Implementation
Rationale Literacy is one of the most fundamental skills a child can learn.
Literacy improvement is one of the priorities of the Department of
Education (DepEd) since learning to read, write and count are crucial to
a child’s success in school and in later life. It is anchored on the flagship
program of the Department: “Every Child A Reader Program”, which
aims to make every Filipino child a reader and a writer at his/her grade
level.
The overall results of the national assessments revealed that there
are still many grade learners struggling to meet the learning standards
in early and intermediate language, literacy and numeracy. The
pandemic made it more difficult for learners to learn and acquire the
necessary literacy skill they need especially that they are bombarded
with so much limitations, issues, concerns, and unfamiliarity of the new
learning atmosphere or mode of learning instruction.
These circumstances showed that there is a need to administer
Philippine Informal Reading Inventory (Phil-IRI) and Bawat Bata
Bumabasa (3Bs) Initiative. Phil-IRI refers to revised assessment tool
composed of a set of graded passages administered to the whole class
and to individual students, which was designed to determine a student’s
reading level. According to DepEd Memorandum 173, s. 2019, the 3Bs
initiative encourages all DepEd offices and schools to intensify their
advocacies for reading to make every learner a reader at their grade
level and capacitate teachers to become effective reading instructors.
Last December 2020, DepEd Leyte Division conducted division
webinars entitled “Orientation-Workshop on the Utilization of the New
Phil-IRI” and “Orientation-Workshop on the Bawat Bata Bumabasa (3Bs)
Initiative” as per Division Memorandums 567 and 568 s. 2020 in
response to the uprising literacy proficiency issues and concerns. In line
to these, Pagsulhugon National High School will conduct a training
entitled “Training-Workshop on the Administration of the Philippine
Informal Reading Inventory (Phil-IRI) and Bawat Bata Bumabasa (3Bs)
Programs in the New Normal” to equip Pagsulhugon National High
School teachers with necessary knowledge and skills on administration,
reporting, and monitoring and evaluation mechanisms of the Phil-IRI
and promote the 3Bs initiative in the New Normal.

Course Objective • Capacitate teachers with necessary knowledge and skills on
administration, reporting, and monitoring and evaluation
mechanisms of the Phil-IRI and promote the 3Bs in the New
Normal.
Enabling Objectives:
• Reorient the School Reading Coordinators, and English and
Filipino teachers on the administration, reporting, and
monitoring and evaluation mechanisms of the Phil-IRI and
promote the 3Bs.
• Draw out from the participants pertinent and substantial issues
relative to its conduct that needs necessitate prompt action;
• Develop mechanisms on Phil-IRI administration, reporting, and
monitoring and evaluation while still in the midst of the COVID-
19 pandemic.

Target Participant’s The target participants of this workshop training are the four (4) Filipino
Profile teachers and six (8) English teachers of Pagsulhugon National High
School. See Attachment E – List of Participants

Delivery Platform The training will be conducted in a face-to-face manner where lecture-
demonstration strategy will be utilized. Health protocols, as required by
the IATF, will be observed all throughout the activities to secure the
safety of the participants, organizers, and resource persons.

Number of Hours Each speaker is given twenty (20) minutes lecture and, at the end of
lectures, a thirty (30) minutes workshop. This is an activity that starts at
8: 00 am and ends at 12:00 noon an equivalent of total training of 4
hours.
