II. PROJECT SUMMARY

Scouting is a well-structured educational method that is spread worldwide and

that uses an active learning approach in order to develop moral values and leadership
attitude in young people. The fundamental purpose of Scouting is to foster the
development of character and a sense of service, the acquisition of skills and self-
confidence, and to develop the abilities to both cooperative and lead (World
Organization of Scouting Movement Framework, 2013).

But due to COVID Pandemic, with the limited chances of engaging scouts to
meaningful activities that were often conducted in face-to-face manner, membership
in both Boy and Girl Scouting decline drastically. To help both Local Council, a
program of adopting scouts is proposed with the objective of providing meaningful
scouting activities to the scouts and to the community at the same time.
This project INVOLVE aims to encourage all learners to join in the scouting
movement of the school

This project aims to:

1. respond to marginalization of students of color in K-12 education;

2. focus on students’ strengths and sense of belonging through
contextualized learning resources; and
3. provide culturally relevant learning resources.

A contextualized self-learning kit (SLK) in English 8 will be made to address

the learning gap of the marginalized students. The contextualized self-
learning kit will help the marginalized students to cope up and further
understand the lessons within their level of comprehension. The content of
this kit is chiefly anchored on the Most Essential Learning Competencies
(MELCs) to meet the standards of the K-12 curriculum in providing teachers
and learners relevant and localized content.

III. PROJECT BACKGROUND

Learning has been disrupted for more than 1.5 billion children and
youth by the coronavirus (COVID-19) pandemic. Most students around
the world are out of school and using remote learning programs,
through the internet, TV, or radio or combination of these, if they are
available. Inequity in access to the internet, data packages, and
devices to support remote continuity of education for all learners has
become clearly evident, but the specific risks that this pandemic poses
to marginalized students, especially students with disabilities or
diverse/special educational needs are essentially sidelined.

Contextualized learning resources or materials as it suggests, refers to
teaching students the content in a context, i.e., embedding the
concepts in meaningful activities and in a scenario that makes sense to
the students to enhance their understanding and to make the concepts
more relatable. It is important to remember that skills that we want to
teach to students, such as problem solving, analytical thinking or even
dribbling a ball, do not exist in isolation; using purposeful contexts and
learning activities, we can show students where these skills are
applicable and why they should know them.

Furthermore, the proponent believes that developing contextualized

materials will address the learning gaps especially who are in the
marginalized. This will pave way to increase the learning interest and
meaningful learning experiences of the students as the content of the
activities, topics and discussions are being contextualized, localized
and indigenized that are within their level of comprehension.

IV. PROJECT OBJECTIVES

General Objectives:

1. Conduct Project INVOLVE to identify learners who are most vulnerable

and disadvantaged in terms of access to learning as indicated in the
eligibility of learners.

2. Provide a culturally relevant curriculum.

3. Remove existing barriers in learning.

Specific Objectives:

1. Help teachers and students comprehend concepts by relating and

presenting lesson in the context of prevailing local environment,
culture, and resources.
