II. Rationale:
General Nakar District 1 is continuously preparing for the safe return of learners to school in accordance
with the President's approval of the recommendation for the progressive expansion of face-to-face classes, as
well as the guidance of the SDO top management and the directives of the schools District supervisor.
In accordance with joint Memorandum Circular No. 01 s. 2021, titled "Operational Guidelines on the
Implementation of Limited Face-to-Face Learning Modality" issued by the Departments of Education
(DepEd) and Department of Health (DOH), General Nakar District 1 will provide a synchronous learning
session on Psychological First Aid (PFA) for schools interested in expanding limited face-to-face classes.
Teachers must be trained in mental health first aid in order to help students who are developing a mental
health problem, experiencing the effects of a mental health problem, or who are in a mental health crisis.
The Department of Education (DepEd)-SDO Quezon is committed to ensuring the safe return of
schools despite the challenges imposed by Covid 19 by providing ongoing technical assistance and trainings
aimed at improving teachers' abilities to manage classrooms in the new normal. In fact, the Division office
issued a memorandum on SSAT to assist all schools in their preparations for the limited face-to-face classes'
implementation.
In line with this, the DepEd Division of Quezon's aims and goals in expanding restricted face-to-face classes
are supported and embraced by General Nakar District 1. The district will conduct an Orientation on
Psychological First Aid and Clinic Management for the Expansion of Limited Face-To-Face Classes in
General Nakar District 1 via synchronous modality on May 4, 2022 as an initial step.
This activity involves lectures and discussion on the effects of the COVID-19 pandemic on the
mental health of children and adolescents, mental health and psychosocial support concepts, core principles

Expenses to be incurred in this seminar will be charged against School MOOE fund subject to the
usual auditing procedures.
Higher authority in the District QAME can conduct monitoring and evaluation to ensure proper
utilization of funds, precise management and effectiveness of the training workshop.
