First meeting (online class)

August 31, 2022 (10:30am - 12:00pm)

-Mr. President instructed us what to say if you want to talk or ask question "Good morning Mr.
President I'm representative (name) from (place) Mr. President ask someone to repeat his
instruction - David, Maverick and Baluyut, Brianne Lei serve as example.

-Mr. President asked who are the class officer and assigned each one of them as a Speaker of the
house, Deputy Speaker, Secretary General, Under Secretary, Assistance Secretary, Floor Leader
and Sgt at Arms, they are all instructed what to do whenever we have session in ECE laws. All
Sgt at Arms are instructed to open and close the session "we would like to that the representative
who attended todays session take note that the next session will be face to face and that is on
September 5, 2022 and take note of the topics that we have discussed for today, thank you all and
the meeting is adjourned".

-Lastly don’t forget to check the gclass for the CMO and Article 9292

September 05, 2022 (10:30am - 12:00pm)

-Mr. President instructed the house speaker, deputy speaker and general secretary to sit at the
front Sgt at Arms Representative Josh Bradly Cayanan open the session of the class.

-Mr. President discussed if he is not around, the house speaker will be in charge starting 10:30
the attendance will be start that will be leaded by Representative Harley Basco.

-Mr. President announced on the google classroom that the reporting starting topic 1 to 4 will

September 19, 2022 (10:30AM - 12:30PM)

-Representative Cruz Armel John, open the session before the reporting started. Each
representative have posted their work and Representative Cheska Mae Cordero the first reporter
of RA9292, she discussed the Article I, Section 1, 2, 3 containing the Statement of Policy as well
as the Definition and Interpretation of terms her panelist are, Lacandola, Orlando Jr., Cristobal,
Ian Jerald and Baluyut, Brianne Lei, one of the panelist and Mr. President are giving suggestion,
comments to reporter.

-Next reporter of the day is Representative Lucky Shane Cabag discussed the Section 4 and 5 in
Article I, The Categories of Practice of ECT, ECE, and PECE, she also discussed the Practice of
Electronics Engineer, Her panelist are David, Maverick, Capati, Jan Bert Cyril and Guinto,
Rowy Jane. One of the panelist and Mr. President are giving suggestion, comments to reporter

-Bound to the next reporter Representative Emanuel Guitterez his report is Article II Section 6
and 7 (a, b, c, d, e, f, and g) his report is about Composition of the board as well as the Powers
and function of the board, His panelist are Labto, Jefferson, Layug, Janina, and Capati, Francis
Aron. Mr. President asked for the Chairman of the board.

-Last reporter of the day is Representative Dela Cruz Ivan Lloyd, the continuation of the
previous reporter, (h, i, j, k, l, m, n, o, p, q, r, t, u, and v) his report talks about the function of the
board. His panelists were Guiterrez, Emanuel, Tungpalan, Daniel, and Dela Cruz, Rainner. One
of the panelist and Mr. President are giving suggestion, comments to reporter.

-Mr. Presdent asked for documenation of four reporters. Before the meeting adjourn Mr.
President gave a task to make a portfolio, the portfolio should be handwritten, with picture and
inserted in orange morroco and it will be pass on next meeting, Oct 3, 2022. The meeting is
adjourned by Representative Cruz, Armel John. The next meeting is face to face and the next
reporter should prepare.

September 21, 2022 (10:30am - 12:00pm)

-This session was opened by Representative Josh Bradly Cayanan, Each Representative posted
their reports in the board before Mr. President enter the room.

-One of the assigned reporter is not ready due to sickness, The first reporter for the second batch
is Representative Angel Heart Guinto, among the reporters her visual aids are just image where
she deliver her topic which is Articlr II, Section 11 Removal of Board members and Section 12
Custodian of board records and was paneled by Dimatulac, Alan Leewuen, Cruz, Armel John,
and Bonete Cynthia. One of the panelist and Mr. President commented about the reporter

-The next reporter of the day is Representative Ian Jerald Cristobal reported the Article II Section
13 and 14 where his article discusses examination qualification if you are citizen of Philippines
or other country, if you dont have any criminal records and finally if you fullfill necessary
subjects. His panelists were Basco, Harley Clarence Blancada, Jerome, and Garcia Howard
Klein. One of the panel commented about how he deliver his report.

-The next reporter is Representative Harley Clarence Basco reports the Artcile III, Section 14
and 15, he discusses the Scope of Examination for Electronics Engineers, which includes
disciplines such as Mathematics, Applied Science, Engineering Economics Laws and Ethics,
Electronics, Communication, Computers and ICT. his panelist are Representative, Carlos, Arjeiy,
Cayanan, Josh Bradly, De Guzman, Laurence Allen and one of the panelist commented to his
report. Due to absences of two reporter which is Rowy Jane Guinto and Brianne Lei Baluyut, the
list of reporters are adjusted that is why the last reporter of the day is Lacandola, Orlando Jr., his
report is Article III Section 16 and 17 . His report discussed the passing rate of board examiners,
stating that if a board passer obtains a passing rate in the majority of subject but falls below 70%
but not below 60%, he will be allowed to take one removal examination; otherwise the
examination will be release 15 days after the examination; the examination for electronics
engineer is in April and October. After all the reporter Mr. President reminded about the
portfolio he talks about and next week the report will continue. The meeting is adjourned by Josh
Bradly Cayanan.

-Mr. President posted a assignment in google classroom, he instructed to prepare the portfolio
that was instructed last meeting in Face to Face, the criteria that was given is hand written,
Creative ME, Surprise ME, Different ME, and it should be documented and post to the given
assignment.

October 3, 2022 (10:30AM to 12:00PM)

-The submission of portfolio was assigned last face to face meeting. Due to absence of Mr.
President, The house speaker representative Angel Heart Guinto was assigned to facilitate the
room, The 2 reporter last time who didnt make to report will report first in today’s session.

-Representative Brianne Lui Baluyut is the first reporter, her report was Article II Section 8,
Qualifications of Board Members At the time of their appointment, the chairman and members
of the Board must have the following qualifications, for example, be a citizen and resident of the
Philippines for at least five continuous years, have excellent moral character, and so on. Her
panels are Casupanan, Katrina, Laxamana, BryanBuhia, Renassel, One of its panels commented
on her report.

-The next reporter of the day is Representative Rowy Jane Guinto, her report talks about Article
II Section 9 addresses the term of office. Members of the Board will serve for three (3) years
from the date of their appointment. Compensation and Allowances of the Board are discussed in
Article II Section 10. The Chairman and members of the Board will be compensated and given
allowances. Her panelists are Representative Angel Heart Guinto, Domingo Jesus and Carlos
Reynel. One of her panelist commented of how she reported her topic.

-After the two reporters the next two reported will continue but due to absence of one of the
reporter the next reporter will be the next.

-Representative Blancada, Jerome reported the Article III Section 19. Issuance of the Certificate
of Registration and Professional Identification Card. Examinees who pass the Electronics
Engineer and Electronics Technician licensure examinations, as well as Electronics Engineers

who are registered as Professional Electronics Engineers, will be awarded a Certificate of
Registration and paneled by representative David, Michael, Dungca, Ashley, and Dungca, Riley.
One of his panelist commented how he delivered his report.

-The Last reporter of the day is Representative, Capat Francis Aaron reported the Article III
Section 20. Electronics Technicians can register without taking an exam. The Board shall award
Certificates of Registration and Professional Identification Cards without examination to
applicants for registration as Electronics Technicians who produce evidence or other proof
satisfactory to the Board within five (5) years after the effective date of this Act, his panelist are
Representative Alim, Joanna, De Guzman, Laurence and Cristobal, Ian one of the panelist
commented about his report.

-After all the reporter, all reporter took a picture. Mr. President arrived before the end of the class
and give instruction that every reporter must provide 5 question of their report, where Mr.
President will get some question for midterm, this will be submitted on October 12, 2022

-Another day of reporting, Due to absence of Mr. President the House Speaker Representative
Angel Heart Guinto facilitate the reporters. All reporters posted their material to the board.

-The first reporter of the day is Representative Howard Klein Garcia his report is Section 18 of
Article III. Qualifications and Registration Schedule for Professional Electronics Engineer A
valid Certificate of Registration and Professional Identification Card as Electronics Engineer, a
valid/current membership identification card from the Accredited Professional Organization, a
certified experience record of active self-practice and/or employment either in government
service or in the private sector, and three (3) certifications signed by three (3) Professional
Electronics Engineers are required for application for registration as a Professional Electronics
Engineer. His panelist are Francis, Steven, Giron, Miracle and Dela Cruz, Enriet. One o his
panelist commented how he delivered his report.

-The next reporter of the day is Alan Leewuen Dimatulac, Section 21 of Article III. Non-
issuance of a Certificate of Registration and/or a Professional Identification Card for Specific
Reasons The Board and/or the Commission shall not register and shall not issue a Certificate of
Registration and Professional Identification Card to any person convicted of a crime involving
moral turpitude by a court of competent jurisdiction.

-Section 22 of Article III. Oath of Professionalism Before being registered and awarded a
Certificate of Registration and Professional Identification Card, all successful examinees and
those who qualified for registration without examination must swear a professional oath before
any member of the Board or any person authorized by the Commission.

-Section 23 of Article III. Certificate of Registration Revocation and Suspension Cancellation of

Special Permits and Professional Identification Card On due notice and hearing, the Board may
revoke or suspend the validity of a Certificate of Registration and, as a result, the Professional
Identification Card, or rescind a Special Permit granted under Section 26.

-The third reporter of the day is Representative, Janina Layug her report is SEC. 24. Certificate
of Registration and Professional Identification Card Reinstatement, Reissue, or Replacement On
application and for reasons judged reasonable and adequate, the Board may, two (2) years after
the revocation of a Certificate of Registration and Professional Identification Card, reinstate the
validity of a revoked Certificate of Registration and Professional Identification Card.

-SEC. 25. Professional Electronics Engineers, Electronics Engineers, and Electronics

Technicians are included on this page. - The Board should compile and maintain a roster of all
registered Professional Electronics Engineers, Electronics Engineers, and Electronics
Technicians' names, residence, and/or office address, which shall be updated annually in
collaboration with the Accredited Professional Organization. her group of panelist are
Representative, Carlos Reynel, Diwa, John Carlo and Blancada, Jerome. One of her panelist

26. Examination and registration exemptions No examination or registration is required for
foreign Professional Electronics Engineers, Electronics Engineers, or Electronics Technicians
who are temporarily employed by the Philippine Government or by private firms in the
Philippines in the following circumstances: where no qualified equivalent Filipino professional is
available for the specific item of work to be rendered, as attested to by the Accredited
Professional Organization and where the conditions of the scope of work are met. His group of
panelist are Garcia, Howard Klein, Tungpalan, Daniel and Capati, Jan Bert Cyril. The meeting is

where he provided a link and all representative must send of minimum 5 certificates with
preferably with a score of 70% and higher came from the link that have been sent by Mr.
President, This Activity served as reviewer for incoming Midterm Week.

-Mr. President posted an example of how to make questions for midterm and this will also serve
as a reviewer. In our group chat the House Speaker posted a google docs where we can edit and
posted our questions.

-Mr. President posted on ECE LAWS group page the room and number of each representative
for the incoming midterm exam.

October 17, 2022 - Oct 21, 2022

-ECE LAW midterm exam was October 20, 2022 between 7:30am to 9:00am, everyone sited on
their respected room and number. After giving the test paper, Mr. President is giving instruction
and all of those examinees with complete uniform receive 20pts.

October 24, 2022

-Mr. President posted on stream of the google classroom, Activity no. 6, The house speaker is
tasked to facilitate the groupings and General Secretary will be list and post to the stream.

-The tasked that has been assign is all representatives must group into 3 consisting of PECE,
RECE and ECT. Group should post a documentation of them having a meeting.

-Activity no. 7 (Review and adoption of sample designs) Each group are assigned to post a
observations and learning from the sample design that has been provided, It can be written to any
type of document and submitted until October 26, 2022. Lastly all representatives was informed
to Present on the next meeting in Face to Face.
