PREFACE

MESC (Materials and Equipment Standards and Code) SPE documents reflect the views, at the time of publication, of:
Shell Global Solutions International B.V. (Shell GSI)
and/or
Shell International Exploration and Production B.V. (SIEP)
and/or
other Shell Service Companies.
They are based on the experience acquired during their involvement with the design, construction, operation and
maintenance of processing units and facilities, and they are supplemented with the experience of Shell Operating Units.
Where appropriate they are based on, or reference is made to, international, regional, national and industry standards.
The objective is to set the recommended standard for good design and engineering practice applied by Shell companies
operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such
facility, and thereby to achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to Shell companies for their consideration and decision to
implement. This is of particular importance where MESC SPEs may not cover every requirement or diversity of condition
at each locality. The system of MESC SPEs is expected to be sufficiently flexible to allow individual Operating Units to
adapt the information set forth in MESC SPEs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use MESC SPEs they shall be solely responsible for the quality of work
and the attainment of the required design and engineering standards. In particular, for those requirements not
specifically covered, the Principal will expect them to follow those practices, which will achieve the same level of
integrity as reflected in the MESC SPEs. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting
from his own responsibility, consult the Principal or its technical advisor.
The right to use MESC SPEs is granted by Shell GSI, in most cases under Service Agreements primarily with Shell
companies and other companies receiving technical advice and services from Shell GSI or another Shell Service
Company. Consequently, three categories of users of MESC SPEs can be distinguished:
1) Operating Units having a Service Agreement with Shell GSI or other Shell Service Company. The use of MESC
SPEs by these Operating Units is subject in all respects to the terms and conditions of the relevant Service
Agreement.
2) Other parties who are authorized to use MESC SPEs subject to appropriate contractual arrangements (whether
as part of a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI
disclaims any liability of whatsoever nature for any damage (including injury or death) suffered by any company or
person whomsoever as a result of or in connection with the use, application or implementation of any MESC SPE,
combination of MESC SPEs or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell
GSI or other Shell Service Company. The benefit of this disclaimer shall inure in all respects to Shell GSI and/or any

PART I INTRODUCTION

1.1 SCOPE
This MESC SPE specifies requirements for Type Acceptance Testing of flat, covered
serrated metal (Camprofile) and spiral wound gaskets, and metal reinforced electrical
insulation gaskets.

1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS


Unless otherwise authorised by Shell GSI, the distribution of this MESC SPE is confined to
Shell companies and, where necessary, to Contractors and Manufacturers/Suppliers
nominated by them.
This MESC SPE is intended for use in oil refineries, chemical plants, gas plants, exploration
and production facilities and, where applicable, supply/distribution installations.
If national and/or local regulations exist in which some of the requirements may be more
stringent than in this MESC SPE the Contractor shall determine by careful scrutiny which of
the requirements are the more stringent and which combination of requirements will be
acceptable with regards to safety, environmental, economic and legal aspects. In all cases
the Contractor shall inform the Principal of any deviation from the requirements of this
MESC SPE which is considered to be necessary in order to comply with national and/or
local regulations. The Principal may then negotiate with the Authorities concerned, the
objective being to obtain agreement to follow this MESC SPE as closely as possible.

1.3 DEFINITIONS
The Contractor is the party that carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project, or operation or
maintenance of a facility. The Principal may undertake all or part of the duties of the
Contractor.
The Manufacturer/Supplier is the party that manufactures or supplies equipment and
services to perform the duties specified by the Contractor.
The Principal is the party that initiates the project and ultimately pays for its design and
construction. The Principal will generally specify the technical requirements. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the
Principal.
The word shall indicates a requirement.
The word should indicates a recommendation.

1.5 CHANGES SINCE PREVIOUS EDITION


The previous edition of this MESC SPE was dated February 2016.
Test requirements are updated to improve consistency in gasket testing.
The units for measured leak rate in the fugitive emissions table is updated due to an
error found in previous revision. The leak rate is now based on gasket diameter
inststead of gasket perimeter. Additionally, the table is brought in line with the
emissions criteria for valve stem sealing whereby the current achieved gasket
performance for leakage is not affected.
Some Test procedures are removed to avoid duplications.
Reference is made to ISGOTT for insulating gaskets used in Jetties and loading arm
applications.

PART II PROCEDURE AND TECHNICAL SPECIFICATIONS

1. INTRODUCTION
Gaskets shall be certified to Supplier Technical Assessment Record (STAR) level 2 in the
Shell Global Solutions Technically Accepted Manufacturers and Products (TAMAP)
database.
The Type Acceptance Test (TAT) is installed to verify the design, performance and
technical integrity of the gaskets and manufacturing plant. The design of the gaskets shall
meet the applicable international design standard as amended and supplemented by the
applicable MESC SPE requirements.
This MESC SPE covers the gasket types as per Table 1.

2. GENERAL CONDITIONS

2.1 TAT COSTS


Shell Global Solutions charges the costs of the TAT program to the Manufacturer. Tests
may be executed at the manufacturer’s facility and/or an independent testing institute.

2.2 TAT AT MANUFACTURER’S FACILITY


The Manufacturer shall be accountable for all costs associated with the TAT, including
costs of Shell Global Solutions for TAT set-up, engineering review, witnessing TAT,
technical audit and close-out reporting.

2.3 TAT AT OUTSIDE TEST FACILITY


In addition to the costs stated in 2.2 above, the Manufacturer shall be accountable for all
the costs to be made, including costs of packaging, transport, duties, insurance,
administration charges and contingencies.

2.4 TAMAP ACCEPTANCE


The acceptance is categorised in STAR ratings as per Table 2.

2.5 CONFLICT OF REQUIREMENTS

2.5.1 Order of precedence


The order of precedence in the documents referenced in this procedure shall be as follows:
1. This MESC SPE 85/300 procedure.
2. Any list of agreed deviations or clarifications.
3. MESC Buying Descriptions and MESC SPEs.
4. Design and Engineering Practices (DEPs).
5. Industry Codes and Standards (other than Statutory requirements).
6. Manufacturers drawings and specifications.

2.5.2 Conflict or inconsistency


If the Manufacturer identifies any apparent conflict or inconsistency in requirements
between or within these documents, the Manufacturer shall follow the order of precedence
as per 2.5.1 and take the following additional actions:
- The Manufacturer shall immediately notify the Principal in writing of the apparent
conflict.
- The Manufacturer shall advise the Principal in writing of any related actions already
taken prior to discovery of the apparent conflict.
- The Manufacturer may propose a resolution of the apparent conflict.
- The Principal will advise the Manufacturer in writing of the applicable requirement and
appropriate further action.

2.5.3 Statutory requirements


Under all circumstances, the Manufacturer shall satisfy State and Local Government
Authority legislation, regulations and practices.

2.6 CONFIDENTIALITY
Shell Global Solutions will keep confidential all information submitted by the Manufacturer
and will not disclose any information to any third parties without the written approval from
the Manufacturer.

3. TEST REQUIREMENTS

3.1 PRIOR TO TESTING

3.1.1 Test rig


- Test rig design shall take all HSE precautions to ensure robustness and safety to
personnel into consideration.
- Test rig may consist of two standard Class 300 flanges in accordance with ASME
B16.5 loaded via bolts, or a test rig with flat platens covering the gasket sealing
area. The flanges and bolts shall be capable of meeting the maximum design
temperature.

- Test rig shall have either a serrated concentric or serrated spiral finish with a
resultant surface finish from 3.2 µm to 6.3µm (125 µin. to 250 µin.) in accordance
with ASME B16.5.

- Realistic gasket / bolt loads shall be applied. The values shall be advised by the
Manufacturer but shall not exceed 361 MPa (52 ksi) bolt stress. For spiral wound
and covered serrated metal gaskets, 361 MPa bolt stress (based on bolt root
area) shall be used.
- Application of lubrications or graphite paste is prohibited.
- Gasket temperature shall be measured by using thermocouples with the tips
embedded in the flange metal 2 mm to 3 mm (0.08 in to 0.12 in) below the surface in
the area covered by the sealing element and at a distance of 18 mm to 20 mm (0.7 in
to 0.8 in) from the bore.

3.1.2 Sample selection


- The Principal or his designated representative shall take random samples from
different production batches.
- Testing shall be performed on a DN 100 (NPS 4), Class 300 gasket, qualifying all other
pressure classes and sizes for identical designs and manufacturing processes. Where
this gasket is not available, a different test gasket shall be agreed between
Manufacturer and Principal.

3.1.3 Test conditions


- Test temperature shall be at ambient and at the maximum design temperature as
specified in the MESC Buying Description. In case the maximum design
temperature is not prescribed in the MESC datasheet, the maximum allowed
application temperature as defined by gasket supplier shall be used as design
temperature.
- Test pressure shall be the rated pressure at test temperature as specified in ASME
B16.5 for materials group 1.1, unless specified differently. Pressure rating and
materials group shall be mentioned in Test report.
- For the FE and HOTT tests, the gasket shall be conditioned for 48 hrs at
50% ± 6% relative humidity at ambient temperature of 23 °C ± 1 °C (73 °F ± 2 °F).

3.2 TYPE OF TESTS


Gaskets shall be subject to the tests as specified in Table 3. The purpose, test conditions,
procedure, recordings and acceptance criteria are specified in clause 3.3.

3.3 TEST PROCEDURE

3.3.1 Visual examination


Purpose:
To ensure that the gasket design is in accordance with the applicable design standard and
MESC SPE as per Table 1 (e.g. marking, condition of sealing surfaces or superficial
damage).
Procedure:
Execute prior and after each test as described in clause 3.3.
Recordings:
All observations shall be recorded.
Acceptance criteria:
No deviations from the applicable design standard and MESC SPE are allowed.

3.3.2 Fugitive Emissions


Purpose:
To ensure the tightness of the gasketed joint after installation, within the operating window
as per the MESC Buying Description.
Test condition:
Rated pressure at both ambient and maximum design temperature, with helium as test
fluid.
Procedure:
Test shall be carried out in accordance with ISO 15848-1.
Retightening of flange bolts or reloading of the gasket is prohibited.
Recordings:
Emission class at ambient and maximum design temperature.
Acceptance criteria:
The leakage rate and applicable emission class shall be as per Table 4.

3.3.3 Fire test


Purpose:
Verification and qualification of the gasket fire resistance.
Procedure and recordings:
Test shall be carried out in accordance with API 6FB.

Acceptance criteria:
Fire test executed in accordance with API 6FB, the acceptance criteria shall be in
accordance with API 6FB.

3.3.4 EN 13555 Testing


Purpose:
To determine the flange design parameters, the minimum required gasket stress in the
assembly and operation, the E-modulus, the maximum allowable gasket stress and the
creep relaxation factor (PQr).
Test condition, procedure and recordings:
Test shall be carried out in accordance with EN 13555.
Acceptance criteria:
Informative.

3.3.5 High Temperature Operational Tightness Test (HOTT)


Purpose:
To determine the gasket tightness at maximum design temperature with the exception of
the mica/vermiculite sheet gasket where testing will be carried out at 538 °C (1000 °F).
Test condition:
Rated pressure at maximum design temperature, with helium as test fluid.
Procedure:
1. Increase test temperature to maximum design temperature at a rate of 100 °C (212 °F)
per hour.
2. Increase test pressure up to the rated pressure at maximum design temperature and
stabilise this condition for 1 hour (isolate test fluid from test rig).
3. Decrease test temperature until ambient temperature.
4. Increase test temperature to maximum design temperature at a rate of 100 °C (212 °F)
per hour and stabilise the reached test situation for 1 hour.
5. Repeat step 3.
6. Repeat step 4 and step 5 for 2 times and record the pressure drop during the final
cycle.
Recordings:
Pressure, temperature and pressure drop.
Acceptance criteria:
The maximum pressure loss during the final cycle is 1 bar (14.5 psi).

3.3.6 Hot Blowout Test


Purpose:
To determine the resistance against blowout, due to pressure, or temperature.
Test condition:
HOBT-1
Increasing pressure at maximum design temperature with a maximum gasket stress of 34.5
MPa (5004 psi) with helium or nitrogen as test fluid with the exception of the

mica/vermiculite sheet gasket where the maximum temperature used will be 538 °C (1000
°F).
Test pressure (starting from 1 bar (14.5 psi)) shall be increased till blow out is
reached or shall be pressurised up to a minimum test pressure of 1.5 x maximum
pressure at maximum design temperature.
HOBT-2
Increasing temperature at maximum design pressure with a maximum gasket stress of 34.5
MPa (5004 psi) with helium or nitrogen as test fluid.
Maximum design pressure shall be based on ambient temperature.
Test temperature shall start from ambient temperature and shall be increased till
blow out is reached.
Procedure:
Test shall be carried out in accordance with the HOBT-1 for all gaskets except PTFE-based
sheet gaskets. PTFE-based sheet gaskets shall be tested in accordance with the HOBT-2.
Recordings:

Maximum applied pressure where gasket blowout occured or test stopped

Acceptance criteria:
HOBT-1
Pressure where gasket blowout occurs shall be > 1.5 x maximum pressure at maximum
design temperature.
HOBT-2
Temperature where gasket blowout occurs shall be > 290°C (550°F)

3.3.7 Glue Identification


This is not a test as such but covers only a verification of the glue (or adhesive) type. The
brand name and manufacturer’s certificate shall be supplied to the Principal. The
performance of the glue under any operating condition will be verified during the operational
test as specified in clause 3.3.

3.3.8 Gasket adhesion


Purpose:
To ensure that gasket does not stick to the adjacent flanges.
Test condition, procedure and recordings:
Test shall be carried out in accordance with ASTM F 607 at ambient temperature. In case
an anti-stick coating is applied the test report shall record the brand and type of that
coating.
Acceptance criteria:
There shall be no visible adhesion of any gasket material to any of the adjacent flanges.

To ensure compatibility with oxygen at maximum design temperature.


Test condition, procedure, recordings and acceptance criteria:
Test shall be carried out in accordance with BGI Merkblatt M034-1.

3.3.10 Electrical isolation


Purpose:
To ensure both the gasket and insulation sleeves and washer kit adhere to the
requirements for AC and DC electrical isolation when installed in a flange arrangement.

Acceptance Criteria:
The DC insulation resistance results obtained in Tests 1 and 2 shall exceed 100MΩ.
Insulation gaskets used for Jetties and Vessel loading arms, which comply with
ISGOTT requirements, have different insulating resistance requirements and do not
fall under the electrical isolation test as prescribed in this SPE.

3.4 CERTIFICATION
For gaskets using metal parts, each metal part shall have an inspection test certificate and
test report in accordance with ISO 10474 -3.1B.
For gaskets using graphite, a certificate containing at least the chemical composition shall
be provided.
In case welding is applied to the gasket, the welding procedure shall be supplied.

3.5 ACCEPTANCE
When all tests as described in clause 3.3 have been successfully passed and all certificates
provided, the gasket will be accepted. Shell Global Solutions will notify the Manufacturer, in
writing, of the acceptance or rejection of gaskets.

3.6 REAPPROVAL
Changes to any item will not void the qualification of gaskets in TAMAP for which this TAT
procedure was intended to qualify, provided that the Manufacturer notifies Shell Global
Solutions and complies with any additional requirements Shell Global Solutions may
specify.
Shell Global Solutions has the right to request a re-test if the qualification of gaskets in
TAMAP has been voided. The re-test shall be subject to the same requirements as
specified in this MESC SPE. Unless agreed otherwise, the re-test shall take place at the
same testing facility where the previous test was carried out.
