1.3.4 Q u a l i t y Assurance
The MMD complies w i t h t h e ORNL Q u a l i t y Assurance Program, which i s
based on ANSI/ASME NQA-1-1983. A ccpy of t h e ORNL Q u a l i t y Assurance
Manual and a copy of I & C D i v i s i o n Q u a l i t y Assurance O p e r a t i n g Procedures
are k e p t i n e a c h s u p e r v i s o r ' s o f f i c e and i n t h e Department o f f i c e .
Forms and r e c o r d s are k e p t by t h e I&C Q u a l i t y Assurance C o o r d i n a t o r .
1.3.5 Emergency P r e p a r e d n e s s
The MMD complies w i t h t h e ORNL Emergency Plan by p r e p a r i n g f o r
emergency s i t u a t i o n s t o minimize material l o s s and p e m o n a l i n j u r y . A
copy of the Local Emergency Manual is k e p t on f i l e i n t h e Department
o f f ice.
1.3.7 Training
The o b j e c t i v e of t h e MMD t r a i n i n g program is t o provide t r a i n i n g
for maintenance personnel t o k e e p ab-east of changing t e c h n o l o g i e s and
t e c h n i q u e s by c o n t i n u o u s l y u p d a t i n g t h e t e c h n i c a l , a d m i n i s t r a t i v e , and

C a t e g o r i e s are e s t a b l i s h e d t o f a c i l i t a t e s e t t i n g p r i o r i t i e s on t h e
wide r a n g e of MMD work a c t i v i t i e s . Each work r e q u e s t i s monitoPed u n t i l
completion. The MMD computerized i n v e n t o r y s y s t e m is used t o s c h e d u l e
p r e v e n t i v e maintenance and c a l i b r a t i o n a c t i v i t i e s . The MAJIC d a t a base
monitors and r e p o r t s a l l maintenance a c t i v i t i e s . Scheduled s t a r t and
completion dates a r e monitored t o provide e x c e p t i o n r e p o r t s on
a c t i v i t i e s n o t meeting scheduled s t a r t dates o r f a i l i n g t o meet
completion dates. The maintenance backlog is a l s o monitored. T h i s area
of t h e j o b c o n t r o l system p r o v i d e s e x c e p t i o n r e p o r t s on maintenance
a c t i v i t i e s by c a t e g o r y of w o r k (emergency, breakdown, e t c . ) . Backlogs,
due d a t e s , and j o b p r i o r i t i e s a r e combined t o e n s u r e t h a t h i g h - p r i o r i t y
needs are met, t h a t j o b s are performed i n a r e a s o n a b l e l e n g t h of time,
and t h a t maintenance r e s o u r c e s are used i n an e f f i c i e n t manner. The
success of any p r i o r i t y system depends g r e a t l y on t h e r e l a t i o n s h i p
between t h e r e q u e s t o r and t h e maintenance o r g a n i z a t i o n . The r e q u e s t o r
must act r e s p o n s i b l y t o i d e n t i f y needs and e s t a b l i s h d e a d l i n e s . Setting
r e a s o n a b l e , r e a l i s t i c p r i o r i t i e s w i l l e n a b l e t h e maintenance s u p e r v i s o r
t o p l a n e f f e c t i v e l y and w i l l reduce unnecessary p r i o r i t y c o n f l i c t s .
J o b p r i o r i ties are also i n f l u e r , c e d by S t a n d a r d Practice Procedures
(SSPs) and special programs such as Q u a l i t y Assurance, S a f e t y ,
I n d u s t r i a l S a f e t y , Applied Health PFysics, O p e r a t i o n a l Safety
Requirements, and Reactor S a f e t y . Some p o l i c i e s and procedures of these
programs have a s i g n i f i c a n t effect on t h e time r e q u i r e d t o complete a
job. Manuals o u t l i n i n g these policies and procedures are used by
maintenance personnel as a p p r o p r i a t e e
program is a measurable w o r k e f f o r t t h a t h e l p s j u s t i f y t i m e l y
replacement of i n s t r u m e n t s o r equipment.
Not a l l i n s t r u m e n t s or equipment can be i n c l u d e d i n a PM program.
Some q u e s t i o n s t h a t should be c o n s i d e r e d b e f o r e p u t t i n g i n s t r u m e n t s o r
equipment i n a PM program a r e as f o l l o w s :
