 8 feet in spaces other than offices, classrooms, libraries.
EMT conduit larger than Trade size 2 must not be used as per RC
Specification 16130.
o Flexible Metallic Conduit (FMC) shall be manufactured in accordance with
UL-3 and can be used for connection between equipment which requires
movement for adjustment and permanent raceways. This conduit shall be
used where in places where there is no danger of mechanical damages such
connection between outlet boxes and luminaries in false ceilings. In lengths
not in excess of 1.8m (6ft) for any of the following uses: For utilization
equipment, as part of a listed assembly.
o Liquidtight Flexible Metallic Conduit (LFMC) shall be UL listed and
permitted to be used in exposed or concealed locations as follows, where
conditions of installation, operation, or maintenance require flexibility or
protection from liquids, vapors, or solid, for direct burial where listed and
marked for the purpose. LFMC shall not be used as follows, where subject to
physical damage, where any combination of ambient and conductor
temperature produces an operating temperature in excess of that for what the
material is approved. Maximum size of LFMC shall be metric designator 103
(trade size 4) and ensured that the length will not exceed to 1.8m for
conection between equipment and raceways.

D5.4 – LIGHTING:
1. Fluorescent fixtures with T5 energy saving (ES) lamps shall be used
for electrical room.
2. High bay lighting fixtures are used in bays area. These fixtures shall
be provided with high efficiency metal halide light fixture providing
white light, with instant re-strike ballast.
3. Supply voltage for indoor luminaire in general will be 220V, PH/N,
60Hz.
4. Indoor lighting fixtures and its raceways will run thru EMT conduit
with PVC insulated wires and controlled by lighting contactors control
panel.
5. Recommended lighting RC lighting levels shall be attained according
to table 2A of RC Guideline specifications 16150.
6. Emergency lights and illuminated exit signs with battery backups for
3 hours duration shall be provided in conformance with NFPA 101
and shall be internally illuminated type with integral rechargeable

battery. Emergency egress lighting and exit signs will be separated


from room lighting circuit with a minimum Lux Level according to
NFPA 101.

D5.5 – GROUNDING:
o All feeders and branch circuit raceways shall be provided with separate
insulated, green equipment grounding conductor.
o All equipment enclosures, motor and transformer frames, conduits systems,
cable armored, metallic ladders, exposed structural steel and similar items are
grounded effectively.
o Underground conductor from the MDP to grounding well shall be run in PVC
conduit.
o Grounding loop method shall be used to ensure that the grounding design for
this facility does not exceed five (5) ohms. Additional ground rod/s as
required to achieve or lower this value. Calculations are consistent with IEEE
142, Recommended Practice for Grounding of Industrial and Commercial
Power Systems.
o Soft drawn bare copper conductor shall be used for underground conductors
installed at a minimum depth of 762 mm below finish grade.
o Grounding and bonding of all electrical equipment, systems and devices are
provided in accordance with requirements of NFPA 70 article 250, IEEE
standard 142-1991 and IEEE standard 1100-1992.

D5.6 – LIGHTNING PROTECTION SYSTEM:


o N/A
D5.7 – FIRE ALARM SYSTEM:
o The new fire alarm devices in the VIP COACH PARKING building will be
connected to the existing addressable fire alarm panel located in Workshop
Admin and Spare Parts building.
o The new fire alarm devices will be connected to the existing loop #1 in the
guard house NO. 3.
o All circuits are wired Class A supervised using standard 2.5 mm2 stranded
copper, twisted shielded pair, PVC insulated rated 300 volts, 105C fires
protective, and signaling circuit type cable, pulled inside conduits.
o The fire alarm devices in the new building consist of smoke and Heat
detectors, alarm bell and manual pull stations.

D6 – TELECOMMUNICATION:

D6.1 – STRUCTURED CABLING SYSTEM:


The goal of structured cabling system is to maximize interoperability, to ensure
acceptable system performance from increasingly complex systems and minimize the
need for future changes. The Structured Cabling System will serve the Telephone and
Data (LAN/WLAN)
D6.1.1 Telecommunication Spaces

Telecommunications spaces vary in size depending on their function and the size
of the usable floor space they serve. Telecommunications space sizing guidelines
for horizontal cabling distribution are based on distributing telecommunications
services to one individual work area per 9.3 m2 (100 ft2) of usable floor space.

Since the V.I.P. Coach Building has no office to serve, therefore a minimum
telecommunication space will be provided. A telecommunication space shall be a
12U wall mounted cabinet that will serve the horizontal cabling and a
500mmX343mmX200mm Pull Box that will serve as an Entrance Facility.

D6.1.2 Horizontal Cabling

The horizontal cabling system extends from the telecommunications outlet in the
work area to the horizontal cross-connect in the 12U Cabinet. It includes the
telecommunications outlet, an optional consolidation point or transition point
connector, horizontal cable, and the mechanical terminations and patch cords (or
jumpers) that comprise the horizontal cross-connect. This cabling portion shall
not exceed 90 meters.

An allowance of 10m (33 ft.) has been provided for the combined length of patch
cords/cross-connect jumpers and equipment cables/cords in the HC, including the
Work Area (WA) equipment patch cords.

All horizontal cables that will be used for voice/data communication shall be
CAT-6 blue plenum rated.

Pathways for horizontal cabling shall compose of 25mm PVC conduit for the
below the floor slab, 25mm EMT for the above the suspended and a pull box.

UTP CAT-6 patch panel shall be shared between voice and data communication
and shall be used as the horizontal cabling distribution

D6.1.4 Work Area

Work-Area components include; telecommunication outlet/connector,


telecommunication outlet box, Work-Area patch cord and work area equipment.
Work Area equipment includes; Telephones, fax machines, desktop computer,
network peripherals and Television sets.

For traditional offices with floor-to-ceiling height dry wall partitions, provide a
minimum of one telecommunication outlet box (for telephone and work station
computer) per 10m² of Work Area (WA = 10m²).

To support both voice and data communication a minimum of two recognize


cables plus one spare must be provided to three (3) telecommunication
connectors inside an outlet box at each Individual Work Area location.

Telecommunication connectors for voice and data (telephone and work station
computer) in Work Area offices should be an 8P8C (RJ-45).

D6.2 – TELEPHONE SYSTEM:

Services for the Telephone (Voice) communication shall be connected to the STC
via the existing Secondary Telephone Facility (splice to the nearest Joint-Box JB-
07).

E- SCOPE OF FACILITIES:

E1- ARCHITECTURAL SYSTEM:

E1.1 DESCRIPTION OF THE FACILITIES:

The building will be 3 staggered garages with outside electrical room. In each garage
There will be 2 bays for 2 VIP buses. The building will be fully A/C , to serve the
VIP guest coming to RC.

E1.2 DETAIL:

 EXTERIOR WALLS & FINISHES

 Masonry Walls
 150mm CMU inside with 75mm thick extruded polystyrene insulation
(R=15 ) and 200mm fluted blocks external wall.
 All masonry works shall conform to RC Guideline Specifications
(Division 4)

 ROOF ASSEMBLIES & ROOFTOP STRUCTURES


 The roof shall be flat light concrete slab on metal deck with 150mm
thick extruded polystyrene insulation (R=30) and 1% slope.
 The flat roofing system and component materials shall be of an
approved and tested system. PVC system shall be utilized with all
necessary accessories, insulation, vapor barriers and finishes for
application on a concrete screed base, both laid to falls to roof drainage
outlets.

high winds, sand abrasion, and sweating and rapid temperature changes.

expansion joint covers, so that they are continuous and remain weather-
tight under all conditions.

 FIRE RESISTANCE – RATED CONSTRUCTION


The design shall be in accordance with the following considerations:
 Maximum travel distance for fire exit shall not exceed 91.44 m
(Without sprinkler system), the design provide 35m travel distance.
 Portable Fire Extinguisher shall be installed, where the proper
classification and location is based on [NFPA 10] Standard for Portable
Fire Extinguishers, and IBC-2009, section 906.1.

 INTERIOR FINISHES
 All finish materials shall be selected for their ability to withstand the
harsh environmental conditions prevalent at the site.
 Priority shall be given to locally available building materials.
 All Architectural finishes shall comply with RC guideline specification
(Division 9).

 Wall Finishes
 All external walls shall be 425mm from outside to inside (200 mm
fluted blocks with integral color, 75mm extruded polystyrene
insulation and 150mm CMU with paint on plastering.)
 Internal wall shall be 150mm CMU with plaster and paint finishes as
applicable.
 Semi-gloss non-reflective paint shall be used for interior walls.
 Paint color shall be approved by RC prior to purchase

 Floor Finishes
With due consideration given to cost, durability and maintenance
requirements, good quality flooring materials shall be used to comply
with the function of the area. The following materials shall be used:
 Bay parking shall be painter with epoxy paint coat, chemical
resistant, non-skid, and solvent free.

 Ceilings Finishes
 Painted exposed structure for the whole building.

o THERMAL AND MOISTURE PROTECTION


 Moisture and thermal insulation materials shall be used in all buildings. Thermal
insulation is of great importance so as to reduce the air-conditioning loads, which in turn
will affect both capital and running costs.
 External walls shall have 75mm thick extruded polystyrene insulation board(R=15) while
the roof shall 150mm thick extruded polystyrene insulation board (R=30).
 Roof shall be completely water-proofed with 1.5mm PVC membrane.
 To avoid water condensation problems, water vapor barriers shall be used wherever
applicable.
 Moisture and thermal insulation materials shall conform to RC guideline specification
(Division 7)

o WINDOWS & FENESTRATION

o DOORS
Selection of doors shall conform to RC Guidelines & Specifications (Division 8). The
following Architectural criteria shall be applied:
 Doors shall comply with NFPA Code Chapter 7 and IBC 2009 Chapter 10.
 The door leaf size shall be selected according to space and code requirements.
 Fire rating code requirements shall be strictly adhered to for all doors.

E2- STRUCTURAL SYSTEM:


Structural scope of work for this project is intended for the construction of VIP coach
parking in Jubail Industrial City.
o Structural System of the Building:
The above mentioned building is fully enclosed single story steel frame structure.
Grade slab shall be with isolation joints as reflected on plan. Non-structural slab on
grade shall have maximum thickness of 150 mm unless otherwise thicker slabs are
essential as may be required. Exterior walls shall consist of 200 mm thick CMU
block wall on outside and 150mm CMU block wall on the inside with 75 mm thick
extruded polystyrene insulation in-between.

All external concrete masonry walls subject to wind load shall be designed to satisfy
ACI 530 requirements.

Mortar and grout proportions and specification of cementations and aggregate


material shall comply with all relevant ASTM Standards. All walls shall be supported
on grade beams/thickened slab.

All external concrete masonry walls subject to wind load shall be designed to satisfy
ACI 530 requirements.

Single skin panel wit 75mm foam concrete is used to cover the roof framing along
with insulation and water proofing.

The steel frame shall be steel ordinary moment resisting frame.

o Civil

Reference datum for all elevations shall be based on the Royal Commission Datum.

o Concrete Design

All concrete elements shall be designed in accordance with ACI 318 with load
factors and combinations indicated.

Concrete formwork, constituents, proportions, and maximum water-cement ratios


shall be in accordance with Royal Commission Guideline Specification Sections
03105, 03310, and 03310-1.

Precast concrete (prestressed and non-prestressed, structural and architectural) shall


be strictly wet-cured in addition to 3.07.C of RC GS Section 03310.

o Steel Design

All steel elements shall be designed in accordance with AISC Steel Construction
Manual, 13th Edition, utilizing either Allowable Stress Design or Load and
Resistance Factor Design, and AISC Seismic Design Manual, 1st Edition. Bolted
connections shall utilize Type N (bearing-type with threads included in the shear
plane) or Type SC (slip-critical) in accordance with RCSC “Specification for
Structural Joints Using ASTM A325 or A490 Bolts”.

The design of base plates shall be in accordance with AISC Design Guide 1: Base
Plate and Anchor Rod Design, latest edition. Holes in base plates shall be in
accordance with Table 2.3 of the Design Guide.

Restrict the framing to eliminate steel-to-steel contact, wherever possible, as


described in the Royal Commission Engineering Manual, Chapter 12, Figures 12A
and 12B. Field welding is not permitted without Royal Commission approval and

only where bolting is not possible. The superstructures shall be detailed to not
collect precipitation by toeing flanged sections down and closing the ends of open
sections.

The SE Drawings shall explicitly show and specify requirements for the structural
steel dimensions, sizes, connections, material specifications, surface preparations,
and coatings.

o Anchorage

Anchor rods, nuts, and washers shall be hot dip galvanized to a minimum weight of
915 g/m2 (130 microns) in accordance with ASTM A123 and A153 as applicable for
the parts. Nuts shall be tapped oversize as per ASTM A563M and shall be re-tapped
and lubricated after galvanizing to provide the proper fit. Anchor rods and nuts shall
be purchased from the same supplier and shipped preassembled.

Anchor rods shall be headed-type or threaded/nutted with the opposite end threaded
for the length of the anchor bolt projection. Anchor rods shall be equipped with an
additional nut to serve as a lock to ensure against loosening. Plate washers, sized as
per AISC Design Guide 1: Base Plate and Anchor Rod Design, Table 2.3 to
completely cover the base plate holes, shall be used as ASTM F436 washers are not
large enough to cover the base plate holes. Plate washer hole diameter shall be the
anchor bolt diameter plus 2 mm.

Anchor rods shall be set accurately using templates within the tolerances specified in
the AISC 303 “Code of Standard Practice for Steel Buildings and Bridges”, not the
generous setting tolerances given in ACI 117.

The design of anchor rods and their concrete surrounds shall be in accordance with
the following:

 AISC Design Guide 1: Base Plate and Anchor Rod Design, latest edition;

 PCA Strength Design of Anchorage to Concrete, latest edition; and

 ACI 318-08 and ACI 318R-08, Appendix D – Anchoring to Concrete.

Each column shall have a minimum of four (4) 20 mm diameter anchor rods with 375
mm minimum embedment. Actual anchor bolt number, pattern, diameter, and
embedment required for the applied forces shall be determined. The minimum clear
distance from the anchor bolt centreline to edge of concrete shall be 150 mm and the
anchor rods shall not come in contact with the foundation reinforcing. Actual edge
distance required for the applied forces shall be determined.

The SE Drawings shall show the anchor bolt patterns, embedment depths, edge
distances, and projections above the top of concrete, which shall account for the
thicknesses of the grout levelling bed, base plate, washer, double nuts, and overrun.

 CORROSION PROTECTION

Waterproofing, 09960 – High-Performance Coatings, 09970 – Coatings for Steel, and
09980 – Coatings for Concrete and Masonry.

o The atmosphere, soil, and water conditions in Jubail Industrial City are severely
corrosive. The design and construction of foundations and superstructures shall
include competent corrosion mitigation measures to achieve long-term durability.
Contractors are obligated to adopt all Royal Commission-published corrosion related
documents.

o Steel at interior, dry environments where the steel is not embedded in or connected to
concrete:

 Steel shall be cleaned in accordance with SSPC-SP6 "Commercial Blast


Cleaning" to produce sharp angular surface profiles as recommended by the
paint manufacturer.

 Steel shall receive one shop coat of a two-component poly-amide cured epoxy
primer containing zinc phosphate corrosion-inhibiting pigment applied as per
the manufacturer’s instruction to produce a dry film thickness of 75 microns
(3 mils) minimum. Omit shop primer at the following conditions:

a. Within 75 mm of field welds, including field welded shear studs.

b. Faying surfaces of slip-critical (SC) connections.

c. Surfaces to receive spray-on-fireproofing.

o Exterior steel, interior steel in wet environments, high-strength bolts, nuts, and washers
for joints, anchor rods, nuts, and plate washers, and steel parts and accessories
attached to or embedded in concrete:

 Steel shall be cleaned in accordance with SSPC-SP8, "Pickling".

 Steel shall be hot-dip galvanized (HDG) after fabrication to a minimum


weight of 915 g/m2 (130 microns) as per ASTM A123 and A153 as
applicable.

 For HDG steel intended to receive finish paint, the steel shall then be cleaned
in accordance with SSPC-SP7 "Brush Off Blast Cleaning" to produce surface
profiles recommended by the finish paint manufacturer.

o Field Touch-Up: Primer and HDG coatings at all field weld areas, abraded areas, and all
interior and exterior high-strength bolts, nuts, and washers shall be cleaned and
coated as follows:

 Steel cleaned as per SSPC-SP3 - Power-Tool Cleaning or as recommended by


the paint manufacturer.

 Steel shall receive one shop coat of a two-component poly-amide cured epoxy
primer containing zinc phosphate corrosion-inhibiting pigment applied as per
the manufacturer’s instruction to produce a dry film thickness of 75 microns
(3 mils) minimum.

o Wherever possible, the framing shall be restricted to eliminate steel-to-steel contact


as described in the Royal Commission Engineering Manual, Chapter 12, Figures 12A
and 12B.

 Field welding is not permitted without specific Royal Commission approval


and only where bolting is not possible.

 Superstructures shall be detailed to shed precipitation by toeing flanged


sections down and closing the ends of open sections.

o Structural concrete in contact with soil or exposed to weather, salt, salt water,
brackish water, seawater, or spray from these sources:

 Comply with Royal Commission Guideline Specification Section 03310 –


Structural Concrete, Table 1C, Type C35 (as a minimum), and utilize silica
fume as pozzolanic replacement.

 Reinforcing steel shall comply with Royal Commission Guideline


Specification Section 03205 - Reinforcement for Concrete, fusion-bonded
epoxy-coated reinforcing (FBECR).

 The concrete cover for reinforcing shall be 75 mm, in accordance with


Section 6.7.3.

o Structural concrete formed against soil, including, but not limited to, slabs, footings,
walls, and grade beams, shall be cast on a 50 mm minimum thick blinding slab
complying with Royal Commission Guideline Specification Section 03310 –
Structural Concrete, Table 1C, Type C20 utilizing Type V Portland cement. The top
surface of the blinding slab shall be waterproofed and the waterproofing protected
prior to commencing any work on the structural concrete.

 Blinding slabs under slabs-on-grade shall be cast on a 200 micron minimum


thick polyethylene vapour retarder with overlapped and waterproof-taped
joints.

o Reference the requirements of the Royal Commission Engineering Manual, Chapter


12, Table 12E “Concrete Corrosion Protection,” and the following:

 Structural concrete required to be protected with sheet membrane


waterproofing (as per RC GS 07130 – 2.02.A.1.a) shall be done so with
protection board (as per RC GS 07130 – 2.02.D.1.b), sand-cement screed,
counter flashing reglets, sealants, outside corner chamfers, and inside corner
fillets for complete “tanking” of the concrete to finished grade so as to
comply with RC Guideline Specification 07130 – Sheet Membrane
Waterproofing.

 Structural concrete required to be protected with coal-tar epoxy coatings (as


per 09960-2.04.d.8.b) shall be done so with polyethylene (as per 07200-
2.02.d.2) so as to comply with RC Guideline Specification 09960 – high-
performance coatings.

 GEOTECHNICAL CRITERIA

Foundations shall be designed based on the recommendations contained in the site-specific


Geotechnical Engineering Report(s). Items that require geotechnical data confirmation are
net allowable bearing capacity, bearing stratum requirements, lateral earth pressure
coefficients, passive resistance pressures, and expected groundwater table elevations.

The existing grades, finished grades, geotechnical data, and soil bearing requirement shall be
coordinated with the final site-specific grading plans and geotechnical engineering reports.

A/E shall prepare the following as a requirement for the geotechnical investigation in the
specific site/s:

1. Scope of work and borehole and test pit location plans, including test point
coordinates (northing and easting) and depths of boreholes and pits, to be submitted
for review and approval of RC’s Geotechnical Engineer Specialist.

2. Four (4) hard copies and one (1) soft copy (Autocad and PDF formats) of the
approved location plans to be submitted to RC’s facility engineer.

3. If in the opinion of RC’s Geotechnical Engineer Specialist:

(a) Soil conditions are favourable and the stratigraphy is consistent for the test
points, then no additional test points will be undertaken and the geotechnical

engineer specialist will issue a report to the Facility Engineer for A/E for review
and approval;

(b) Soil conditions are unfavourable or the stratigraphy is inconsistent, then the A/E
shall request additional boreholes and/or test pits until sufficient soil conditions
and the stratigraphy data are determined.

The A/E shall produce geotechnical data package for each request for geotechnical
investigation/reporting. As a minimum, the package shall contain:

1. Geotechnical reporting schedule, including milestone for the completion of


geotechnical investigation/reporting.

2. Grading plans showing proposed finished grade levels (topography and spot grades)
and proposed structures superimposed on the existing grade level drawings.

3. Proposed bottom of foundation elevations (including, but not limiting to footings,


grade beams, u/g structures, pits, and slabs) in the form of cross section.

4. General sub- and super-structure descriptions and their estimated foundation service
loads (i.e., un-factored) or the required design bearing pressure.

5. Project’s principal features and locations of any major or special structures (i.e.,
presence of adjacent structures, underground utilities, retaining walls, etc.).

6. Unique or special studies/design requirements needed to support the foundation


design.

The A/E’s qualified Soil & Foundation Engineer shall review and prepare written comments
on the Reports and submit the comments to the RC’s Authorized Representative within two
(2) week of the receipt of the Reports.

1. A/E shall meet with and discuss the Report’s recommendations with the RC’s
Geotechnical Engineer Specialist and Facility Engineer one (1) week prior to
submitting review comments.

The A/E shall utilize the final Reports’ recommendation (settlements and soil bearing
pressure data, earthwork requirements, dewatering requirements, earth retention data, soil
removal/replacement, soil improvement, etc.) and fully and clearly incorporate into the
Contract Drawings and RFP (BoQ, Attachment “D” SoW, and the Technical Specifications).

o Net Allowable Bearing Capacity

Net allowable soil bearing capacity for square and strip footing shall be as
recommended by the Final Geotechnical Reports by the concerned geotechnical firm.

in accordance with Royal Commission Engineering Manual, Design Criteria,

o Bearing Stratum

Foundations shall be founded on either natural, competent, undisturbed, granular soil


or on compacted structural fill prepared in accordance with the Geotechnical
Engineering Report(s) and Royal Commission Guideline Specification Section
02315. Bottom of footings shall extend 800 mm to 1000 mm below finished,
adjacent grade, except where other depths are established as a result of the
Geotechnical Engineering investigations and reports. No footings shall be placed in
water.

o Stability Checks

Stability checks shall be made in conformance to ASCE7-10 Part 2.4.

E3- MECHANICAL SYSTEM:

E3.1- FIRE SUPPRESSION:

 Portable Fire Extinguishers shall be selected, installed and maintained in


accordance with NFPA 10 [Standard for Portable Fire Extinguishers].

E3.2- HVAC:
 Three package units are provided for the building, each unit will supply air to 2
parking bays
 Temperature will be controlled by return air thermostat.
 Exhaust will be taken from all appropriate spaces as per ASHRAE 62.1 - 2007.
 Ventilation rates shall be in accordance with ASHRAE (American Society of
Heating Refrigeration Air Conditioning Engineer's) Standards'62.1-2007and
International mechanical code 2009.
 The building temperature shall be maintained by wall mounted thermostat.
 All spaces shall be kept under slight positive pressure to minimize air and duct
infiltration .
 Ductworks design and sizing shall be in accordance with SMACNA
recommendations, ASHRAE fundamentals and RC Engineering Manual.
 The air distribution system will be a galvanized metal ductwork system.
 The PACU (Packaged Air-conditioning units) are selected for maximum load
conditions.

E4- ELECTRICAL SYSTEM:


E4.1- DESCRIPTION OF THE SYSTEMS:
Lighting
 Fluorescent fixtures with T5 energy saving (ES) lamps shall be used
for electrical room.
 High bay lighting fixtures are used in bays area. These fixtures shall
be provided with high efficiency metal halide light fixture providing
white light, with instant re-strike ballast.
 Emergency lights and illuminated exit signs with battery backups for
3 hours duration are provided for exits, electrical room and bay area)
in conformance with NFPA 101.
Switches
 High bay lighting shall be controlled by lighting control panel. Push
buttons are provided to control doors, lighting operation is interlocked
with the doors operation and can be operated through the MOH
selector switch on the lighting control panel.
 Switches shall be rated for 20A at 220VAC. They shall be single or
double pole and 2-way, 3 way or 4 ways type as required and as
indicated on the drawings.
Receptacles
 Receptacles shall be UL listed and conforming to SASO 2203
configuration, receptacles shall be single phase, 13A, 220V, 60 Hz. 2
poles, 3 wires grounding type complete with wall plates and cast
metal boxes.
 Installation of receptacles shall be coordinated with equipment
layouts.

Fire Alarm and Detection System


 The fire alarm devices in the new building consist of smoke and Heat
detectors, alarm bell and manual pull stations.
 The new fire alarm devices in the VIP COACH PARKING building
will be connected to the existing addressable fire alarm panel located
in Workshop Admin and Spare Parts building.

The whole buildings were duplicated and adopted (site adaptation) from the Royal
Commission supplied references mentioned in section D above, where building and
structural works to include all sub-structure and any additions not included in the site adapt.
Cursory review was completed by A/E to ensure no additional building works exist beyond

Stability against Overturning, Uplift, Sliding, and Buoyancy

Stability analyses shall demonstrate the ability of the structures to resist overturning,
uplift, sliding, and buoyancy, and that the allowable soil bearing values are not
exceeded. Stability shall be provided solely by dead load plus permanent mechanical
anchorages. In determining the safety factors, allowance shall be made for the
potential removal of resisting dead loads (i.e., excavation, erosion, etc.).

Retaining walls shall have a minimum 15 kPa construction surcharge pressure


applied to the high side (i.e., over the heel) of the wall. Refer to the Geotechnical
Engineering Report(s) for lateral soil loads and design parameters and to ASCE 7-10,

Retaining wall sliding resistance shall be developed by friction (and passive soil
pressure where necessary) utilizing particularly detailed shear keys to engage the

H4- ELECTRICAL SYSTEM:

o Site Investigation:

The Electrical power supply to the building listed below shall be taken from the
existing SEC-EOA 13.8kV network and/or the RC low voltage network in co-
ordination with SEC-EOA and/or RC and the scheme shall be developed to provide
power to the facilities in accordance with the SEC-EOA and/or RC standards and
specifications. The power supply to the facilities shall be single metered (SEC-EOA
standard) for load requirements of each single customer. All 13.8kV and low voltage
electrical equipment, transformers, switchgear, enclosures, interface and connections
shall be in accordance with SEC requirements, which include a field survey of the for
utilities and co-ordination with SEC-EOA and/or obtain necessary approvals (100%)
to complete the design.

During the design stages, the architectural must advice each discipline before any
modifications to reference drawings to avoid inconsistency to the current reference
drawings and other disciplines to do so. Proper coordination is required to have
smooth flow while developing any conceptual and detailed design plans.

o Energy Conservation:

Lighting fixtures and others will comprise of Electronic Ballast and High Power
Factor (EBHPF), which means the higher the power factor the efficient and less
power consumption it will consume. In addition, most of the lightings will be used
are Fluorescent Tube to conserve energy compare and better illumination.

o Environmental Parameters:

Equipment and devices which are subject to exposure from moist, water or even
outdoor location are prone from rust, dust and corrosive environments will also cause
of frequent tripping of circuit breakers and creates potential hazards must be in
NEMA configuration or IP code as required according to its condition in order to
mitigate the effect of equipment’s quick deterioration.

 (Indoor) Lighting shall be designed for illumination levels in various areas


inside the building and shall conform to Illuminating Engineering Society of

Estimated calculated load includes the 20% spares and 20% spaces for the building
as per RC Guideline and Specification 16640 in the event of load growth. The
anticipated load growth has been considered for every panel starting from sub-panel,

H6- TELECOMMUNICATION SYSTEM:

o Site Investigation:

There is no AS-BUILT drawing available for the existing infrastructure at its


vicinity. The reference drawings are available from contract # 357-C01.

o Building System Coordination:

The wall for the installation of 12U Cabinet shall be free from edges and deformation
and shall be continuous.

For electrical requirements, all active equipments shall have at least one (1) dedicated
duplex receptacle 220/20A connected directly to the Power Panel.

o Energy Conservation:

All active equipments shall be carefully selected for its power consumption and heat
dissipation. Less power consumption means less energy needed for the delivery of

or Guest.

Active equipments that consume less power means less carbon emission since all
electricity power generated in this Kingdom uses crude oil to generate electricity.

Front panel of the 12U Cabinet needs at least 500lux of light intensity.
